To the Citizens of the Town of Saugus :


In presenting you the annual Town report for the year 1907, I trust that every citizen that has the welfare of the Town at heart, will give it their most careful study and attention, so that at the coming annual meeting, all appropriations that will come before you, may be acted upon with that degree of intelligence, and discretion that the economical adminstration of the financial affairs of the Town at the present time demands. You will see that the deficiency the past year has been reduced by over $9,200 which is certainly a step in the right direction, but we must not forget the fact that this result has been brought about by a large assessment the past year and although the tax rate was $2.00, less per thousand than the year before, yet many of our citizens believe that the large increase in the assessed value of their property by the Board of Assessors in many cases ranging from forty to one hundred per cent, was entirely unjust and uncalled for and that it would have been much better and far more satis- factory to have kept the assessed value down and have raised the rate to corresponding figure. A low tax rate is liable to breed extravagance in expenditures, requiring larger appropriations and that fact has been demonstrated time and time again. This high assessed valuation and the general financial condition of the past few months may be responsible in a large measure for the fact that we have over $21,000 more uncollected taxes than a year ago.


I would call your especial attention to the report of Mr. Thomas P. Parsons, wherein he shows that during the past ten years the excess of expenditures over receipts of the Town was

AUDITOR'S REPORT.


$25,637.08. During the past eleven years we have spent about $175,000 on school-houses, the water system, and the Hathaway place. Our funded debt on January 1, 1896 was $207, 150 on January 1, 1908, $268, 150 while the property held and owned by the Town on January 1, 1896 as per appraisal was $199,900 on January 1, 1908 it is appraised at over $420,000. Surely there is much food for thought in these figures.


I have examined the books of the Treasurer, Collectors, Overseers of the Poor and found proper vouches for all pay- ments made.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs, to meet at the several voting precincts in the Town, on Monday, March 4, A. D. 1907, at 5.45 o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree Warden, three Fence Viewers, for one year ; one Finance Committee for two years, one Assessor, one Sinking Fund Commissioner, three Trustees of the Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commis- sioner, three Finance Committee for three years.


Also your answer Yes or No to the following question : "Shall license be granted for the sale of intoxicating liquors in the Town for the ensuing year?"


Also to appear at the Town Hall, on Monday evening, March II, A. D., 1907, at 8 o'clock, to hear and act on the following articles, viz. :


The polls will open at 5.45 o'clock A. M., and may close at 4.30 P. M. and you are hereby directed to serve this Warrant by posting attested copies at the usual places, seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 11, 1907, at 8 o'clock P. M. The meeting was called to order by the Town Clerk, Henry A. Parker.


After the reading of the Warrant by the Town Clerk Article One was taken up.


ARTICLE I. To choose a Moderator to preside at said meet- ing.


Chose Thomas P. Parsons who after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear and act on reports of Committees. Voted, To accept the report of the Finance Committee.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.

ART. 6. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.

ART. 8. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


Ist. For the purpose of paying notes coming due the present year.


2nd. To hire money temporarily, not exceeding ninety thousand dollars ($90,000), for one year, in anticipation of the taxes of the year 1907.


Voted, That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to hire money temporarily not exceeding one year in anticipation of the taxes of the year of 1907, and give notes of the Town for the same, and that all money so hired shall be expressly made payable from taxes of 1907. The whole amount so hired under this vote not to exceed the sum of $90,000. Yeas, 58; nays, o.


ART. 9. To see if the Town will appropriate the sum of forty-two hundred and fifty dollars ($4,250) for police service.


Voted, That the sum of $4, 250 be and hereby is appropriated for police service.


ART. 10. To see if the Town will appropriate the sum of two hundred and fifty dollars for the observance of Memorial

ANNUAL TOWN MEETING.


Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


Voted, That the sum of $250 be and hereby is appropriated for the observance of Memorial Day, the same to be expended under the supervision of Gen. E. W. Hinks Post, G. A. R.


ART. II. To see what action the Town will take in relation to Street lighting, and make an appropriation therefor.


Voted, That the sum of $6,800 be and hereby is appropriated for Street lighting.


ART. 12. To see if the Town will appropriate the sum of $690 to cover the cost of insurance on Town buildings.


Voted, That the sum of $690 be and hereby is appropriated for insurance on Town buildings.


ART. 13. To see if the Town will appropriate the sum of $1,000 for repairs on Town buildings and grounds.


Voted, That the sum of $500 be and hereby is appropriated for repairs on Town buildings and grounds.


Voted, To adjourn at 10.15 o'clock to Monday, March 18, at 8 o'clock.


ART. 14. To see if the Town will appropriate the sum of $1,600 for the Board of Health, or to see what action the Town will take in the matter.


Voted, That the sum of $1,600 be and hereby is appropriated for the Board of Health.


ART. 15. To see if the Town will make an appropriation for the Superintendent of Schools.


Voted, To indefinitely postpone, acted on under Article 6.

ART. 19. To see if the Town will make an appropriation for Sealer of Weights and Measures, or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, acted on under Article 7.


ART. 20. To see what compensation the Town will give the Collector for collecting the tax of 1907, or to see what action the Town will take in the matter.


Voted, If less than 75 per cent. of the taxes of 1907 are collected before May Ist, 1908, 1 per cent. If 75 per cent. or over are collected before May Ist, 1908, 14 per cent. To be paid from the Selectmen Incidentals.


ART. 21. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.


Voted, That the expenses of the Lock-up be defrayed from the Court Fines, and if not sufficient that the balance be paid from the Selectmen's Incidentals.


ART. 22. To see if the Town will make an appropriation for the Salaries of Firemen of the Saugus Fire Department, or to see what action the Town will take in the matter.

Voted, To indefinitely postpone, acted on under Article 7.


ART. 23. To see if the Town will appropriate the sum of $2, Soo for the expenses of the Fire Department for the ensuing year, or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, acted on under Article 6.


ART. 24. To see if the Town will appropriate the sum of $800 and dog tax for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


Voted, That the sum of $500 be and hereby is appropriated together with the dog tax for the Public Library.


ART. 25. To see if the Town will appropriate the sum of $500 for repairs to the interior of the school houses, or to see what action the Town will take in the matter.


Voted, That the sum of $400 be and hereby is appropriated for repairs interior of school houses.


ART. 26. To see if the Town will make an appropriation of $450 for soldiers' relief, or to see what action the Town will take in the matter.


Voted, That the sum of $450 be and hereby is appropriated for soldiers' relief.


ART. 27. To see if the Town will make an appropriation of $25 for numbering the houses in the Town not yet numbered, or to see what action the Town will take in the matter.


Voted, That the sum of $25 be and hereby is appropriated for the numbering of houses in the Town, not yet numbered.


ART. 28. To see if the Town will appropriate the sum of $1,000 on account of the sinking fund for payment of the notes borrowed for the Cliftondale school house loan (new), or to see what action the Town will take in the matter.

Voted, That the sum of $1,000 be and hereby is appropriated on account of the sinking fund for payment of the notes bor- rowed for the Cliftondale school house loan (new).


ART. 29. To see if the Town will appropriate the sum of $2,600 for the running expenses of Riverside Cemetery for the year 1907 the same to be expended under the direction of the Cemetery Commissioners.


Voted, That the sum of $2,400 be and hereby is appropriated for Riverside Cemetery, same to be expended under direction of of the Cemetery Commissioners.
