Report of School Committee.
The school Committee welcomes again the opportunity to report to the citizens of the Town. Entrusted as we are with the expenditure of nearly one-third of the entire tax levy, and placed in charge of the institutions, to support which almost one-half of all the town's appropriations are made, we have fre- quent occasion to wish that it were possible more frequently than once a year to lay the problems of our school system before the people of the Town that we might impress upon them the importance of some of the matters with which we must deal and might obtain their judgment upon the various matters of school policy. Co-operation between parents, teachers and committee is absolutely essential to best results from the Town's annual investment in this department and such unity of effort can be obtained only if all are familiar with the aims and methods of the Town's educational work. The committee has much reason, however, to be grateful for the unquestioning faith with which successive Town meetings grant every appropriation for which it has asked, and for the friendly spirit with which every one of its actions during each year are received.
Two Serious Matters.
The two most serious matters to which attention should be called are the increasing difficulty experienced each year in obtaining and holding desirable teachers, and the rapid approach of the time when in two precincts of the Town additional school accommodations must be afforded. A year ago we stated that an immediate increase in the salaries of the teachers of the various primary and grammar grades from the then scale of $450 a year

to $500 per year should be made, and asked for sufficient appropriation to permit such an increase. That appropriation was granted and no Saugus teacher now receives less than $500 per year except the teacher at Oaklandvale whose whole number of pupils is always small, those teachers who have been less than one year in our employ, and the teacher of music who gives the Town only part of her time. The committee does not ask for any increase of its appropriation for salary advances this year, as none such are contemplated, except for the principal of the High School and certain of his assistants, and for the janitor of the High School building. The satisfactory work which each of these is doing calls for better pay. The estimate of the appropriation required for the present school year, which is appended to this report, is larger than that of last year only because experience has shown us that it never is safe to plan to open less than two additional school rooms each year.
Hard to Get Teachers.
Even for a salary of $500 per year, however, the committee is not finding it much easier to get or to hold teachers who are satisfactory than before the increase of $50 per year was granted. To be sure, the present Saugus scale is higher, if we are correctly informed, than that paid in any city of Maine even including Portland, and in many of the other New England cities, and it might be supposed that a considerable number of good teachers could be induced to come here from those places. Such has not proven to be the case. Teachers in the places mentioned declare that although nominally the wages paid here are more attractive than those they now receive, the cost of living in any place near Boston is so much greater than that in other parts that they are better off to remain at their present posts. Some do come this way, drawn by the advantages of living near Boston, but the other towns and cities in this neigh- borhood which pay more than $500 per year take so many of them that few are left from whom we can choose. The amount of time which a superintendent of schools has to devote to hunt- ing for teachers, unless the pay he can offer is unusually good,

would surprise one not familiar with the prevailing conditions. There are so many more openings for women in business offices and factories than there used to be, and at wages fully as good as those of the average school teacher, that few high school graduates are willing to fit themselves for school work. They very naturally feel that if they can do as well in employments which do not demand of one the sacrifice of time and means necessary to go to normal school or college, then such sacrifice is not worth while. That the town of Saugus does obtain, in spite of all these difficulties, so good a corps of teachers can be attributed only to a combination of good fortune and a hunt for teachers all over this part of the country conducted by the committee through its agent, the superintendent of schools.
Equally Hard to Hold Them.
Almost as perplexing as the problem of getting good teachers is that of retaining them after they have once entered our service. The existence of teachers' agencies has made it comparatively easy for superintendents of schools all about Boston to keep well posted on the fitness of our teachers, and every year any- where from eight to twelve of our corps, that is, about one-third of the whole number, are taken away from us by offers of better pay. Especially annoying does the committee find it to have a teacher resign in the middle of the school year, for to find a good successor is, as anyone can realize, extremely difficult at that time. Nevertheless, resignations because of opportunity to do better elsewhere frequently do occur at such times, three being offered during a single month of this present school year. The policy of the committee has been never to discharge a teacher during a school year except her work be exceptionally unsatisfactory, but we have never refused a teacher the privilege of leaving, provided she has given us, prior to leaving, four weeks' notice of her intention to go. One sided in its nature as this arrangement is, and not entirely fair to the scholars, because it is apt at any time to require them to become accustomed to a brand new teacher just as they have adjusted themselves to an earlier one, we have been assured that this same plan prevails

almost everywhere and that good teachers would generally refuse to come to a town where they were denied the right to better their condition at any time. We have even heard it declared by those who have some information on the subject, that one reason why we have so good teachers as are now in our service is the knowledge they have that for so many who have been with us in the past, an employment in Saugus schools has meant that they were constantly watched by superintendents nearby and were soon given an opportunity to go to a more remunerative post. The committee has, however, decided to try for the coming year the plan of binding each teacher by contract to remain through- out the entire school year.
Crowding at Cliftondale and East Saugus.
Some paragraphs back, reference was made to the approach of the time when in two precincts additional school accommoda- tions would be necessary. The two precincts are Cliftondale and East Saugus. At Saugus Centre, the erection of the High School building and the removal to it of the High School pupils and those of the ninth grade has not only left the four rooms in the old wooden buildings vacant, but has relieved the Roby School building so that it will be adequate for all the demands of this present year. For coming years the wooden buildings will provide room enough. But at Cliftondale, there are no vacant rooms, and in few cases is the number in any room so small as to leave much chance for expansion. When the Town built the new building on Lincoln avenue two years ago, every one believed that it, with the proposed new school at Pleasant Hills for primary grades, would provide for the growth of Clifton- dale for some years to come. The decision of the Town not to build the Pleasant Hills school, with which decision the com- mitte finds no fault, and the necessity of using the new Lincoln Avenue school almost entirely for East Saugus pupils, has de- prived Cliftondale of any considerable accommodation from either of these sources. One room for lower grades can be provided by removing the ninth grade of Cliftondale, now in the Felton building, to be the new High School building where the ninth
