Report of Board of Selectmen.
To the Citizens of Saugus :
In submitting a brief report at the close of the year, we desire 1 to congratulate the Town upon the generally excellent condition of your affairs. All of the departments have been efficient, but there is one matter which demands your serious attention, and that is the deficiency of a working balance in the treasury, due to inadequate assessments of taxes during the past thirteen years. For this reason the Town of Saugus has recently found itself in the condition of a well-to-do business man who might have a large amount of unencumbered property, but who might be unable to meet his liabilities with promptness because he had neglected to provide himself with a sufficient balance of cash at the proper time.
Confronted with this condition, your Board of Selectmen employed an expert accountant, Mr. Thomas P. Parsons, to examine the Town books for the past twenty years, and the result of his investigations will be found elsewhere in this volume. He reports that the inadequacy of the tax levy from January Ist, 1895, to Jan. Ist, 1908, aggregate $35,587.79 ; and while the surplus collections for the previous seven years were $29,496.65, yet that sum may have been very likely absorbed by previous deficiencies. In any event, while the Town treasury seems to have been supplied with an adequate working balance 'previous to 1895, its cash resources have been steadily diminishing since that time.
We recommend, therefore, that the Town petition the General Court, through its Board of Selectmen, for permission to issue bonds to the amount of forty thousand dollars ($40,000) outside

of the debt limit for the purpose of repairing this deficiency As the time for introducing new business in the present Legis- lature expired in January, we have had such a bill presented merely for the purpose of insuring the parliamentary standing of the measure, should the town see fit to accept our recommenda- tions.
The general condition of your streets are good, but as close an economy as has been exercised during the past year cannot be permanently anticipated in a town which is surrounded by cities, and which is a suburb of Boston. We have delayed repairs upon the East Saugus bridge, because we hoped to take advan- tage of the recent fire to secure the co-operation of the County Commissioners in widening the thoroughfare at that point, and we now expect to be able to present a proposition to the Town in the near future which will result in the completion of that desirable public improvement at a moderate cost.
Your Board has also received some encouragement as to the taking of the Newburyport Turnpike as a State Highway. We desire to commend the work of the Gypsy Moth Department in our Town during the past year, and to report our commendation of the general efficiency of the Police, Fire, Highway and other departments.
While we expressed to your Finance Committee a desire to keep the "Selectmen's Incidentals" down to Six Thousand Dol- lars for the coming year, we have since found that witnesses' and legal fees in pending lawsuits will necessitate the appropri- ation of at least sixty-five hundred dollars for "Incidentals."

Report of Thomas P. Parsons.
The Honorable the Selectmen of the Town of Saugus :
GENTLEMEN,-In accordance with your request, I have made an examination of the accounts of the Town, as shown by the Annual Town Reports, covering the period from January 1, 1888, to the close of the fiscal year December 31, 1907. The purpose of this examination has been, Ist, to see if the taxes assessed each year together with the miscellaneous income re- ceived have been sufficient to pay the running expenses of the Town, not otherwise provided for, and the abatements allowed ; 2nd, as to what amount of the Town's income has been deducted in arriving at the tax assessment and the amount of overlay used ; 3d, to find the amount of the abatements given on each year's taxes. I submit herewith a table showing, Ist, the year ; 2d, the amount of tax assessed and given to the Tax Collector for collec- ion ; 3d, any assessments ; 4th, the amount of the miscellaneous income; 5th, the total; 6th, the payments, not covered by Bonds or other special provisions ; 7th, the abatements given ; 8th, the total; 9th, the excess of Receipts over Expenditures ; and Ioth, the excess of Expenditures over Receipts. I also sub- mit on seperate sheets, Schedule A., showing the details of the Tax Assessments each year, except in 1888 and 1889, for which years they could not be obtained ; Schedule B., the Abatements given ; Schedule C., the details of the Miscellaneous Income, and Schedule D., the payments not covered by Bonds or special funds. As shown by the above table the excess of Expenditures for the twenty years from January 1, 1888, to January 1, 1908, has been $6,091.14. This, however, will be increased by any future abatements that may be given on the taxes remaining unpaid for 1899, 1900, 1902-3-4-5-6-7. If, however, we divide this period into two parts, viz : January 1, 1888, to January I, 1895, and January 1, 1895 to January 1, 1908, it will be found that while in the first period the Receipts exceeded the Expendi- tures by $29,496.65 in the second the Expenditures exceeded the Receipts by $35,587.79, and this will be increased by any future abatements. The good showing in the first period can in part be accounted for by the small amount of the income used in

arriving at the Tax Assessment. In 1888-89-90 apparently no income was used, while the income was $4,700.82, $6,672.31 and $7,767.52, respectively, while in 1891-2-3-4 the amount of income used was only from one-half to one-third of the amount received. The use of the income has gradually increased until in 1901, we find the income to be $13,529.87, amount used $9,000.00; in 1902, income $13,576.97, amount used $13,000 ; in 1903, income $13, 135.77, income used $16,455.56; in 1904, income $14,938.57, income used $12,395.85 ; in 1905, income, less Gypsy Moth receipts, $15,669. 11, income used $13,359.50; in 1906, income, less Gypsy Moth receipts, $16,278.93, income used $13,705.93 ; in 1907, income, less Gypsy Moth, but includ- ing eighteen months water rebate, $20,341.48 (with only twelve months in, as usual, it would be $16,692.60), income used $14,000. In the Tax levy of 1907 is included charges of $2,724.30 for Moth work for private parties; this is not a part of the assessed tax, but does affect the amount of the excess of Receipts $9,081.36 shown in that year ; with this deducted the excess would be reduced to $6,357.06. By reference to the Abatement and Discount Table, Schedule B., you will note a material increase in amounts during the past ten years. While the amount of Abatement given would probably be larger as the amount of the Tax Assessments increase, yet it would appear that the amounts given during the past ten years have been out of proportion. The large amounts in 1903 and 1904 would be partially accounted for by abatements on the Pranker Mill prop- erty and the Lynn Pumping Station, yet, with these out, the amounts would be large and are likely to be still further increased when the taxes for those years are finally settled. It appears to me, and I believe the Abatement table shows, that the non-collection of the taxes is in a great degree responsible for the large amount of Abatements. You will also note that the amount of overlay has never been sufficient to cover the Dis- counts and Abatements given except in 1907, and what they will amount to for that year can only be determined when the taxes for that year are paid. In the Miscellaneous Income, Schedule C., I would call your attention to the amount of the

Water Rebate in 1900; $1,932.20, the amount received seems to be out of proportion with the years preceding and following it. The tax on flooded land from the city of Lynn apparently has not been paid in 1900 and 1905. In 1898 it was paid for 1895-6-7, in 1899 apparantly for 1898-99; the normal amount was paid in 1901, 1902; in 1904 apparently it was paid for 1903, 1904; nothing was paid in 1905; while only the normal amount was paid in 1906. There appears to have been some Water Guarantees paid in 1891-2-3-4-5, but since that date nothing seems to have been collected. As I understand it, the Town voted some time ago instructing the Water Commissioners to require bonds as a guarantee for a certain income. Question : Has this been done, and if so why has nothing been collected? You will note that in 1899 and 1900 I have used the Excise Tax (Street Railway) but not after. The reason is that in those two years it was used as a part of the general Highway appropria- tion, but after that was kept as a seperate fund.

SELECTMEN'S REPORT.
In the settlement of the taxes during the past twenty years Tax Titles have been turned over to the Town by the Collector amounting to $15,760.77, not including costs. Many of these have been redeemed, some have been released on account of poor title and others compromised. Owing to insufficient data at the time of making this report I am unable to state what loss, if any, the Town has suffered by this account. I would recom- mend that this account be made up and that in the future the Treasurer keep a Tax Title Account, in such manner that the balance would at all times agree with the Tax Titles held.
