Auditor's Report.


To the Citizens of the Town of Saugus :


In presenting the annual report for the year 1911 to my fellow citizens for their examination and approval, I trust every citizen of the Town will give it a most careful examination, so that at the coming Town Meeting which promises to be one of the most important ever held, they will be prepared to act upon all the articles coming before them with that degree of intelligence and discretion that the affairs or the Town seem to demand while under the highest tax rate in its history.


The Assessors for some years have assessed an overlay of $3,000 which is supposed to take care of the abatements, but it is not enough the abatements last year amounting to $4,336.94, and I recommend that this amount be increased this year to $4,400.


You will notice that the Finance Committee recommend that the Selectmen's Incidentals be divided this year into five different appropriations which I think would be a step in the wrong direc- tion, as at the close of the year, we should have just so many more unexpended balances or overruns to contend with, whereas, under the present system, if one of these appropriations (if made ) became exhausted, the Selectmen could apply any unexpended balance, if any existed, from any of the other appropriations. It certainly would make no difference in the end and would save both the Selectmen and the Auditor much labor.

AUDITOR'S REPORT.


The same may apply to the Highways' and Bridges' account where it is proposed to divide it into two departments, viz : Highways and Bridges and the removal of snow and sanding. How is any one to know what it is going to cost the present or any year for the removal of snow and sanding? It may cost $500 or it may cost $2,500 in which case we may have a large unexpended balance or a large overrun, and as the removal of snow is certainly a part of keeping the highways in good con- dition, and if the cost of the removal of snow and sanding should be more than the amount recommended, the balance could be met from the Highways or vice versa, and as the amount of street railroad and . Excise Tax this past year was cut down about $1,100, it would seem that every dollar appropriated for this department could be spent upon the highways, if not required for the removal of snow, and would not be too much to keep them in as good condition as they should be.

To W. Charles Sellick, Constable of the Town of Saugus : GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town on Monday, March Sixth, A. D. 1911, at 5.45 o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree Warden, three Fence Viewers, one Finance Committee, for one year; one Assessor, one Sinking Fund Commissioner, one Trustee of Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commis- sioner, three Finance Committee, for three years ; three Finance Committee, for two years. Also your " Yes " or " No " to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?


Also to appear at the Town Hall on Monday evening, March thirteenth A. D., nineteen hundred and eleven, at eight o'clock, to hear and act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear reports of Committees.

ART. 3. To choose all other Town Officers, which Towns are, by law, required to choose in the months of March and April annually.


ART. 4. To revise the Jury List.


ART. 5. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed dur- ing the ensuing year.


ART. 6. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. 7. To see what action the Town will take in the mat- ter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.


ART. S. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow during the cur- rent municipal year beginning March sixth, 1911, in anticipa- tion of the taxes for said municipal year such sums of money as may be necessary to meet the current expenses of the Town, giving the note or notes of the Town therefor.


ART. 9. To see if the Town will vote to borrow a sum of money not to exceed twenty thousand dollars ($20,000) and issue notes or bonds of the Town thereof, the proceeds to be used for constructing a Fire Engine House and acquiring land for a site therefor ; the said site and building to be located at the northwest corner of Adams avenue and Central street, or as near that location as possible, in conformity to the petition of George Quarmby and others.


ART. 10. To see if the Town will appropriate the sum of twenty-five hundred dollars ($2,500) for the purchase of a Hook and Ladder Truck with two thirty gallon chemical tanks and all regular equipments on the same, agreeable to the petition of George Quarmby and others.

ART. II. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the purchase of four horses for the Fire Department, the same to be placed and kept at the Central Fire House except when employed on the Highway or at Fires, agreeable to the petition of George Quarmby and others.


ART. 12. To see if the Town will vote to purchase an Automobile Combination Chemical and Hose with two Ladders, at an expense not exeeeding five thousand five hundred dollars, ($5,500) or to see what action the Town will take in the matter, agreeable to the petition of Walter C. Perkins and others.


ART. 13. To see if the Town will appropriate the sum of one thousand dollars, ($1,000) for re-wiring the Fire Alarm System where needed and any other repairs necessary for the perfecting of the System, agreeable to the petition of George Quarmby and others.


ART. 14. To see if the Town will appropriate the sum of three thousand dollars ($3,000) for the salaries of two perma- nent and twenty-four call Firemen, agreeable to the petition of George Quarmby and others.


ART. 15. To see if the Town will vote to instruct the Mod- erator to appoint a Committee of five to build a Fire House, with full authority to purchase land therefor, to make contracts in the name of the Town, and do all other Acts necessary to build, furnish and complete the same, as called for under Articles 9, 10, 11, 12, 13, 14.


ART. 16. To see if the Town will vote to accept an Act of the Legislature of Massachusetts of the year 1911, entitled " An Act to establish the office of Water Commissioners for the Town of Saugus."


ART. 17. To see if the Town will vote to authorize the Town Treasurer with the approval of the Water Commissioners

of the Town of Saugus to issue bonds of an amount not exceed- ing seven thousand dollars ($7,000) by virtue of and in accord- ance with an Act of the Legislature of Massachusetts of 1911, entitled, " An Act to establish the office of Water Commission- ers for the Town of Saugus," or to see what action the Town will take in the matter. agreeable to the petition of Herbert E. Dodge and others.


ART. IS. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make water loans for the extension of the water system, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.


ART. 19. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make a water loan not to exceed two thousand dollars, ($2,000) for the laying of a six inch water pipe on Clinton avenue and Westford street, or to see what action the Town will take in the matter, agreeable to the petition of Frank J. Grossheim and others.


ART. 20. To see if the Town will authorize and direct the Water Board to lay a six inch water pipe from the junction of Winter street and Clinton avenue, precinct 1, along Clinton avenue to the junction of Westford street and Westland avenue, a total distance of 1.597 feet, more or less, or to see what action the Town will take in the matter, agreeable to the petition of Frank J. Grossheim and others.


ART. 21. To see if the Town will appropriate the sum of fifteen hundred dollars for the purpose of laying a six inch water pipe from Spring street, northerly, on Broadway fifteen hundred feet. The same to be paid for from the unexpended balance of the 1910 water loan, or to see what action the Town will take in the matter, agreeable to the petition of James W. Burnett and others.

ART. 22. To see if the Town will make a water loan, not exceeding $1,800, for the laying of water pipes on Appleton street, from Central to Summer streets, agreeable to the petition of Charles L. Pilling and others, or to see what action the Town will take in the matter.


ART. 23. To see if the Town will vote to lay a water main from the point where the water main now is opposite the resi- dence of William England on Clifton avenue, through Clifton avenue to Western avenue, or to see what action the Town will take in the matter, agreeable to the petition of Peter A. Musick and others.


ART. 24. To see if the Town will appropriate the sum of seventeen hundred and seventy-five dollars ($1,775) for the suppression of the Elm Leaf Beetle, or to see what action the Town will take in the matter, agreeable to the petition of Thomas E. Berrett and others.


ART. 25. To see if the Town will appropriate the sum of $600 for the purpose of exterminating the Elm Tree Beetle, so- called, or to see what action the Town will take in the matter, agreeable to the petition of Horace H. Atherton, Jr., and others.


ART. 26. To see if the Town will make an appropriation of fifteen hundred dollars ($1,500) for the grading of Main street from Mitchell's corner to the Wakefield line, or to see what action the Town will take in the matter, agreeeble to the petition of Frederick S. Mitchell and others.


ART. 27. To see if the Town will appropriate the sum of three hundred dollars ($300) for eight Band Concerts to be given by the Saugus Brass Band, two at Saugus Center, two at Cliftondale, two at East Saugus, and two at North Saugus, or to see what action the town will take in the matter, agreeable to the petition of Edmond M. Porter and others.

ART. 28. To see if the Town will appropriate the sum of one thousand, two hundred and fifty dollars for the installation of a heating and ventilating plant in the Essex street School, the work to be done under the supervision of the School Com- mittee, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett, Jr., and others.


ART. 29. To see if the Town will vote to rescind the vote of Article 37 of the Annual Town Meeting of March 14, 1910, whereby the Town voted to appropriate the sum of twelve hundred dollars for grading a part of Central and Main streets, under the provision known as the " Small Town Act " on con- dition that the State pays a like amount to the Town during the year 1910 for said grading, or to see what action the Town will take in the matter.


AART. 30. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the grading of a part of Central and Main streets, under the provision known as the " Small Town Act" on condition that the State pays a like amount to the Town, agreeable to the petition of Charles N. Wormstead and others.


ART. 31. To see if the Town will vote to reimburse Rich- ard Johnston the sum of sixty five dollars ($65) for laying water pipe on Grove street, from Maple street, a distance of one hundred and sixty feet, or to see what action the Town will take in the matter, agreeable to the petition of Richard Johns- ton and others.


ART. 32. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.


ART. 33. To see what compensation the Town will give the Collector for collecting the taxes of 1911, or to see what action the Town will take in the matter.

ART. 34. To see if the Town will make an appropriation from which to pay commissions for all taxes collected during the year 191I.


ART. 35. To see if the Town will make an appropriation for oiling streets in accordance with Chapter 186, Section I, of the Acts of 1895 as accepted by the Town, agreeable to the petition of John H. Parker and others.


ART. 36. To see if the Town will appropriate the sum of twenty-five hundred dollars ($2,500) for the care of Riverside Cemetery, the same to be expended under the direction of the Cemetery Commissioners, or to see what action the Town will take in the matter.


ART. 37. To see if the Town will appropriate the sum of four hundred dollars ($400) for steel fixtures, to be installed in the vault of the Board of Assessors according to Statutes, same to be expended under the direction of the Board of Assessors, or to see what action the Town will take in the matter, agreea- ble to the petition of Ernest L. Noera and others.


ART. 38. To see if the Town will appropriate the sum of four hundred ($400) for the purpose of preparing and printing a valuation book for the year 1911, same to be expended under the direction of the Board of Assessors, or to see what action the Town will take in the matter, agreeable to the petition of Ernest L. Noera and others.


ART. 39. To see if the Town will appropriate the sum not to exceed $600 as a fixed salary for the Building Inspector for his performances of duties during the year 1911, or to see what action the Town will take in the matter, agreeable to the peti- tion of E. L. Noera and others.


ART. 40. To see is the Town will vote to employ none but citizens of the United States, or to see what action the Town will take in the matter.

ART. 41. To see if the Town will appropriate the sum of $175 for the purpose of installing a fire alarm box on Central street, at the corner of Birchwood avenue, or to see what action the Town will take in the matter, agreeable to the petition of Napoleon E. Hebert and others.


ART. 42. To see if the Town will appropriate the sum of fifty dollars ($50) for the purpose of certification of Town notes for the year 1911 or to see what action the Town will take in the matter, agreeable to the petition of Joseph S. Meacom and others.

To see if the Town will appropriate the sum of one hundred and seventy-five ($175) for the building of a side- walk for a distance of 200 feet along the westerly side of Lin- coln avenue, where George E. Haskell and others are abutters, or to see what action the town will take in the matter, agreea- ble to the petition of Charles Florence and others.


ART. 47. To see if the Town will appropriate the sum of two hundred and seventy-five dollars ($275) for the observance of Memorial Day, the same to be expended under the supervis- ion of Post 95, G. A. R., or to see what action the Town will take in the matter.
