ART. 56. To see if the Town will appropriate the sum of one thousand dollars ($1,000) for repairs to the interior of the schoolhouses, or to see what action the Town will take in the matter.
Voted, That the sum of $1,000 be and is hereby appropriated for repairs interior of schoolhouses, same to be expended under direction School Committee.
ART. 57. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.
Voted, That the sum of $500 together with the dog tax and receipts of Library, be and is hereby appropriated for the Public Library, same to be expended under the direction of the Library Trustees.
ART. 59. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz. : One in Fairmount place, one on Bristow street about one hundred yards from Lincoln avenue, two on Bristow street between the Salem Turnpike and Beech- wood avenue, or to see what action the Town will take in the matter.

ART. 60. To see if the Town will accept Mountain avenue 50 feet wide and beginning at the southeasterly corner of Moun- tain avenue and Castle street and extending in northwesterly direction 448.05 feet as per plan on file with Town Clerk, or see what action the Town will take in the matter.
Voted, To accept only 320 feet, as called for under Article 60.
ART. 61. To see if the Town will accept Danforth avenue 40 feet wide and beginning at the southeasterly corner of Dan- forth and Mountain avenues and extending in a soutwesterly direction 253 feet as per plan on file with Town Clerk, or to see what action the Town will take in the matter.

ART. 62. To see if the Town will appoint a Committee of seven, one from each of the so-called sections of the Town, viz : Saugus Centre, Pleasant Hills, Cliftondale, East Saugus, Lynn- hurst, North Saugus and Oaklandvale, to examine into the ques- tion of the advisability of extending Woodbury avenue to the Lynn line and the laying of a twelve-inch water main on such extension or to see what action the Town will take in the matter.
Voted, That the Moderator appoint a committee as called for under Article 62, and the following persons were appoinited, Herbert O. Pratt, Alfred W. Beede, Ernest L. Noera, Walter L. C. Niles, C. N. Wormstead, Ernest W. Homan and James M. Maxwell.
ART. 63. To see if the Town will appoint a Committee of five to examine into the present methods of holding our Town Caucus and recommend such changes if any they deem advisable to better our present methods, or see what action the Town will take in the matter.
Voted, That the Moderator appoint a committee as called for under Article 63, and the following persons were appointed, Herbert M. Forristall, William H. Small, Ulric B. Jenkins, Peter J. Flaherty, and Frank E. Parker.

To see if the Town will appropriate the sum of eight hundred seventy-three dollars and thirty-five cents ($873.35) to cover overdrafts of the following departments, viz : Fire Department, $70.50; Board of Health, $544.85 ; Water Maintenance, $48; Concrete Sidewalks, $210, or to see what action the Town will take in the matter.
Voted, That the following sums be appropriated to cover the amounts called for under Article 65. Overdrafts on Board of Health $421.56; overruns on Board of Health $123.29 ; over- runs of Fire Department $70.50: Water Maintenance $48 : Concrete Sidewalks $210.

ART. 64. To see if the Town will instruct the Board of Selectmen to execute a five year contract with the City of Lynn for a water supply, or to see what action the Town will take in the matter.
Voted, That the Board of Selectmen be directed to notify the City of Lynn that the inhabitants of Saugus desire to be supplied with water by said City of Lynn according to the acts of 1883. That the proper authorities acting with the advice of the Water Board are directed to execute a contract with said City of Lynn, if they deem advisable, such contract to be subject to ratification by the Town.
Voted, at 10. 10 o'clock to dissolve the meeting.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town affairs to meet at the Town Hall, on Thursday evening, September seventh, A. D. 1911, at eight o'clock, to hear and act on the following articles, viz. :
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To hear reports of Committees.
ART. 3. To see if the Town will authorize the Treasurer with the approval of the Water Commissioners to make a water loan of seven thousand dollars ($7,000) for the purpose of extending and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of the year 1911, and to define the terms and the time of payment of said loan, agreeable to the petition of Her- bert E. Dodge and others.
ART. 4. ART. 12. To see if the Town will vote to instruct the Select- men to place four incandescent lights on Main street, between the residence of Isaiah Longfellow and the Wakefield line, agree- able to the petition of John H. Mitchell and others.

ART. 14. To see if the Town will accept the provisions of Section 37 of Chapter 19 of the Revised Laws of Massachusetts, or to see what action the Town will take in the matter.
ART. 15. To see if the Town will accept the provisions of Sections 178, 179, 180 of Chapter 102 of the Revised Laws of Massachusetts, or to see what action the Town will take in the matter.
ART. 16. To see if the Town will choose a committee of five to be appointed by the Moderator, to ascertain the best method to adopt to prevent the breeding of mosquitoes on the Saugus marshes, or to see what action the Town will take in the matter.
ART. 17. To see if the Town will vote to appropriate the sum of three hundred dollars ($300) to install suitable new toilet facilities in the Chestnut-street school, so-called, at East Saugus as directed by the Plumbing Inspector, the same to be spent under the direction of the School Committee, or to see what action the Town will take in the matter, agreeable to the petition of Harry T. Turner and others.
ART. 18. To see if the Town will appropriate the sum of fifteen hundred dollars for the purpose of laying a six-inch water pipe from Central street westerly on Appleton street, a distance of about fifteen hundred feet, the same to be paid for from the unexpended balance of the 1910 Water Loan, or to see what action the Town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.
And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as pro- vided by the By-Laws at least four days before.

Said bonds to be Serial coupon bonds, number I to 7 inclusive, of the denomina- tion of One Thousand Dollars each, dated September 15, 1911, bearing interest at the rate of not exceeding 4 per cent and bear on their face the words, Town of Saugus Water Loan Act of 1911, the coupons attached to said bonds to bear the fac- simile signature of the Treasurer. Two bonds numbered I and 2 shall be payable November 1, 1912. Two bonds numbered 3 and 4 shall be payable November 1, 1913. Those numbered 5 and 6 payable November 1, 1914, and bond number 7 payable November 1, 1915. Yeas 147, Nays 19.
ART. 4. Wesley Paul, the Building Committee, under whose jurisdiction the new eight-room brick schoolhouse has recently been completed at East Saugus, for the faithful and efficient service of its members, and that the Town Clerk be and he is hereby directed to officially inform said committee through its chairman, of the action taken by the Town.

ART. 13. To act on report of Caucus Committee.
Voted, To accept and adopt the following : The Caucus hereto- fore known as the Town Caucus shall be called Citizens' Caucus. Caucus shall be held on the second Monday in February in the Town Hall. The polls shall be open at 5 P. M. and shall close at nine P. M.
The Caucus shall be held under the direction of the Caucus Committee and Town Clerk who shall also act as Clerk of said Committee.
Said Caucus Committee shall be appointed annually by the Board of Selectmen at their first meeting in October. Committee to consist of seven members, two from each precinct and the Town Clerk.

No citizen shall serve at any caucus wherein his name appears upon the ballot.
