ART. 64. To see if the Town will instruct the Board of Selectmen to execute a five year contract with the City of Lynn for a water supply, or to see what action the Town will take in the matter.


ART. 65. To see if the Town will appropriate the sum of eight hundred seventy-three dollars and thirty-five cents ($873.35) to cover overdrafts of the following departments, viz : Fire Department, $70.50; Board of Health, $544.85 ; Water Maintenance, $48; Concrete Sidewalks, $210, or to see what action the Town will take in the matter.


The Polls will open at 5.45 o'clock A. M. and may close at 4.30 P. M. and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 13, 1911, at 8 o'clock.


The meeting was called to order by the Town Clerk, Henry A. Parker, who read the Warrant and the Constable's return, omitting the reading of the articles as a motion by Herbert M. Forristall which was carried that the reading of the articles be dispensed with.

ANNUAL TOWN MEETING.


ART. I. To choose a Moderator to preside at said meeting.


Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear reports of committees.


Voted, To accept the reports of committees appointed at the meeting of March 28, 1910 to examine the requirements of the Fire Department, also the Committee appointed March 28, 1910 to ascertain the best methods to adopt for a future water supply. and the Finance Committee report for the ensuing year.


Voted, To adjourn at 10. 15 o'clock to Tuesday, March 14, 1911, at 8 o'clock.


ART. 3. To choose all other town officers which towns are, by law, required to choose in the months of March and April annually.


Chose, Carl F. Koch, Pound Keeper: Thomas E. Berrett, Frederic Stocker, Field Drivers; Herbert O. Pratt, Frank H. Coburn. Frederic Stocker, Measures of Wood and Bark.


ART. 4. To revise the Jury List.


Voted, To refer to the Board of Registrars.


ART. 5. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed during the ensuing year.


Voted, That all taxes are due and payable on October 1, 1911 , and interest at the rate of six per cent per annum be charged on all taxes remaining unpaid after November 1, 1911.


ART. 6. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the en- suing year.


Voted, That the sum of forty-four thousand dollars ($44,000) be and is hereby appropriated for schools.

Voted, That the sum of six thousand, six hundred dollars, ($6,600) be and is hereby appropriated for Selectmen's Inci- dentals.


Voted, That the sum of three thousand two hundred dollars ($3,200) be and is hereby appropriated for Overseers of the Poor Department.


Voted, That the sum of five thousand dollars ($5,000) be and hereby is appropriated for Water Loan Principal.


Voted, That the sum of one thousand dollars ($1,000) be and is appropriated for North Saugus Water Loan Principal.


Voted that the sum of three thousand dollars ($3,000) be and is hereby appropriated for Roby School House Loan Principal.


Voted, That the sum of two thousand dollars ($2,000) be and is hereby appropriated for 1905 School House Loan Principal.


Voted, That the sum of two thousand dollars $2,000) be and is hereby appropriated for East Saugus School House Loan Principal.


Voted, To lay the interest appropriation on the table.


Voted, That the sum of five thousand dollars ($5,000) together with the amount received from the Street Railway and Excise Tax (about $6,500) be and is hereby appropriated for High- ways and Bridges.


Voted, That the sum of three thousand five hundred dollars ($3,500) be and is hereby appropriated for State and Military Aid.


Voted, To reconsider the vote of $3,200 for the Overseers of the Poor.

Voted. That the sum of four thousand seventeen dollars and eighty-three cents ($4,017.83) be and is hereby appropriated for the Overseers of the Poor.


Voted, That the sum of fifteen hundred dollars ($1,500.) be and is hereby appropriated for Assessors Department.


Voted, That the sum of fify-six hundred dollars ($5,600.) be and is hereby appropriated for Police Department.


Voted, That the sum of twelve hundred and seventy-five dollars ($1,275.) be and is appropriated for Insurance.


Voted, That the sum of nineteen hundred dollars ($1,900. ) be and is hereby appropriated for Board of Health.


Voted, That the sum of nine hundred and fifty dollars ($950.) be and is hereby appropriated for Soldiers' Relief.


Voted, That the sum of two thousand dollars ($2,000. ) be and is hereby appropriated for Fire Department.


Voted. To reconsider the vote of $2,000. for 1905 School House Loan, and the vote of $2,000. for E. Saugus School House Loan Principal.


Voted, That the sum $3,000, for the 1905 School House Loan Principal and the sum of $1,000 for East Saugus School House Principal be and is hereby appropriated.


ART. 7. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.


Voted, To lay on the table.


The Moderator appointed and swore in the following citizens as tellers, viz : Herbert M. Forristall, Walter L. C. Niles, Ernest W. Homan, James L. Biffin.

ART. 9. To see if the Town will vote to borrow a sum of money not to exceed twenty thousand dollars ($20,000) and issue notes or bonds of the Town thereof, the proceeds to be used for constructing a Fire Engine House and acquiring land for a site therefor : the said site and building to be located at the northwest corner of Adams avenue and Central street, or as near that location as possible, in conformity to the petition of George Quarmby and others.


Voted, To indefinitely postpone.


ART. 10. To see if the Town will appropriate the sum of twenty-five hundred dollars ($2,500) for the purchase of a Hook and Ladder Truck with two thirty gallon chemical tanks and all regular equipments on the same, agreeable to the petition of George Quarmby and others.


Voted, To indefinitely postpone.


ART. II. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the purchase of four horses for the Fire Department, the same to be placed and kept at the Central Fire House except when employed on the Highway or at Fires, agreeable to the petition of George Quarmby and others.


Voted, To indefinitely postpone.


ART. 13. To see if the Town will appropriate the sum of one thousand dollars, ($1,000) for re-wiring the Fire Alarm System where needed and any other repairs necessary for the perfecting of the System, agreeable to the petition of George Quarmby and others.


Voted, That the sum of one thousand dollars ($1,000) be and is hereby appropriated for repairs on Fire Alarm System, to include the installation of a storage battery system with a three circuit controlling switch board.

To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make a water loan not to exceed two thousand dollars, ($2,000) for the laying of a six inch water pipe on Clinton avenue and Westford street, or to see what action the Town will take in the matter, agreeable to the petition of Frank J. Grossheim and others.


Voted, That Article 19 be referred to the Water Board.

Voted, To take up Article 17.


ART. 17. To see if the Town will vote to authorize the Town Treasurer with the approval of the Water Commissioners of the Town of Saugus to issue bonds of an amount not exceed- ing seven thousand dollars ($7,000) by virtue of and in accord- ance with an Act of the Legislature of Massachusetts of 1911, entitled, " An Act to establish the office of Water Commission- ers for the Town of Saugus," or to see what action the Town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.


Voted, That two-thirds of the legal voters present and voting, having voted therefor, that for the purpose of procuring a loan to and for the use of the Town of Saugus, to pay for the renewal and extension of the Water System, the Treasurer of the Town is hereby authorized and directed to borrow from time to time, with the approval of the Water Commissioners, a sum or sums, in the aggregate not exceeding seven thousand dollars ($7,000), and to execute and deliver a bond or bonds of the Town therefor. Yeas, 135; Nays, o.


Voted, To take up Article 21.


ART. 21. To see if the Town will appropriate the sum of fifteen hundred dollars for the purpose of laying a six inch water pipe from Spring street, northerly, on Broadway fifteen hundred feet. The same to be paid for from the unexpended balance of the 1910 water loan, or to see what action the Town will take in the matter, agreeable to the petition of James W. Burnett and others.


Voted, That the sum of one thousand five hundred dollars ($1,500) be and is hereby appropriated for the purpose of lay- ing water pipes on Broadway, North Saugus, this amount to be taken from the unexpended balance of the 1910 North Saugus Water Loan.


Voted, To take up Article 22.

ART. 22. To see if the Town will make a water loan, not exceeding $1,800, for the laying of water pipes on Appleton street, from Central to Summer streets, agreeable to the petition of Charles L. Pilling and others, or to see what action the Town will take in the matter.

ART. 23. To see if the Town will vote to lay a water main from the point where the water main now is opposite the resi- dence of William England on Clifton avenue, through Clifton avenue to Western avenue, or to see what action the Town will take in the matter, agreeable to the petition of Peter A. ART. 58. To see if the Town will make an appropriation of five hundred dollars ($500) for the extension of 1, 100 feet of four-inch water pipe from the present pipe on Beachview avenue through Beachview park, or to see what action the Town will take in the matter, agreeable to the petition of Jean Blanc and others.

Voted, To adjourn at 10. 15 to Wednesday evening, March 15, 19II.

ART. 18. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make water loans for the extension of the water system, or to see what action the Town will take in the matter, agreeable to the petition of George Quarmby and others.

Voted, To take up Article 20.


ART. 20. To see if the Town will authorize and direct the Water Board to lay a six inch water pipe from the junction of Winter street and Clinton avenue, precinct I, along Clinton avenue to the junction of Westford street and Westland avenue, a total distance of 1,597 feet, more or less, or to see what action the Town will take in the matter, agreeable to the petition of Frank J. Grossheim and others.


Voted, To refer to the Water Board.


Voted, To take up Article 15.


ART. 15. To see if the Town will vote to instruct the Mod- erator to appoint a Committee of five to build a Fire House, with full authority to purchase land therefor, to make contracts in the name of the Town, and do all other Acts necessary to build, furnish and complete the same, as called for under Articles 9, 10, 11, 12, 13, 14.


Voted, To indefinitely postpone.


ART. 24. To see if the Town will appropriate the sum of seventeen hundred and seventy-five dollars ($1,775) for the suppression of the Elm Leaf Beetle, or to see what action the Town will take in the matter, agreeable to the petition of Thomas E. Berrett and others.


Voted, to indefinitely postpone.


ART. 25. To see if the Town will appropriate the sum of $600 for the purpose of exterminating the Elm Tree Beetle, so- called, or to see what action the Town will take in the matter, agreeable to the petition of Horace H. Atherton, Jr., and others.


Voted, That the sum of $600 be and is hereby appropriated for the extermination of the Elm Tree Beetle.


Voted, To take up Article 28.

ART. 28. To see if the Town will appropriate the sum of one thousand, two hundred and fifty dollars for the installation of a heating and ventilating plant in the Essex street School, the work to be done under the supervision of the School Com- mittee, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett, Jr., and others.


Voted, That the sum of $1,250 be and hereby is appropriated for heating and ventilating the Essex Street School, same to be spent under the direction of the School Committee.


ART. 26. To see if the Town will make an appropriation of fifteen hundred dollars ($1,500) for the grading of Main street from Mitchell's corner to the Wakefield line, or to see what action the Town will take in the matter, agreeeble to the petition of Frederick S. Mitchell and others.


Voted, to refer to the Highway Department.


ART. 27. To see if the Town will appropriate the sum of three hundred dollars ($300) for eight Band Concerts to be given by the Saugus Brass Band, two at Saugus Center, two at Cliftondale, two at East Saugus, and two at North Saugus, or to see what action the town will take in the matter, agreeable to the petition of Edmond M. Porter and others.


Voted, That the sum of $300 be and is hereby appropriated for Band Concerts.


Motion made by Charles N. Wormstead that it be the sense of the voters here present that a vote of thanks be given to the three retiring members of the Finance Committee, viz. : Edgar B. Oliver, Fred C. Cheever and Charles E. Putnam, for their valuable services rendered for the six years for which they have served, was unanimously carried.


ART. 29. To see if the Town will vote to rescind the vote of Article 37 of the Annual Town Meeting of March 14, 1910, whereby the Town voted to appropriate the sum of twelve hundred dollars for grading a part of Central and Main streets.

To see if the Town will vote to reimburse Rich- ard Johnston the sum of sixty five dollars ($65) for laying water pipe on Grove street, from Maple street, a distance of one hundred and sixty feet, or to see what action the Town will take in the matter, agreeable to the petition of Richard Johns- ton and others. 4

ART. 32. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.

Voted, That the compensation for the Collector of Taxes for the year 1911 be three-fourths of one per cent on all 1911 taxes collected on or before May 1. 1912, one-half of one per cent on 19II taxes collected after May 1, 1912.


ART. 34. To see if the Town will make an appropriation from which to pay commissions for all taxes collected during the year 1911.


Voted, That the sum of $1,000 be and is hereby appropriated for the payment of commissions for all taxes collected during the year 1911.


ART. 35. To see if the Town will make an appropriation for oiling streets in accordance with Chapter 186, Section I, of the Acts of 1895 as accepted by the Town, agreeable to the petition of John H. Parker and others.


Voted, That the sum of $1,000 be and is hereby appropriated for Oiling Streets.


ART. 36. To see if the Town will appropriate the sum of twenty-five hundred dollars ($2,500) for the care of Riverside Cemetery, the same to be expended under the direction of the Cemetery Commissioners, or to see what action the Town will take in the matter.


Voted, That the sum of $2.500 be and is hereby appropriated for Riverside Cemetery, same to be expended under direction of Cemetery Commissioners.

SAUGUS, March 15, 1911.


Adjourned Town Meeting.


Meeting called to order by the Moderator at 8 o'clock P. M. Records of last meeting read by Town Clerk and approved. Voted, To take from the table the Interest appropriation.


Voted, That the sum of $14,529.47 be appropriated for interest on Town notes.


ART. 37. To see if the Town will appropriate the sum of four hundred dollars ($400) for steel fixtures, to be installed in the vault of the Board of Assessors, or to see what action the Town will take in the matter, agreeable to the petition of Ernest L. Noera and others.
