To the Citizens of the Town of Saugus :


In presenting the annual report for the year ending Decem- ber 31, 1912, I wish to state that owing to the comparatively short space of time I have had to compile figures, data, etc., the report is not perhaps as complete as it might be, had my time not been limited.


I trust however that the report meets with the approval of the citizens and wish also at this time to thank the various depart- ments for the courtesy shown in handing in the reports promptly as it has enabled me to complete my work within the required time.

ANNUAL TOWN MEETING.


March 4, 1912.

To W. Charles Sellick, Constable of the Town of Saugus : GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town on Monday, March Fourth, A. D. 1912, at 5.45 o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree Warden, three Fence Viewers, for one year; one Assessor, one Sinking Fund Commissioner, two Trustees of Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commissioner, three Finance Com- mittee, for three years ;


Also your " Yes " or No " to the following question : Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?


Also your " Yes " or " No" to the following question : Shall an act passed by the general court in the year nineteen hundred and eight, entitled " An Act to authorize cities and towns to establish pension funds for teachers in the public schools " be accepted ?


Also to appear at the Town Hall on Monday evening, March eleventh A. D., nineteen hundred and twelve, at eight o'clock, to hear and act on the following articles, viz. :

ANNUAL TOWN MEETING.


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear reports of Committees.


ART. 3. To choose all other Town officers, which Towns are, by law, required to choose in the months of March and April annually.


ART. 4. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed during the ensuing year.


ART. 5. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. 6. To see what action the Town will take in the mat- ter of fixing the compensation of any or all Town Officers, and make appropriation for the same.


ART. 7. To see if the Town will authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the taxes of the present municipal year, and issue the note or notes of the Town therefor, said notes to be paid from the taxes of the present municipal year.


ART. 8. To see if the Town will appropriate the sum of four thousand dollars ($4,000) for the eradication of the mos- quito in Saugus, same to be expended under the direction of the Board of Health, or to see what action the Town will take in the matter, agreeable to the petition of J. Arthur Raddin and others.


ART. 9. To see if the Town will appropriate the sum of $75 for the purpose of erecting bulletin boards at the following places : Oaklandvale and North Saugus Schoolhouses, Lynn- hurst, East Saugus Hose House, Cliftondale Square, Saugus Center near Railroad Station ; such bulletin boards to be for the

use of all Religious, Political and Social Organizations, as well as for Town notices, or to see what action the Town will take in the matter, agreeable to the petition of Robert F. Colson and others.


ART. 10. To see if the Town will vote to establish a mini- mum wage of six hundred dollars ($600) per annum, for School Teachers of Saugus, or to see what action the Town will take in the matter.


ART. II. To see if the Town will vote to purchase two Horses, at a cost not exceeding $500 for the pair; One Ash Wagon, not to exceed $200 ; One Swill Wagon, not to exceed $150 (these wagons to be built in Saugus if possible) ; Two sets of Harnesses, not to exceed $50 for the two sets. The Horses to be kept at the Town Farm, the men to drive these wagons to be furnished by the Highway Department, and the Horses to be used by the Highway Department when not in use collecting ashes and garbage, or to see what action the Town will take in the matter, agreeable to the petition of Walter C. Perkins and others.


ART. 12. To see if the Town will vote to transfer the money left after paying for the Auto Chemical to the Board of Health and to be used to buy outfit called for in previous article, that is, one ash wagon, one swill wagon, two horses, two harnesses, or to see what action the Town will take in the matter.


ART. 13. To see if the Town will vote to place lights in the district of Kenwood as follows: one on Kenwood avenue, in front of Mr. Anderson's ; one on Waban street, between Mr. E. P. Langton and John Manesiotis ; four on Laconia avenue : one on the corner of Westford and Pelham streets, agreeable to the petition of Ernest P. Langton and others.


ART. 14. To see if the Town will vote to instruct the Select- men to install incandescent lights on Lewis lane and Saugus avenue running from Lincoln avenue southerly.

ART. 15. To see if the Town will authorize the Treasurer, with the approval of the Water Commissioners, to make a Water Loan of five thousand dollars ($5,000) for the purpose of extending and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of the year 1911, and to define the terms and the time of payment of said loan, agreeable to the petition of Her- bert E. Dodge and others.


ART. 16. To see if the Town will appropriate the sum of $700 for the purpose of laying a four inch water pipe on Beach- view avenue, Belair street, and Hewlett street, a distance of about 1,100 feet. The same to be paid from the unexpended balance of the 1910 North Saugus Water Loan, or to see what action the Town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.


ART. 17. To see if the Town will appropriate the sum of $870.35 for the purpose of laying a four inch water pipe on Walden avenue, a distance of about 900 feet, the same to be paid from the unexpended balance of the 1910 North Saugus Water Loan, or to see what action the town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.


ART. IS. To see if the Town will vote to accept amendment to the Water Act of 1911, as passed by the Legislature of 1912.


ART. 19. To see if the Town will appropriate the sum of $275 for the observance of Memorial Day, the same to be expended under the direction of Post 95, G. A. R.


ART. 20. To see if the Town will appropriate the sum of two hundred and fifty dollars ($250) for steel fixtures, to be installed in the Town Clerk's Vault, according to Statutes, same to be expended under the direction of the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Henry A. Parker and others.

ART. 21. To see if the Town will appropriate the sum of $2,500 for the care of Riverside Cemetery, same to be expended under the direction of the Cemetery Commissioners, or to see what action the Town will take in the matter.


ART. 22. To see if the Town will make an appropriation for the betterments of Riverside Cemetery, or to see what action the Town will take in the matter, agreeable to the petition of Arthur C. Clark and others.


ART. 23. To see what action the Town will take in relation to Street Lighting and make an appropriation therefor.


ART. 24. To see what compensation the Town will give the Collector for collecting the taxes of 1912.


ART. 25. To see if the Town will make an appropriation from which to pay commission for all taxes collected during the year 1912.


ART. 26. To see if the Town will make an appropriation of $1,200 for oiling streets in accordance with Chapter 186, Sec- tion I, of the Acts of 1895 as accepted by the Town, agreeable to the petition of John H. Parker and others.


ART. 27. To see if the Town will appropriate the sum of $50 for the purpose of certification of Town notes for the year 1912, agreeable to the petition of Joseph S. Meacom and others.


ART. 28. To see if the Town will make an appropriation for concrete sidewalks.


ART. 29. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


ART. 30. To see if the Town will appropriate the sum of $200 for Tree Warden.

ART. 32. To see if the Town will make an appropriation for Hydrant service.


ART. 33. To see if the Town will make an appropriation not exceeding $2,356.02 for the extermination of the Brown Tail and Gypsy Moth.


ART. 34. To see if the Town will appropriate the sum of $7.20 on account of the Sinking Fund for payment of the notes borrowed for the Cliftondale School Loan " New."


ART. 35. To see if the Town will appropriate the sum of $1,000 for repairs to the interior of the Schoolhouses, or to see what action the Town will take in the matter.


ART. 36. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library.


ART. 37. To see if the Town will make an appropriation for two incandescent lights, one to be located on Birchwood avenue, half way between Central street and Walnut street, and one on Central street, opposite Mr. Vray's estate on the bend of the road, agreeable to the petition of William C. Jaquith and others.


ART. 3S. To see if the Town will appropriate the sum of twelve hundred and twenty-seven dollars and sixty-six cents ($1,227.66) to cover the amount due January 1, 1912 on account of the following departments, viz. : Selectmen's Incidentals, $524.79 ; Insurance, $252; Public Buildings and Grounds, $69.93 ; Lock-up, $68.60; Public Library, $86.22 ; Highways and Bridges, $87.43: Collecting Taxes, $63.19; Board of Health, $52.50 : Cemetery, $23 : or to see what action the Town will take in the matter.

ART. 39. To see if the Town will appropriate a sum not exceeding two hundred and fifty dollars ($250) for a pension fund for the retirement of teachers in the public schools, or to see what action the Town will take in the matter, agreeable to the petition of Frank P. Bennett, Jr., and others.


ART. 40. To see if the Town will appropriate the sum of $375 for spraying the Elm Leaf Beetle, or to see what action the Town will take in the matter, agreeable to the petition of Thomas E. Berrett and others.


ART. 41. To see if the Town will place an incandescent light on Fairmount Place, agreeable to the petition of Morrin A. Hazel and others.


ART. 42. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200) for the grading of a part of Central and Main streets, under the provision known as " Small Town Act " on condition that the State pays like amount to the Town, agreeable to the petition of Charles N. Wormstead and others.


ART. 43. To see if the Town will vote to rescind the vote of Article 30 of the Annual Town Meeting of March 14, 1911, whereby the Town voted to appropriate the sum of $1,200 for the grading of a part of Central and Main streets, on condition that the State pays a like amount to the Town, or to see what action the Town will take in the matter.


ART. 44. To see if the Town will vote to accept Chapter 468 of the Acts of the Legislature of Massachusetts of 1911.


ART. 45. To see if the Town will vote to accept that part of Mountain avenue extending from the corner of Danforth avenue, northerly 105 feet.


ART. 46. To see if the Town will vote to open the Clifton- dale School at Cliftondale, the Emerson School at East Saugus,

the North Saugus and the High School for use as social and civic centers, for the School Committee to appoint a committee of four to have charge of promotion and direction of social center development and that the expense of heating and lighting the buildings be met from the school appropriation, or to see what action the Town will take in the matter.


The Polls will open at 5.45 o'clock A. M., and may close at 4.30 P. M. and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
