Report of Trustees of Public Library.


The Trustees of the Saugus Free Public Library present the Annual Report of their Librarian and suggestions for improved service.


A year ago, the extreme high tax rate of 1911 made it unwise to ask for an appropriation sufficient to keep the Library in an efficient condition and the establishment of a new heating-system, the cost of its care and other unlooked for necessary expenses during the past year used up a large part of the decreased funds available for 1912.


The Trustees present the following urgent present needs of the Library.


First -Still more cases for books which before the Library was moved to its present location were stored in piles on the floor and on top of book-cases in the Town Hall.


Second -A very large increase in the number of books bought and especially of the better class of books. Saugus is a reading town and it is fair to suppose that the best class of books will be read if they are brought to the attention of the citizens and made available.


Third -A new catalogue, the old one has become useless, and bulletins of new books as fast as they are purchased, posted in the Library and other public places.


Fourth-New methods of bringing the Library into close contact with homes and villages at a distance from the Library. Your Trustees have considered this for more than two years, but the little expense necessary has thus far made it impracti- cable. It is hoped that the 1913 appropriation will allow the establishment in East Saugus and Cliftondale, and later in other parts of the Town, of places where books may be returned after they have been read and new ones given out.

PUBLIC LIBRARY REPORT.


Fifth- The service of the Librarian for six days of the week. The increase of the Town's population cataloguing, repairing, devising schemes for better service, and the giving out and recording books claims the full time of one Librarian, and addi- tional help for hours when one person cannot handle the work.


Sixth - The Library room should be made more attractive. Its paint should be clean, its furniture good, and the Town, or private individuals, provide attractions for its walls in the way of statuary, pictures, etc.


Seventh -The Library, already partially heated, should be kept fully heated every afternoon.


The Trustees believe that the Town appreciates its Library, but that its appreciation can be made three-fold by a compara- tively small addition of expense and asks for a liberal Library appropriation for 1913.

Report of Cemetery Commissioners.


The Board of Cemetery Commissioners respectfully submit the report of the Superintendent of Cemetery showing in detail the receipts and expenditures of the Cemetery Department for the year ending December 31, 1912.


The expense of this Department necessarily increases some- what as each year the interments add permanently to the number of graves that are in the care of our Superintendent. The Commissioners are of the opinion that the same amount as appropriated last year, twenty-five hundred dollars ($2,500) will be sufficient to maintain the cemetery during the current year.

To the Citizens of the Town of Saugus :


I herewith submit to you my annual report for the year ending December 31, 1912. I have removed eighteen dead trees which were killed by insect pests and disease. I have removed a large number of dangerous limbs in different sections of the Town. I should recommend the sum of two hundred dollars for the care of Town trees this coming year.


I also submit to you the number of trees I have sprayed for the Elm Leaf Beetle which numbered seven hundred and twenty at a total cost of three hundred and fifty-nine dollars and one cent. I would recommend the sum of three hundred and seventy- five dollars for spraying the Elm Leaf Beetle the present year.

REPORT OF Superintendent of Streets.


To the Board of Selectmen :


GENTLEMEN,-In submitting my annual report for the year ending December 31, 1912, I wish to state that although we have done a large amount of work, the streets are not in as good condition as I would like to have them, owing to the heavy frosts last winter and heavy auto travel, left the streets in a very bad shape in the spring, making it necessary to do a great deal of repairing all over the town, so it was impossible for me to grade some of the streets I intended. I would recommend the town purchase a portable stone crusher, by so doing we could get better material for our streets, there are plenty of stone we could obtain at small cost.


The are a number of streets it is almost useless to put gravel on them, as the auto travel is so heavy that they cut them up in a short time.
