Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 11, 1912, at 8 o'clock.
The meeting was called to order by the Town Clerk, Henry A. Parker, who read the Warrant, omitting the reading of the articles as upon motion by Herbert M. Forristall which was carried that the reading of the articles be dispensed with.
ARTICLE I. To choose a Moderator to preside at said meeting.
Chose Thomas P. Parsons, who, after being duly qualified by the Town Clerk, took charge of the meeting.
ART. 2. To hear reports of Committees.
Voted, To accept the report of the Finance Committee.
Voted, To accept the report of the School Committee in regard to the naming of Schoolhouses, and to lay the same on the table.
Voted, To lay the report of the Mosquito Committee on the table.
ART. 3. To choose all other town officers which towns are, by law required to choose in the months of March and April annually.

ART. 4. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed during the ensuing year.
Voted, That all taxes are due and payable on October 1, 1912, and interest at the rate of six per cent per annum be charged on all taxes remaining unpaid after November 1, 1912.
The Moderator appointed and swore in the following citizens as tellers, viz : Herbert M. Forristall, Charles E. Putnam, Ernest H. Edmands, H. Dwight Bisbee.

ART. IO. To see if the Town will vote to establish a mini- mum wage of $600 per annum, for school teachers of Saugus, or to see what action the Town will take in the matter.

ART. II. To see if the Town will vote to purchase two horses at a cost not exceeding $500 for the pair ; one ash wagon, not to exceed $200; one swill wagon, not to exceed $150. (These wagons to be built in Saugus if possible) ; two sets of harnesses, not to exceed $50 for the two sets; the horses to be kept at the Town Farm, the men to drive these wagons to be furnished by the Highway Department, and the horses to be used by the Highway Department when not in use collecting ashes and garbage, or to see what action the Town will take in the matter, agreeable to the petition of Walter C. Perkins and others.

Voted, To take up Article 46.
ART. 46. To see if the Town will vote to open the Clifton- dale school, at Cliftondale, the Emerson school at East Saugus, the North Saugus and the High School for use as social and civic centers, for the School Committee to appoint a committee of four to have charge of promotion and direction of social center development and that the expense of heating and lighting the buildings be met from the school appropriation, or to see what action the Town will take in the matter.

Voted, To take up Article 42.
ART. 42. To see if the Town will appropriate the sum of twelve hundred dollars ($1,200.00) for the grading of a part of Central and Main streets, under the provision known as “ Small Town Act." on condition that the state pays like amount to the Town, agreeable to the petition of Charles N. Wormstead and others.
Voted, That the sum of twelve hundred dollars ($1,200.00) be and hereby is appropriated for the grading of a part of Central and Main streeets under the provision known as the " Small Town Act," on condition that the state pays a like amount to the Town. This sum to be in addition to the $1,200 that was voted for at the March meeting of 1911 for the same purpose.

ART. 7. To see if the Town will authorize the Town Treas- urer with the approval of the Selectmen to borrow money from time to time in anticipation of the taxes of the present municipal year., and issue the note or notes of the Town therefor said notes to be paid from the taxes of the present municipal year.
Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning March 4, 1912, to an amount not exceeding in the aggregate $130,000, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year. ART. 9. To see if the Town will appropriate the sum of $75 for the purpose of erecting bulletin boards at the following places : Oaklandvale and North Saugus schoolhouses, Lynn- hurst, East Saugus Hose House, Cliftondale square, Saugus Centre, near railroad station ; such bulletin boards to be for the use of all religious, political and social organizations, as well as for Town notices, or to see what action the Town will take in the matter, agreeable to the petition of Robert F. Colson and others.

Voted, That the sum of $7, 147.68 together with the amount of the unexpended balance of 1911 of $174.32 to be taken from the treasury be and is hereby appropriated for street lighting to include the placing of one light on Kenwood avenue, in front of Mr. Anderson's, two on Laconia avenue, one on the corner of Westford and Pelham streets, one on Central street, opposite Mr. Vray's estate, one on Fairmount place.
ART. 13. To see if the Town will vote to place lights in the district of Kenwood as follows: One on Kenwood avenue, in front of Mr. Anderson's ; one on Waban street, between Mr. E. P. Langton and John Manesiotis' ; four on Laconia avenue, one on the corner of Westford and Pelham streets ; agreeable to the petition of Ernest P. Langton and others.
Voted, to indefinitely postpone.
ART. 14. To see if the Town will instruct the Selectmen to install incandescent lights on Lewis lane and Saugus avenue, running from Lincoln avenue southerly.

ART. 15. To see if the Town will authorize the Treasurer with the approval of the Water Commissioners to make a Water Loan of five thousand dollars ($5,000) for the purpose of extend- ing and improving the water system of Saugus, Mass., under Chapter 91, Section 2, of the Acts of the Massachusetts Legis- lature of the year 1911 and to define the terms and the time of payment of said loan, agreeable to the petition of Herbert E. Dodge and others.
Voted, That the Town Treasurer with the approval of the Water Commissioners be and he hereby is authorized to issue bonds of the Town under Chapter 91, Section 2, of the Acts of the Massachusetts Legislature of 1911 for the purpose of im- proving and extending the water system. Said bonds to be Serial coupon bonds numbered 11 to 15 inclusive of the denomination

of one thousand dollars each dated April 1, 1912, bearing interest at the rate of not exceeding four per cent and bear on their face the words Town of Saugus Water Loan Act of 1911. ART. 16. To see if the Town will appropriate the sum of $700 for the purpose of laying a four-inch water pipe on Beach- view avenue, Belair street and Hewlett street, a distance of about 1,100 feet. The same to be paid from the unexpended balance of the 1910 North Saugus Water Loan, or to see what action the Town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.
Voted, That the sum of $700 be and hereby is appropriated for the purpose of laying a four-inch water pipe on Beachview avenue, Belair street and Hewlett street, a distance of about 1, 100 feet, this amount to be taken from the unexpended balance of 1910 North Saugus Water Loan.

To see if the Town will appropriate the sum of $870.35 for the purpose of laying a four-inch water pipe on Walden avenue, a distance of about 900 feet, the same to be paid from the unexpended balance of the 1910 North Saugus Water Loan, or to see what action the Town will take in the matter, agreeable to the petition of Herbert E. Dodge and others.

ART. 21. To see if the Town will appropriate the sum of $2,500 for the care of Riverside Cemetery, same to be expended under the direction of the Cemetery Commissioners, or to see what action the Town will take in the matter.

Voted, That the compensation for the Collector of Taxes for the year 1912 be three-fourths of one per cent on all 1912 taxes collected on or before May 1, 1913 and one-half of one per cent on 1912 taxes collected after May 1, 1913.
ART. 25. To see if the Town will make an appropriation from which to pay commission for all taxes collected during the year 1912.

ART. 35. To see if the Town will appropriate the sum of $1,000 for repairs to the interior of the schoolhouses, or to see what action the Town will take in the matter.
Voted, That the sum of $887 together with the amount of the unexpended balance of 1911 of heating and ventilating the Essex Street Schoolhouse of $113 to be taken from the treasury be and is hereby appropriated for the repairs to the interior of school- houses.
Voted, That the Selectmen act as appraisers on Town Property.
ART. 36. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library.
Voted, That the sum of $586.22 together with the Dog Tax and the receipts of the Library be and is hereby appropriated for the Public Library. For the unpaid bills of 1911, $86.22 and the balance for 1912. Same to be expended under the direction of the Library Trustees.
ART. 37. To see if the Town will make an appropriation for two incandescent lights, one to be located on Birchwood avenue, half way between Central street and Walnut street and one on Central street opposite Mr. Vray's estate on the bend of the road, agreeable to the petition of William C. Jaquith and others.

The Presidential Primary Election of the legal voters of the Town of Saugus will be held at the Town Hall Tuesday, April 30, 1912, for the election of Delegates and of Alternate Dele- gates to National Conventions, as provided for in Chapter 254 of the Acts of the Massachusetts Legislature of the year 1912.
The polls will open at three o'clock P. M., and close at nine o'clock P. M.
