March, 1928. To W. Charles Sellick, Constable of the Town of Saugus :


GREETINGS :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the town of Saugus qualified to vote in town affairs, to meet at the several voting precincts of the town on Monday, March fifth, A.D. Nineteen Hundred and Twenty-eight at Twelve O'clock M., then and there to bring in their ballots to the Wardens for the following Town Officers ;


Town Clerk, five Selectmen, three members of Board of Public Welfare, Town Treasurer, Collector of Taxes, Constable, Tree Warden and three members of the Playground Commission for one year ; one Assessor, one member of the Board of Health, one Cemetery Commissioner, two members of the School Com- mittee, two Trustees of the Public Library, and one member of the Planning Board for three years ; also to mark your "Yes" or "No" to the following question : "Shall an act passed by the General Court in the year nineteen hundred and twenty- eight, entitled 'An act providing for precinct voting, representa- tive town meetings, town meeting members, a referendum and a moderator to serve for a year in the town of Saugus' be accepted by this town?"


Also to appear at the Town Hall on Monday Evening, March Twelfth, A.D., Nineteen Hundred and Twenty-eight, at Eight O'clock, to hear and act on the following articles, viz :

ART. 3. To see what sums of money the town will vote to appropriate and raise for taxation for Town Charges and for any other purpose for which the town may lawfully expend money.


ART. 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.


ART. 5. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to refund any or all of the revenue notes issued for less than one year, in accordance with the provisions of Section 17, of Chapter. 44, of the General Laws; any debt incurred to be paid from the revenue of 1928.


ART. 6. To see if the town will vote to appropriate the sum of $2,507.70, being the portion of the net expense so incurred and appropriated by the County Commissioners upon the inhabit- ants of the town of Saugus, for the care, maintenance and repair of the Hospital for the Care of Persons Suffering from Tuberculosis in the year 1926 .- Board of Selectmen.


ART. 7. To see if the town will vote to appropriate the sum of $12,500 for the purchase of a 750-gallon Triple Combination Motor Driven Pump for the Fire Department, or to see what action the town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.


ART. 8. To see if the town will vote to accept Chapter 240, Acts of 1920, relative to certain Sports and Games permitted on the Lord's Day, or to see what action the town will take in the matter, agreeable to the petition of Daniel S. Bannon and others.


ART. g. To see if the town will vote to accept the Sewer Act now before the House of Representatives asking for $500,000 outside of our debt limit, or to see what action the town will take in the matter, agreeable to the petition of John J. Mullen and others.


ART. 10. To see if the town will vote to appropriate the sum of $11,000 for the purpose of erecting a barn on the Saugus Infirmary land on Broadway in place of barn destroyed by fire ; said sum to be transferred from the surplus or from the

Saugus Infirmary Fire Damage Account, and said sum to be expended and said barn to be erected under the direction of the Board of Public Welfare, or to see what action the town will take in the matter, agreeable to the petition of the Board of Public Welfare and others.


ART. II. To see if the town will vote to pay an increase of five cents per hour to the laborers of the Public Works Depart- ment, or to see what action the town will take in the matter, agreeable to the petition of Charles L. Davis and others.


ART. 12. To see if the town will vote to appropriate the sum of $8,500 for the purpose of extending the water main from the residence of Konrad Berthold, 392 Main street, a distance of about 3,500 feet to include the residence of Louis E. Waitt, 750 Main street, or to see what action the town will take in the matter, agreeable to the petition of Louis E. Waitt and others.


ART. 13. To see if the town will vote to appropriate the sum of $3,000 for the repair of Forest street, or to see what action the town will take in the matter, agreeable to the petition of Antonio Chaves and others.


ART. 14. To see if the town will vote to appropriate the sum of $1,500 to extend the water main on Bow street a distance of about 700 feet from the junction of Pine street, or to see what action the town will take in the matter, agreeable to the petition of George E. Apostal and others.


ART. 15. To see if the town will vote to appropriate the sum of $2,000 for the finishing, heating and equipment of the unfinished classroom at the North Saugus School, or to see what action the town will take in the matter, agreeable to the petition of the School Committee and others.


ART. 16. To see if the town will vote to appropriate the sum of $2,000 for the purpose of reconstructing the culvert under Essex street, at or near the junction of Essex street and Anawan avenue, and to straighten out the entrance and exit to said culvert, or to see what action the town will take in the matter, agreeable to the petition of Benjamin R. York and others.

ART. 17. To see if the town will vote to appropriate the sum of $2,375 for the purpose of extending the water main on Lander street one hundred feet ; on Atlantic avenue four hundred and twenty-five feet, and Oakwood avenue four hundred and twenty-five feet ; a total distance of about nine hundred and fifty feet, or to see what action the town will take in the matter, agreeable to the petition of Frederick H. Griswold and others.


ART. 18. To see if the town will vote to appropriate the sum of $2,500 or a sum sufficient to enlarge the present foot bridge at the foot of Woodbury avenue to make it passable for automobiles and ordinary travel, or to see what action the town will take in the matter, agreeable to the petition of Charles A. Brown and others.


ART. 19. To see if the town will vote to appropriate the sum of $4,000 for the finishing, heating and equipment of the unfinished classroom at the Oaklandvale School, or to see what action the town will take in the matter, agreeable to the petition of the School Committee and others.


ART. 20. To see if the town will vote to appropriate the sum of $750 for water extension on Stanton street, about 300 feet, or to see what action the town will take in the matter, agreeable to the petition of John G. Gustafson and others.


ART. 21. To see if the town will vote to appropriate the sum of $600 for the purpose of reshaping and resurfacing those parts of Kenwood avenue, Waban street, and Laconia avenue which are now accepted streets of the town, or to see what action the town will take in the matter, agreeable to the petition of Courtlandt C. Woodall and others.


ART. 22. To see if the town will vote to appropriate the sum of $250 for a hydrant to be located at 105 Winter street, or to see what action the town will take in the matter, agreeable to the petition of Harry G. Gustafson and others.


ART. 23. To see if the town will vote to construct a high- way to Golden Hills and to authorize the Treasurer to make the following loan : That the Town of Saugus for the purpose of building a new highway, fifty feet or more in width, from Golden Hills to Main Street; and for the purchase of land necessary

therefor, shall appropriate the sum of $10,000 and the Town Treasurer is hereby authorized and directed to issue coupon bonds of the town of Saugus. Said bonds shall bear such rate of interest as may be fixed by Town Treasurer with the approval of the Board of Selectmen, Said bonds shall be paid within twenty years from date of issue at the rate of one-twentieth each year. Said bonds shall be denominated on the face as Golden Hills to Main St. Street Loan, town of Saugus. Or to see what action the. town will take in the matter, agreeable to the petition of John J. Mullen and others.


ART. 24. To see if the town will vote to appropriate the sum of $5,250 for the purpose of renewing the present heating plant and installing a new sectional boiler and necessary equipment in the Cliftondale School and to provide for plans, specifications and inspection by a competent heating engineer, or to see what action the town will take in the matter, agreeable to the petition of the School Committee and others.


ART. 25. To see if the town will vote to appropriate the sum of $2,000 for the purpose of extending a water main to Lake avenue and Oak Point road, or to see what action the town will take in the matter, agreeable to the petition of Daniel Richards and others.


ART. 26. To see if the town will vote to appropriate the sum of $2,500 for the repair of Westland avenue and Westford street, or to see what action the town will take in the matter, agreeable to the petition of George H. Fidler and others.


ART. 27. To see if the town will vote to appropriate the sum of $2,500 for the purpose of extending the water main on Essex street for a distance of about 1,000 feet, or to see what action the town will take in the matter, agreeable to the petition of Ethel L. Gibbs and others.


ART. 28. To see if the town will vote to appropriate the sum of $1,000 to construct a sidewalk on one side of Broadway commencing at Pleasant avenue and running south to the Melrose line, or to see what action the town will take in the matter, agreeable to the petition of the West Cliftondale Citizens' Association.

ART. 29. To see if the town will vote to appropriate the sum of $1,500 for the erection of a partition through the center of the lower room of the Old School Building so called, near the Roby School, amount so appropriated to include the expense of heating, lighting and equipment of one room so provided, or to see what action the town will take in the matter, agreeable to the petition of the School Committee and others.


ART. 30. To see if the town will vote to appropriate the sum of $1,300 for the purpose of extending the water main a distance of 450 feet on Basswood avenue, or to see what action the town will take in the matter, agreeable to the petition of Albert J. Geary and others.


ART. 31. To see if the town will vote to appropriate the sum of $125 for the purpose of constructing a sidewalk from the Saugus River Bridge, or the Salem Turnpike, to the foot of Ballard Street, or to see what action the town will take in the matter, agreeable to the petition of Harry Woodward and others.


ART. 32. To see if the town will vote to appropriate the sum of $1,200 for the purpose of laying water mains on Williams avenue for a distance of approximately 350 feet, and on Hilldale avenue for a distance of approximately 100 feet, or to see what action the town will take in the matter, agreeable to the petition of Elmer F. Pratt and others.


ART. 33. To see if the town will vote to appropriate the sum of $500 to grade and repair Sherman street, in that part of Saugus known as Lynnhurst, by using rocks, gravel, and a coat of tar to serve as a binder, or to see what action the town will take in the matter, agreeable to the petition of Otto F. Persson and others.


ART. 34. To see if the town will vote to appropriate the sum of $500 for the purpose of extending the water main to Warren road, commencing at Dudley street, or to see what action the town will take in the matter, agreeable to the petition of Harry Woodward and others.


ART. 35. To see if the town will vote to appropriate the sum of $4,500 for the purpose of reconstructing Ballard street with semi-permanent road construction and installing a proper

system of drainage thereon, or to see what action the town will take in the matter, agreeable to the petition of Vernon W. Evans, Harry Woodward, and others.


ART. 36. To see if the town will vote to appropriate the sum of $300 for the purpose of extending the water main on Sterling avenue, or to see what action the town will take in the matter, agreeable to the petition of Henry E. Goodwin and others.


ART. 37. To see if the town will vote to appropriate the sum of $1,500 for the rebuilding of Morton avenue, a distance of 1,100 feet, more or less, and the work to be of so-called semi-permanent construction, or to see what action the town will take in the matter, agreeable to the petition of William Sim and others.


ART. 38. To see if the town will vote to appropriate the sum of $900 for the purpose of extending the water main on Birchwood avenue a distance of about 400 feet, or to see what action the town will take in the matter, agreeable to the petition of Chester P. Gibson and others.


ART. 39. To see if the town will vote to appropriate the sum of $1,000 for the purpose of grading and repairing Garfield avenue by using crushed rock, gravel, and a coat of tar to serve as a binder to shed the water, or to see what action the town will take in the matter, agreeable to the petition of Rosanna M. Gautreau and others.


ART. 40. To see if the town will vote to appropriate the sum of $450 for the purpose of extending the water main on Broadway, north of Pleasant street, or to see what action the town will take in the matter, agreeable to the petition of Rose Gibbs and others.


ART. 41. To see if the town will vote to appropriate the sum of $1,200 for the purpose of removing grade and ledge on Jasper street easterly from the intersection of Cross street, or to see what action the town will take in the matter, agreeable to the petition of Otto W. Thomas and others.


ART. 42. To see if the town will vote to appropriate the sum of $150 to pay for the hydrant installed by Thomas Spencer

located on Main street opposite No. 305 Main street, or to see what action the town will take in the matter, agreeable to the petition of Richard J. Spencer and others.


ART. 43. To see if the town will vote to appropriate the sum of $400 for the purpose of grading and repairing Newcomb avenue from Jefferson avenue to the Lynn line in that part of Saugus known as Lynnhurst, by using rocks or gravel and a coat of tar to serve as a binder, or to see what action the town will take in the matter, agreeable to the petition of Otto F. Persson and others.


ART. 44. To see if the town will vote to appropriate the sum of $750 for the purpose of laying water pipe on Orcutt avenue from its intersection with Church street, northeasterly a distance of about 300 feet, or to see what action the town will take in the matter, agreeable to the petition of Leslie E. Parsons and others.


ART. 45. To see if the town will vote to appropriate the sum of $600 for the purpose of enlarging the culvert over the brook at the southerly end of Vine street near Essex street, or to see what action the town will take in the matter, agreeable to the petition of Frank Repucci and others.


ART. 46. To see if the town will vote to appropriate the sum of $3,000 for the purpose of reshaping Western avenue and making sidewalks from Lincoln avenue to Ocean View avenue, including tar, gravel and pea stone, or to see what action the town will take in the matter, agreeable to the petition of Russell R. ART. 48. To see if the town will vote to appropriate the sum of $3,000 for the year 1928 to maintain a bus line from Corbett's Corner, North Saugus and Lynnhurst to Saugus Centre, the seat of our government, and connecting car lines and business houses. Said bus line to be operated on half-hour time, last bus to leave Saugus Centre at one o'clock in the morn- ing for North Saugus and Lynnhurst. Said bus to be permitted to collect a fare not to exceed ten cents. Said bus line to be selected by the Board of Selectmen who shall select the bus line that can give to us the best reliable service, and be a reliable com- pany. The Board of Selectmen shall approve all rules and regu- lations for the bus line, or to see what action the town will take in the matter, agreeable to the petition of John J. Mullen and others.


ART. 49. To see if the town will vote to appropriate the sum of $800 for the purchase of an automobile for the use of the Chief of the Fire Department, or to see what action the town will take in the matter, agreeable to the petition of Mellen R. Joy and others.


ART. 50. To see if the town will vote to appropriate the sum of $535 for the purpose of partitioning off the court-room into offices, or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 51. To see if the town will vote to appropriate the sum of $2,500 for the purpose of building a fire-proof vault in the Town Hall and to provide steel equipment therefor, or to see what action the town will take in the matter, agreeable to the Board of Selectmen.


ART. 52. To see if the town will vote to indemnify the Com- monwealth of Massachusetts against any and all claims for land, grade and drainage, damages which may be caused by or result from the laying out, alteration, construction, or reconstruction, of the State Highway known as the Newburyport Turnpike, or any section or relocation thereof, and will authorize the Board of Selectmen to sign any indemnity agreement thereof in behalf of the town and make an appropriation therefore or take any other action with respect thereto, agreeable to the petition of the Board of Selectmen.

To see if the town will vote to authorize the Select- men to arrange for the participation of the town of Saugus in the 300th anniversary of the settlement of Saugus and to appropriate therefore the sum of $500, or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen and others.
