ANNUAL TOWN MEETING.
Adjourned Town Meeting.
March 19, 1928.
The meeting was called to order by the Moderator at 8 o'clock P. M.
The Salute was given to the flag.
Voted, That the reading of the records of the previous meet- ing be dispensed with.
Unanimous consent was given to Mr. Hartman of the State Zoning Board to remain in the audience.
The Moderator, acting under Article 2, Section 10 of the By- Laws, requested all persons not legal voters of the town of Saugus, to retire from the Hall during the transaction of town business.
The previous question, viz : Article 15, which was pending at the close of the last meeting was taken up.
ART. 15. Classroom of North Saugus School.
Voted, That the sum of $2,000 be and the same is hereby appropriated for finishing, heating and equipping classroom at the North Saugus. School, said sum to be expended under the direction of the School Committee.
Voted, To take up Article 19.
ART. 19. Classroom of Oaklandvale School.
Voted, That the sum of $4,000 be and the same is hereby appropriated for finishing, heating and equipping classroom at Oaklandvale School, said sum to be expended under the direc- tion of the School Committee.
Voted, To take up Article 29.
ART. 29. Classroom of Old Roby School.
Voted, That the sum of $1,500 be and the same is hereby appropriated for partition, heating, lighting and equipping class- room at the Old Roby School, said sum to be expended under the direction of the School Committee.

Voted, That the Treasurer, with the approval of the Select- men, be and hereby is authorized to refund such portion of rev- enue loans of 1928, as may be necessary, in the manner set forth in Section 17 of Chapter 44 of the General Laws, any loan or loans issued in accordance with this vote to be paid from rev- enue of 1928.
ART. 7. Fire Pump.
Voted, That Article 7 be and is hereby referred to a commit- tee of three, to be appointed by the Moderator, to investigate the need of the town purchasing a motor driving pump for the Fire Department and to report to the next Annual Town Meet- ing.
The Moderator appointed Frank M. Ramsdall as Chairman, Lewis O. Stocker and William C. Banks to serve as that com- mittee.

Voted, That the matter be referred to the Board of Select- men, and that it is the sense of this meeting that an increase of five cents per hour should be granted to the laborers in the Public Works Department.

Voted, That the sum of $2,375 be, and hereby is, appropriated for the extension of water main on Lander street one hundred feet, on Atlantic avenue four hundred and twenty-five feet, and Oakwood avenue four hundred and twenty-five feet; a total distance of about nine hundred and fifty feet.

TOWN OF SAUGUS
ESSEX, SS.
To W. Charles Sellick, Constable of the Town of Saugus : GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote in town affairs to appear at the Town Hall on Monday evening, June twenty-fifth, A.D. nine- teen hundred and twenty-eight, at eight o'clock, to hear and act on the following articles, viz :
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To hear and act on reports of Committees.
ART. 3. To see if the town will vote to adopt a Zoning By- Law presented by the Planning Board and the Special Com- mittee, or act in any manner thereon agreeable to the petition of the Planning Board.
ART. 4. To see if the town will vote to accept Lawndale avenue from Lincoln avenue to Ferncliff avenue, in accordance with plans and specifications on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of Charles F. Anderson and others.
ART. 5. To see if the town will vote to adopt the following By-Laws :
SECTION I. Goats and Swine. No person shall keep more than two goats or two swine within the limits of the town of Saugus without obtaining a permit so to do from the Board of Health and in all respect complying with the conditions of such permit. All such permits shall expire on the first day of May, annually, and may be revoked at any time by the Board of Health.

The conditions of such permit shall be as follows :
(1) The pen or other enclosure wherein swine are kept shall be kept and maintained in a clean condition, and free from any accumulation of manure, garbage or refuse.
(2) The swine shall be fed from troughs of cement or iron kept in good repair in pens, and if the swine are kept out of doors, they shall be fed from platforms at least one (I) foot from the ground, the air space underneath to be kept clear and clean, and the feed never given to the swine from the ground, nor allowed to accumulate on the ground around the platform.
(3) The feeding places shall be cleaned once each day and all refuse and manure gathered into heaps.
(4) All compost heaps shall be treated or covered with earth, loam or acid phosphate sufficient to keep down all odor ; shall be at least 500 feet distant from any highway, or any dwelling upon the premises of any adjacent land owner, and then in such spot within the premises where the swine are kept as shall be least offensive ; and shall be kept under cover.
(5) All swill, garbage or refuse brought upon the premises to be fed to swine shall be kept in covered receptacles made of cement, with sufficient facilities for underground drainage, unless fed to swine immediately upon being brought upon the premises.
(6) Swine shall not be kept in boggy, swampy or wet land, and yards or places where they are kept shall be cleaned up at least once a week.
(7) All buildings used for the housing of swine shall be whitewashed at least twice a year and shall be maintained in a condition satisfactory to the Board of Health and its authorized agent.
Whoever shall violate any provision of these conditions for such permit or any of the provisions of any permit granted here- under shall be liable to a fine not exceeding $100 and to for- feiture of the permit.
ART. 6. To see if the town will vote to adopt the following By-Laws :

HOUSE OFFAL
SECTION I. How to be kept. All house offal and refuse animal and vegetable substances, commonly called garbage or swill, shall be placed in suitable water-tight receptacles and kept in some convenient place, to be removed by the persons duly authorized for that purpose by the Board of Health. Such vessels shall be kept covered, and shall not be permitted to be- come offensive.
SECTION 2. Any person may remove or transport garbage, offal or other offensive substances through the streets ; provided that he shall first register with the local Board of Health, the fee for which registration shall not exceed two dollars ; and pro- vided, further, that he shall remove and transport the material herein mentioned in accordance with such reasonable rules and regulations as may be established by the said Board.
SECTION 3. . No person shall drive, or cause to be driven, any cart or vehicle of any kind containing manure, dead animal matter, or other offensive material, through any public street, court, lane or way of this town, unless said cart or vehicle is tight and securely covered with canvas to prevent an escape of contents therefrom upon said public streets, courts, lares or ways.
SECTION 4. No person shall drive or cause to be driven any cart or vehicle of any kind containing swill or house offal through any public street, court, lane or way of this town unless said cart or vehicle is water tight and is provided with wooden or metal covers which shall be kept tightly closed while it is in motion.
SECTION 5. No ashes, water, tin cans, clam shells, oyster shells, broken glass or crockery, paper or other rubbish, nor any poisonous substances, shall be put with the swill.
