ART. 67. To see if the town will vote to adopt the follow- ing By-Laws :
Section 1. No kennel in which dogs are kept for sale shall be maintained in the town of Saugus within 100 feet from the line of any public way.
Sec. 2. No person to whom a dog kennel license has been issued shall exhibit or keep dogs for sale within 100 feet from the line of any public way.
Sec. 3. Whoever violates the provisions of Section I or Section 2 may be punished by a fine not in excess of $20.
Sec. 4. All licenses for dog kennels hereafter issued shall contain the provisions of this By-Law.

The meeting was called to order by the Town Clerk, Lillian Shores, at eight (8) o'clock, P.M.
The Warrant was read by the Town Clerk, omitting the reading of the Articles upon motion, which was carried, that the reading of the Articles be dispensed with.

ARTICLE I. To choose a Moderator to preside at said meeting. Chose Frank P. Bennett, Jr. for Moderator, who after being duly qualified by the Town Clerk, took charge of the meeting.
Following the salute to the flag, the Moderator, acting under Article 2, Section 10 of the By-Laws, requested all persons not legal voters of the town of Saugus to retire from the Hall dur- ing the transaction of town business, but that a space in the gallery be reserved for school children and others.
Unanimous consent was given to Judge William E. Ludden to present a motion, which was seconded, calling for a silent tribute for the space of one minute in token of appreciation of the late J. Wesley Paul, former Selectman and Chairman of the Board of Registrars ; and the late Carl F. Koch, former Warden of the Town Farm, a policeman, both of whom passed away during the past year. The tribute was paid unanimously and manifested by the entire audience rising and standing with bowed heads for the period of one minute.
The Moderator appointed the Board of Selectmen, C. F. Nelson Pratt, Harold E. Dodge, Vernon W. Evans, Harry Woodward and John C. Pitman as Appraisers of town property.
ART. 2. Reports of Committees.
Report of the Zoning Committee was read and accepted.
The report of the committee on Survey and Assessed Valua- tion was read and accepted.
The report of the Schoolhouse Investigating Committee was read and accepted as a report of progress, and it was voted that the committee continue for another year.
The report of the Committee on Investigation of Improved Lighting System was read, and the report was accepted.
The report of the Committee on Investigation of advisability of making a new water contract with the city of Lynn and to consider the advisability of the town of Saugus entering the Metropolitan district system was given, and it was voted that the committee continue for another year.

The report of the Committee on the Representative Town Meeting form of government : Committee reported that the bill to the legislature had been prepared, had passed the Legislature and had been voted for at the Annual Town Election. The report was accepted and the committee discharged.
It was unanimously voted to take up Article 4. The Modera- tor appointed as tellers, Pasquale Coscia, J. Arthur Raddin, Howard Kelley, Chester Cross and Lewis P. Sanborn and duly qualified them.
ART. 4. Treasurer to borrow money.
Voted, That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1928, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Yeas, 338, Nays, o.
It was unanimously voted to take up Article 6.
Voted, That the sum of $2,507.70 be and the same is hereby appropriated for the portion of the net expense incurred and appropriated by the County Commissioners upon the inhabitants of the town of Saugus for the care, maintenance and repairs of the hospital for the care of persons suffering from tuberculosis for the year 1927. Unanimous.
Art. 3. Town charges.
General Government
Voted, That the sum of $50.00 for the salary of the Moder- ator for 1928 be indefinitely postponed, upon request of the Moderator.
Voted, That the sum of $350 be and the same is hereby appropriated for the expenses of the Finance Committee.
Voted, That the sum of $200 be and the same is hereby appropriated for the expenses of the Planning Board.

Voted, That the sum of $4,500 be and the same is hereby appropriated for the expenses of the Town Hall, including $1,460 for salary of Janitor.
Voted, That the sum of $5,615 be and the same is hereby appropriated for the expenses of the Public Works Department.
