In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in Town Affairs to assemble in the Town Hall on WEDNESDAY, MARCH 13, A.D., Nineteen Hun- dred and Forty-six, at Eight o'clock P.M., to hear and act on the following articles, viz:
Article 1. To see if the Town will vote to authorize the Town Treasurer with approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less then one year in accordance with section 17 of Chapter 44 of the General Laws, and any amendments thereto, agreeable to the petition of the Town Treasurer.
Art. 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow in ac- cordance with the provisions of Chapter 49 of the Acts of 1933, and any amendments thereto, for the purpose of providing funds to meet ordinary maintenance expenses and revenue loans, such

borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Commonwealth for similar loans previously made, or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.
Art. 3. To see if the Town will vote to accept Chapter 635 of the Acts of 1945, permitting the payment of vacation pay to employees in advance, or to see what action the Town will take in the matter, agreeable to the petition of the Town Accountant.
Art. 4. To see if the Town will vote to accept a deed of a drainage easement from the Cliftondale Church of the Naza- rene, or to see what action the Town will take in the matter, agree- able to the petition of the School Committee.
Art. 5. To see if the Town will vote to amend Section 1 of Chapter | of the Building Ordinances by inserting the following sentence after the first sentence in said section:
"The insulation of a structure or building otherwise than at the time of and as a part of its original construction shall be deemed an alteration within the meaning of this section."
or to see what action the Town will take in the matter, agreeable to the petition of the Finance Committee.
Art. 6. To see if the Town will vote to adopt the following rule further regulating the use of its sewer system:
"The annual rental charge for use of the sewer system by property owners entering the same, whether their water service be metered or unmetered, shall be fixed at five dol- lars per tenant."

Art. 7. To see if the Town will vote to accept Basswood Avenue from Wamesit Avenue to No. 103 Basswood Avenue in accordance with the plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 8. To see if the Town will vote to accept Charlotte Road in accordance with the plan and profile on file with the

Art. 9. To see if the Town will vote to accept Glen Park Avenue in accordance with the plan and profile on file with the Town Clerk, or to see what action the Town will take in the mat- ter, agreeable to the petition of the Board of Selectmen.
Art. 10. To see if the Town will vote to accept Holland Street in acordance with the plan and profile on file with the Town Clerk, or to see what action the Town will take in the mat- ter, agreeable to the petition of the Board of Selectmen.
Art. 11. To see if the Town will vote to accept Old County Road for a distance of 600 feet in accordance with the plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 12. To see if the Town will vote to accept Pelham Street in accordance with the plan and profile on file with the Town Clerk, or to see what action the Town will take in the mat- ter, agreeable to the petition of the Board of Selectmen.

Art. 21. To see if the Town will appropriate the sum of $882.01 for the payment of 1945 unpaid Trade School Tuition bills, or to see what action the Town will take in the matter, agreeable to the petition of the Town Accountant.
Art. 22. To see if the Town will vote to raise and appro- priate the sum of $850.00 for the purpose of maintaining during the ensuing year the mosquito control work as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 11, Acts of 1931, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 23. To see if the Town will vote to appropriate the sum of $650.00 to be expended under the direction of the Town Treasurer to investigate and to determine the validity of tax titles held by the Town, or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.

Art. 24. To see if the Town will vote to raise and appro- priate the sum of $3000.00 for the payment of all expenses in connection with the foreclosure of tax titles held by the Town, or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.
Art. 25. To see if the Town will vote to appropriate the sum of $300.00 to provide heat and light for the American Leg- ion Building for the year 1946, or to see what action the Town will take in the matter, agreeable to the petition of Burton L. Lyons and others.
Art. 26. To see if the Town will vote to raise and appro- priate the sum of $500.00 to be used for rental purposes for Major Douglas R. Gordon Post No. 2346, V. F. W., or to see what action the Town will take in the matter, agreeable to the petition of John S. Clanton and others.
Art. 27. To see if the Town will vote to raise and appro- priate the sum of $1,250.00 for the purpose of purchasing a new automobile to be used by the Health Department, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Health.
Art. 28. To see if the Town will vote to appropriate the sum of $7,500.00 for repairs to the Town Hall, including the present heating system, and to make alterations to the interior of the building in keeping with the requests of the State Inspector of the Department of Public Safety, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 29. To see if the Town will vote to appropriate the sum of $3,000.00 for the construction of a fireproof vault in the basement of the Town Hall for the storage of the master plans of the Engineering Department and vital plans and records of other Town Departments, said vault to be constructed in accordance with the prescribed rules and regulations of the Massachusetts Department of Documents and Records and said appropriation to be expended under the direction of the Board of Selectmen, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.

Art. 30. To see what sums of money the Town will vote to raise and appropriate for Town Charges for the year 1946.
Art. 31. To see if the Town will vote to raise and appro- priate the sum of $1,400.00 for the purpose of making necessary repairs to the Town Infirmary buildings, or to see what action. the Town will take in the matter, agreeable to the petition of the Board of Public Welfare.
Art. 32. To see if the Town will vote to appropriate the sum of $5,000.00 for the purpose of providing materials and labor on a 50/50 basis for the construction of sidewalks through- out the Town, or to see what action the Town will take in the mat- ter, agreeable to the petition of the Board of Selectmen.
Art. 33. To see if the Town will vote to appropriate the sum of $1,000.00 to reconvert the boiler in the Central Junior High School Building from stoker-coal burning to the original oil burner installation and to install the stoker thus removed in the cast iron boiler in the High School Building, or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.
Art. 34. To see if the Town will vote to appropriate the sum of $7,500.00 to install a new heating system in the Roby School, or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.
Art. 35. To see if the Town will vote to appoint a com- mittee to prepare plans and specifications for a Memorial Building to the Veterans of World War II, said committee to be appointed by the Moderator, or to see what action the Town will take in the matter, agreeable to the petition of John S. Clanton and others.
Art. 36. To see if the Town will vote to appropriate the sum of $2,000.00 for the purpose of carrying out the provisions of Article 35, or to see what action the Town will take in the matter, agreeable to the petition of John S. Clanton and others.
Art. 37. To see if the Town will vote to appropriate the sum of $5,000.00 to be expended in accordance with the pro-

visions of Chapter I of the Acts of 1946, to properly celebrate the return of men and women who served in or were affiliated or associated with the Armed Forces of the United States in World War II, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 38. To see if the Town will vote to accept the provis- ions of Chapter 723 of the Acts of 1945 authorizing the estab- lishment and maintenance of a municipal department for furn- ishing information, advice and assistance to veterans, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 39. To see if the Town will vote to appropriate the sum of $1,200.00 for expenses incidental to the operation of a Veterans' Service Center in accordance with the provisions of Chapter 723, Acts of 1945, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 40. To see if the Town will vote to appropriate the sum of $500.00 for the pointing of, drainage of, and protection of the cemetery wall on Winter Street beginning at a point adja- cent to the foot entrance and extending easterly to the land now or formerly of Dahlen a distance of 800 feet, or to see what action the Town will take in the matter, agreeable to the petition of the Cemetery Commissioners.
Art. 41. To see if the Town will vote to appropriate the sum of $6,800.00 for the filling and grading of the Montgomery property, so-called, beginning at the westerly line of the present cemetery and extending westerly 240 feet and running northerly from Winter Street to the line of Shutes Brook, to provide addi- tional burial space, or to see what action the Town will take in the matter, agreeable to the petition of the Cemetery Commis- sioners.
Art. 42. To see if the Town will vote to appropriate the sum of $6,000.00 in order to continue and complete the work already started on the new Veterans lot at Riverside Cemetery, or to see what action the Town will take in the matter, agreeable to the petition of the Cemetery Commissioners.

Art. 43. To see if the Town will vote to rescind the action taken at the 1945 Annual Town Meeting under Article 49 of the Warrant therefor, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 44. To see if the Town will vote to rescind the action taken at the 1945 Annual Town Meeting under Article 41 of the Warrant therefor, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 45. To see if the Town will vote to authorize and instruct the Board of Selectmen to enter into a contract for a term of years with the City of Lynn for a supply of water to the Town of Saugus at a price not to exceed $53.33 per million gal- lons, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 46. To see if the Town will vote to appropriate a sum of money for the purposes of constructing a standpipe and laying the necessary water mains in the North Saugus section of the Town, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 47. To see if the Town will vote to raise and appro- priate the sum of $5,000.00 for land damages resulting from land takings on Woodbury Avenue and Hesper Street, said land tak- ings to be in conjunction with the Chapter 90 work for the im- provement of Woodbury Avenue and Hesper Street, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 48. To see if the Town will vote to raise and appro- priate the sum of $5,000.00 for the continuation of the recon- struction of Woodbury Avenue and Hesper Street, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 49. To see if the Town will vote to accept Sweetwater Street in accordance with plans and profile on file with the Town

Clerk, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 50. To see if the Town will vote to raise and appro- priate the sum of $2,000.00 for the improvement of Sweetwater Street, said money to be used in conjunction with equal amounts of money as may be allotted by the State or County, or both, for this purpose, or to see what action the Town will take in the mat- ter, agreeable to the petition of Elsie Crockford and others.
Art. 51. To see if the Town will vote to purchase or to take by right of eminent domain, for highway purposes, Lots 18, 19, 20 and 21 on Assessors' Plan 1053, said lots being on the easterly side of Golden Hills Road, or to see what action the Town will take in the matter, agreeable to the petition of Elsie Crockford and others.
Art. 52. To see if the Town will vote to appropriate a sum of money for carrying out the provisions of Article 51, or to see what action the Town will take in the matter, agreeable to the petition of Elsie Crockford and others.
Art. 53. To see if the Town will vote to raise and appro- priate the sum of $2,333.33 for the purpose of starting Chapter 90 road work on Golden Hills Road for a distance of one thous- ' and feet, more or less, said sum to be matched by the State or County, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.

Art. 55. To see if the Town will vote to raise and appro- priate the sum of $3,500.00 for the purpose of constructing a street surface drainage system on Centennial Avenue, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 56. To see if the Town will vote to raise and appro- priate the sum of $9,125.00 for the purposes of constructing a street surface drainage system on Lincoln Avenue beginning at

Atlantic Avenue and connecting with the present system located at the junction of Lincoln Avenue and Guild Road, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 57. To see if the Town will vote to appropriate the sum of $10,000.00 for the purpose of installing a proper street surface drainage system on Denver Street, or to see what action the Town will take in the matter, agreeable to the petition of James E. Stevens, Jr., and others.

To see if the Town will vote to raise and appro- priate the sum of $2,000.00 for the purpose of constructing and laying a street surface drainage system on Connolly Avenue and Nason Road, or to see what action the Town will take in the matter, agreeable to the petition of Earle Dumas and others.
Art. 59. To see if the Town will vote to appropriate the sum of $2,700.00 for the purpose of constructing a street surface drainage system on Hayden Road, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 60. To see if the Town will vote to appropriate the sum of $10,000.00 for the purpose of having the Saugus River dredged from Fox Hill Bridge in a northerly direction for 1800 feet to provide a width of 110 feet and a depth of 8 feet at mean low tide, said sum to be expended with a like sum to be provided by the City of Lynn and with $20,000.00 to be provided by the State, or to see what action the Town will take in the matter, agreeable to the petition of George A. Gulliford and others.
Art. 61. To see if the Town will vote to raise and appro- priate a sum of money to publish in book or pamphlet form the new real estate property valuations prepared by the Clemenshaw Co. for free distribution to the citizens, or to see what action the Town will take in the matter, agreeable to the petition of Edward Gibbs, Jr., and others.
Art. 62. To see if the Town will vote to appropriate the sum of $2,500.00 for water extension on Golden Hills Road and

Jamaica Avenue for a distance of 475 feet, or to see what action the Town will take in the matter, agreeable to the petition of Mildred Perry and others.
Art. 63. To see if the Town will vote to appropriate the sum of $800.00 for the purpose of laying 250 feet of water mains on Hawkes Street, or to see what action the Town will take in the matter, agreeable to the petition of George B. Dixon and others.
Art. 64. To see if the Town will vote to appropriate a sum of money for water extension on Robins Road, or to see what action the Town will take in the matter, agreeable to the petition of Pearl L. Blacknall and others.
Art. 65. To see if the Town will vote to appropriate the sum of $5,000.00 for the purpose of providing a stabilization fund in accordance with the provisions of Chapter 124 of the Acts of 1945, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.
Art. 66. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Giles S. and Janie B. Bryer located at 432 and 434 Central Street, and adjacent to land owned by Cronin, Nelson and others, now zoned as general residence, and described as follows: beginning at a point on Central Street, thence running southerly for a distance of 196 feet; thence turning and running Easterly 135 feet; thence turning and running Northerly 214 feet; thence running Westerly 135 feet; the same being a part of lot 168 and 151 as shown on the Assessors Plan 2023, or to see what action the Town will take in the matter, agreeable to the petition of Giles S. Bryer and others.
Art. 67. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the entire block of properties situated on the easterly side of Lincoln Avenue between Western Avenue and Fairview Avenue, now zoned for residential purposes, and described as follows: Be- ginning at the Northwesterly corner of Western Avenue and Lincoln Avenue the line runs Southerly along Lincoln Avenue

278.42 feet to Fairview Avenue; thence Easterly by Fairview Avenue 100 feet; thence Northerly 163 feet, more or less; thence Westerly 25 feet, more or less; thence Northerly 83 feet to West- ern Avenue; thence Westerly by Western Avenue 102.96 feet to the point of beginning, the same being the whole of lots A-74, A-93, A-75, A-76 and A-77 as shown on the Assessors' Plan 2008; or to see what action the Town will take in the matter, agreeable to the petition of Henry A. Comack and others.
Art. 68. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Henry C. and Hazel Seaver located on Winter Street near Stocker Street and adjacent to land owned by the Town of Saugus, now zoned as single residence, and described as follows: Beginning at a point on the Northerly line of Winter Street, said point being 74.99 feet Westerly from Stocker Street; thence the line runs Westerly along Winter Street 230.26 feet; thence the line turns and runs Northerly along the land of the Town of Saugus 100 feet; thence the line turns and runs Easterly along land of the Town of Saugus a distance of 200.20 feet; thence the line turns and runs Southerly a distance of 110.93 feet, to point of beginning, the same being the whole cf lots A-58 and A-59 as shown on Assessors' Plan 3010, or to see what action the Town will take in the matter, agreeable to the petition of Henry C. Seaver and others.
