Voted: That the increased cost of living increase voted at the 1945 Annual Town Meeting and certified to the various departments by the Town Accountant shall remain in full force and effect until the next Annual Town Meeting of March, 1947.
The salaries of permanent employees, individually or collectively, of any department shall not be increased above such amount as was certi- fied by the Town Accountant except as follows:
1. Increases due to the acceptance of the Teachers' Equal Pay Bill (so-called) and step-rate increases effective September 1, 1946, to teach- ers and janitors in the School Department.
2. Increases for promotions caused by vacancies in departments and step-rate increases subject to the rules and regulations of Civil Service or otherwise.
Salaries of new permanent employees who entered upon such em- ployment on or since January 1, 1945, shall be construed to include the Increased Cost of Living increase and such new employees shall not re- ceive further benefits hereunder only in accordance with the aforemen- tioned exceptions.
Upon the several votes passed under Article 30 becoming effective the Town Accountant shall certify to all boards, committees, department heads and officers authorized to expend money, information regarding every new permanent employee under their jurisdiction as follows:
1. Amount of Permanent Salary.
2. Amount of Increased Cost of Living Increase.
3. Total amount of 1946 Compensation.

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town Affairs, to assemble in the TOWN HALL on MONDAY EVENING, MAY SIXTH, Nineteen Hun- dred and Forty-six, at 8:00 o'clock, to hear and act on the following articles, viz:
Article 1. To see if the Town will vote to amend the Zoning By-Law by striking out Section 7 and inserting in place thereof the following section:
"SECTION 7. INDUSTRIAL DISTRICTS. In industrial districts buildings and land may be used for any purpose per- mitted under Sections 4, 5 and 6 subject to Section 16. It may be used for any other purpose subject to the provisions of Sec- tions 16 and 17.

Notwithstanding the provisions of this section or of Sec- tion 17, no use shall be permitted which would be offensive because of injurious or obnoxious noise, vibration, smoke, gas, fumes, odors, dust or other objectionable features or be hazard- ous to the community on account of fire or explosion or any other cause. No permit shall be granted under this or any other section for any use which would prove injurious to the safety or welfare of the neighborhood into which it proposes to go, and destructive of property value, because of any excessive nuisance qualities.
In granting permits under this section the nature of the neighborhood and the nature of the proposed industry shall be considered and the effects of the industry on the neighborhood shall be carefully weighed. If the industry would in any way injure the neighborhood a permit shall be refused. Where a per- mit is granted all conditions which will protect the neighbor- hood shall be imposed and made a part of the permit."

Art. 2. To see if the Town will vote to amend the Zoning By-Law by striking out the words "for sale" in the first line of Section 17A as most recently amended, so that said Section 17A will read as follows:
"SECTION 17A. The removal of sod, loam, sand, gravel or stone from a single or general residence, business or industrial districts shall be deemed non-conforming use of premises. Such uses shall be permitted only after special permission of the Selectmen as provided in Section 17, and under such conditions as the Selectmen shall impose. The Selectmen shall grant no such permit as would, in their opinion, adversely affect the scheme of growth laid down in the Zoning By-Laws or elsewhere, or the economic status of the Town, or tend to impair the beauty of the Town or of the district most immediately affected, or develop health or other hazards. Conditions deemed by the Selectmen as tending to protect the Town and the district, shall be imposed where needed and made a part of the permit.
"No permit for the excavation or removal of material shall be granted by the Selectmen for a period of more than seven days from date of issue, but may be extended for additional seven-day periods at the discretion of the Selectmen. A permit issued by the Selectmen shall only be issued to an owner of record and shall not be transferrable."

Art. 8. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing new road machinery and equip- ment for the Public Works Department, or to see what action the Town , will take in the matter, agreeable to the petition of the Board of Selectmen.
You are hereby directed to serve this WARRANT by posting at- tested copies thereof at the usual places seven days, at least, before the time of holding said meeting.
