The polls will open at 12 o'clock, noon, and will close at 8 o'clock P.M., and you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

Report of the Finance Committee TO THE ANNUAL TOWN MEETING MARCH 4, 1946
To the Representative Town Meeting and Citizens of the Town of Saugus
The Finance Committee presents herewith its report and recommen- dations relative to the various financial articles contained in the war- rant for the 1946 Annual Town Meeting. The Committee has devoted some 22 sessions to the necessary hearing and feel that full considera- tion has been given all proposals. Countless hours have been devoted to the problems concerned by all members of the Committee acting as individuals.
Rarely, if ever, has a Finance Committee been more concerned with the financial structure of the Town, but inasmuch as at the time of this writing, the figures resulting from the recent re-assessment project are not yet included in the Assessors' tax listing, the Committee is unable to determine a proper basic valuation in computing its figures. This con- dition has had some bearing in determining our action relative to in- creased personnel in the Public Works Department and on special articles.

We unanimously recommend the continuation of the temporary in- creased cost of living increase currently included in the salaries of all employees in view of the continuing increased cost of all living com- modities.
The present labor management difficulties and resulting unemploy- ment are especially reflected in the section of the budget covering Charities and Soldiers Benefits. With numerous Saugus workers and families affected, a sharp increase of aid rendered has been necessary since the mid-January period in both the Public Welfare and Soldiers Benefits Departments. We feel uncertain as to the ultimate expenditures resulting from this condition but hope for a discontinuance in the near future.
Various amounts have been requested under special articles cover- ing the work felt necessary to recondition some of our town buildings and we have consolidated some of the most necessary requested improve- ments in the general budget under Item 36A. Further explanation will be found under Comment on the General Budget Item 36A.
In conclusion, the Committee regrets that it cannot find its way clear to approve many of the meritorious requests, but our principal efforts are controlled by a desire to maintain a maximum of service under a minimum tax rate.

COMMENT ON THE GENERAL BUDGET Article 30
Item 9, Tax Collector. Increase due to new legislation providing de- tailed tax billing.
Item 11. Assessing. Increase due to proposed purchase of new cal- culating machine.
Item 14. Election and Registration. There are three elections listed during 1946 as against one in 1945.
Item 16A. New Road Machinery and Equipment. We unanimously favor the purchase of the following equipment for the Public Works Department:

At present, our Public Works Department is forced to either rent or borrow a roller for street work and it is most necessary. Some of our main roads and side streets are quite steep and it is impossible to properly surface or construct streets without a roller.
Probably no comment is necessary on the proposed new truck when you consider the age and condition of the available equipment used by the various divisions of this department. Most of our trucks are over- age and are constantly being repaired.
The addition of an automatic sander to at least one truck in the Public Works Department, will tend to increase efficiency and lessen labor costs of snow and ice removal. This attachment can also be used

on street work inasmuch as it is capable of spreading materials ranging from sand to stone measuring up to one inch.
Item 26. Water Extensions. This is increased materially over the request. Since the request was prepared, it has been brought to our attention that a suitable pipe is planned on lower Hesper Street and Hamilton Avenue at the same time that Chapter 90 construction is planned. We feel it justifiable to lay the requested pipe to avoid excavat- ing after the new road is built.
Item 27. Hydrants, Gates and Meters. This includes a sum for the purchase of 100 new meters and a substantial sum for the purchase of repair parts. The new meter testing machine and room made available last year makes our Water Division well equipped to handle its work and new meters and repair parts must be made available when needed.
Item 29. Public Works and Allied Division (Salaries and Wages only). We sincerely regret that we are unable to recommend all of the additional personnel as requested. We fully realize that much needs to be done but we are impelled by the total amounts recommended in the general budget to carry this matter over to a future period. The increase does however, include four additional men.
Item 30. Police Department. We have reduced this request by mak- ing allowance for a lower priced prowl car, on which repair and mainte- nance costs should not approach the costs on heavier cars.
Item 33. Fire Department. This includes one additional man needed . to balance the working shifts. It was our intention to recommend two men but circumstances prevent us from so doing.
Item 36A. This is a new account to be known as the Town Buildings Repairs Account. This new item will allow a start to be made in correct- ing and preserving our municipal buildings on which on major repairs or painting have been done since the early W.P.A. days. It is our unani- mous recommendation that this work be done under the direction of the Superintendent of Buildings, who we feel, as a competent, full-time official, will see that the Town will receive a full dollar's worth of value for every dollar expended. Item 38. Gypsy Moth Department. The increase over 1945 in this account consists of wages, mosquito control and poison ivy extermina- tion. One employee has returned from the armed services and it is our policy to also compensate the head of this division for the effort involved.
Item 39. Tree Warden. Inclusion of a sum for elm beetle control causes this increase.
Item 44. Old Age Assistance-Aid. Liberalization of the State laws covering this department entails necessary additional expense.

Item 46. Aid to Dependent Children-Aid. Same as Item 44.
Item 48. Public Welfare-Temporary Aid. Current labor-manage- ment troubles cause a rise in temporary aid and the request is necessa- rily estimated due to the time element involved. If conditions remain unsettled, additional costs will necessarily result.
Item 50. Soldier's Relief. Same explanation as Item 48.
Item 53. Schools. Return of several teachers from the armed services,automatic step-rate increases, increased fuel and transportation costs and the inclusion of a sum to assist in equipping the High School Band with uniforms cause an increase here.
Item 55. Trade School Tuition. Use of trade school facilities by some of our returned veterans who prefer them to re-entering our High School causes this increase.
Item 56. Stadium Maintenance. Increase due to proposed work on field and grandstand.
Item 66. Cemeteries. The sum recommended provides an additional man badly needed to cope with increased work. Past additions to River- side Cemetery and a new one now to be made, it is necessary to increase the labor force to maintain this enterprise.
Item 74. Interest on Water Loans. This item represents six months interest on the water construction loan authorized by the 1945 annual town meeting.
