Annual Town Meeting. February 19, 1912. TOWN WARRANT.


ESSEX, SS.


To either of the Constables of the Town of Swampscott, in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to assemble in the Town Hall, in said Swampscott, on Monday, the nineteenth day of February, current, at six o'clock in the forenoon, then and there to act on the following articles, viz. :


ARTICLE J. To choose a Moderator for one ( 1) year.


ART. 2. To choose a Town Clerk for one ( 1) year.


To choose a member of the Board of Selectmen for three (3) years.


To choose one member of the Board of Assessors for three (3) years.


To choose a Town Treasurer for one (1) year. To choose a Collector of Taxes for one (1) year. To choose one member of the Board of School Committee for three (3) years.


To choose one member of the Board of Trustees of the Public Library for three (3) years.


To choose a Board of Auditors for one (1) year. To choose one member of the Board of Overseers of the Poor for three (3) years.


To choose one member of the Board of Health for three (3) years.


To choose a Surveyor of Highways for three (3) years.


To choose three Constables for one (1) year.

ART. 3. To vote by ballot " Yes " or " No " upon the ques- tion : Shall licenses be granted for the sale of intoxicating liquors in the Town?


ART. 4. To vote by ballot "Yes" or "No." To see if the Town will vote to accept Chapter 468 of the Acts of the General Court of 1911, being an act to extend the provisions of the Civil Service Act to Chiefs of Police, as petitioned for by William H. Bates and others.


ART. 5. To hear and act upon the reports of the Selectmen, the School Committee, the Water and Sewerage Commissioners, the Board of Health, the Library Trustees, the Park Commis- sioners, the Overseers of the Poor, the Board of Assessors, the Board of Auditors, the Surveyor of Highways, the Tree Warden, the Committee on Street Lighting, the Committee on Ways and Means, the Board of Fire Engineers, the Chief of Police, the Superintendent of the Cemetery, the Inspector of Plumbing, the Inspector of Animals, the Inspector of Provisions, the Inspector of Milk, the Sealer of Weights and Measures, the Town Accountant, the Committee on July 4th, the Committee on Increased Accommodations for the Library, the Committee on Auto Chemical, the Committee on Land for Park Purposes, the Committee on Schoolhouse Sites, the Committee on Boulevard, the Committee on Land Purchase on Rock avenue, the Town Engineer, the Superintendent of Moth Work, the Building Removal Committee, the Schoolhouse Construction Committee and the Committee on the Widening of Humphrey street.


ART 6. To see what amount of bonds will be required of the Town Treasurer for the ensuing year.


ART. 7. To see what amount of bonds will be required of the Collector of Taxes for the ensuing year.


ART. S. To see what amount of bonds will be required of the Water and Sewerage Commissioners for the ensuing year.

ART. 22. To see what action the Town will take, if any, towards granting a Saturday half holiday with pay for the employees of the Highway, Water, Sewer, Health, Cemetery and Moth Departments from May Ist to November Ist, as peti- tioned for by James D. Bentley and others.


ART. 23. To see if the Town will construct a sewer from the Pumping Station on Humphrey street to Humphrey square and appropriate money for the same as petitioned for by Walter M. Boyden and others.
