The recommendation that the system of disposing of the flow be changed from pumping to gravity is the one whose carrying out will cause the largest immediate expense, but the saving on this expense of maintaining and continuous operation of a pump- ing station will, during a term of years, much more than meet the interest charges on the cost of the necessary changes, for as has been pointed out, when the sewer leading to the present pumping station is utilized to its full capacity it will require a pumping plant at least fifteen times as large as the present plant, and the sewer should be used to its full capacity.
Your Committee concludes this preliminary report by stating that it is their opinion that the brook nuisance can all be abated, the swampy areas made sanitary, the flooding of streets and private property prevented, and all the surface, underground and domestic, drainage of the whole Town can be properly cared for under a plan which the Committee is working out, and at no greater ultimate cost to the Town than would be necessary in caring for the domestic drainage alone under the continuance and extension of the policy of pumping of domestic drainage.
If it is the pleasure of the Town that this Committee continue along the lines here outlined, it will be necessary for it to employ an engineer further, and if the work we now have in mind is to be carried out, we will need the further sum of five hundred dollars.

Voted, to accept and adopt the supplementary report of the Committee on Ways and Means appropriating the sum of five hundred dollars ($500) for the purpose of continuing the neces- sary engineering and legal work called for by the Committee on Brooks.
ART. 9. Voted, to accept and adopt the report of the Com- mittee on Ways and Means on this Article appropriating the sum of six hundred and fifty dollars ($650) to pay for building the sewer extension of Banks road and to ratify and confirm the action of the Water and Sewerage Board in constructing the same.
ART. 10. Voted, to accept and adopt the report of the Com- mittee on Ways and Means on this Article appropriating the sum of nineteen hundred and ninety-six dollars ($1,996) for building sewer on Beach avenue.

ART. 16. Voted, to accept and adopt the report of the Ways and Means Committee appropriating the sum of twenty-five dol- lars ($25) to increase the salary of Richard G. Gilley as Dog Officer.
ART. 4. This Article was ruled out of order by the Mod- erator, on the question of sustaining the Chair in his ruling ; the meeting voted against such ruling.
Voted, that the Town suspend its rules so that we may adopt the subject matter of Article 4, making the following addition to the Town By-Laws. The number of legal voters necessary to constitute a quorum at Town Meetings except such parts of meetings as are devoted exclusively to the election of Town offi- cers, shall be one hundred (100).
ART. 5 That the Town accept the provisions of Chapter 320, of the Acts of 1912, " An Act relative to the use of rooms or halls in school buildings for other than school purposes."

That for the purpose of defraying the cost of the permanent improvements to the Essex Street Playground there be issued coupon bonds of the Town to the amount of seven hundred dol- lars ($700) to be dated during the current year and each bond to be of the denomination of one hundred dollars ($100) payable in gold coin of the United States or it equivalent, numbered respectively from I to 7, bearing interest at the rate of four per cent per annum, payable semi-annually ; that the bond numbered I be payable one year from its date and bonds numbered 2 to 7 one each year thereafter in their numerical order each subsequent year for the period of six years thereafter. The principal and interest of said bonds shall be payable at the First National Bank,

Boston, Mass., and they shall be subject to registration at the holder's option on presentation to the First National Bank of Boston, Mass. Said bonds shall be signed by the Treasurer of the Town and countersigned by the Board of Selectmen and shall bear the seal of the Town and each of the said bonds shall bear on its face the words: "Town of Swampscott, Essex Street Playground, Improvement Loan, 1912." Said bonds shall be sold under the direction of the Town Treasurer and Board of Selectmen, but said bonds shall not be sold at less than par and interest. (Unanimous. )
Voted, that the following be fixed as the particulars of the bonds to be issued by the Town under the vote taken at this meeting under Articles 9, 10 and 11, appropriating $3,096 for the construction of sewers.
There shall be issued under the authority of Chapter 86 of the Acts of 1902 and Chapter 401 of the Acts of 1903 and Acts in amendment thereof, five coupon bonds of the Town to the amount of $2,646 dated September 1, 1912, bearing interest at the rate of 4 per cent per annum ; that number one of said bonds be of the denomination of $646 and that number two to five inclu- sive be of the denomination of $500 each payable in gold or its equivalent : That bond number one be payable on September 1 , 1913, and that one of said bonds shall be payable in its numerical order each subsequent year and all payable at the First National Bank, Boston, Mass. They shall be subject to registration at the holder's option on presentation to the First National Bank of Boston, Mass.
All other particulars as to the form, issuance and sale of said bonds, shall be determined by the Town Treasurer and the Selectmen, but the said bonds shall not be sold at less than par and interest. (Unanimous.)
Voted, that the following be fixed as the particulars of the bonds to be issued by the Town under the vote taken at this meeting under Article 14, appropriating $3,500 for sidewalks and curbstones.
There shall be seven bonds of $500 each, dated during the current year, maturing one each year for seven years. That for the purpose of defraying the cost of the additional land taken for the Hadley Schoolhouse, there be issued coupon bonds of the Town to the amount of $4,000 to be dated during the current year, and each of the bonds to be of the denomina- tion of $500, numbered from I to S, payable in gold coin of the United States or its equivalent, bearing interest at the rate of 4 per centum per annum, payable semi-annually; that the bond numbered I be payable one year from its date and one bond each year thereafter in its numerical order for the period of seven years thereafter. To either of the Constables of the Town of Swampscott in said County. GREETING:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to assemble in the Town Hall, in said Swampscott, on Tuesday, the twenty- seventh day of August, at 7.45 P. M., then and there to act on the following articles, viz. :

ARTICLE I. To see if the Town will vote to purchase an automobile ambulance and build a garage for the Police De- partment, and appropriate the sum of $3,000 for the same, as petitioned for by Loring Grimes and others.
ART. 2. To see if the Town will authorize the Board of Selectmen to petition the General Court of Massachusetts to au- thorize the Town to pay an annuity not exceeding $364 for a period not exceeding nine years to Nettie M. Smith, widow of Everett E. Smith, late a member of the Fire Department of the Town, who died from injuries received in the performance of his duties ; the annuity to cease in case the widow shall remarry within the period aforesaid. As recommended by the Board of Selectmen.
ART. 3 To appropriate and raise by borrowing or otherwise such sum or sums of money as may be necessary for all or any of the purposes mentioned in the foregoing articles.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depots, Post Offices and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this warrant, with your doings thereon, at the time and place of meeting as aforesaid.

Special Town Meeting, August 27, 1912.
In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall on Tuesday, August 27, 1912.
The Moderator called the meeting to order at 7.45 o'clock and the Town Clerk read the Warrant and the return thereon.
The report of the Ways and Means Committee was then read by R. B. Hussey.
Report of Committee on Ways and Means.
ARTICLE I. At the last annual Town Meeting it was voted, in accordance with the recommendation of the Committee on Way and Means, to refer the question of the ambulance service to the Board of Selectmen to make the " rearrangements and readjustments needed to perfect the service." The Board of Selectmen have investigated the matter thoroughly and have advised your Committee as follows :
First, That satisfactory ambulance service cannot be obtained with the present horse equipment where now located.
Second, That there is no other place in Swampscott where suitable arrangements can be made for proper maintenance and prompt or effective service.
Third, That while it might be possible to locate it in some stable in Lynn, the distance would be too great to permit favor- able consideration of this plan.
Fourth, That the expense of complete special horse equip- ment and stable adjacent to the Police Headquarters would be too great and that such equipment would soon be antiquated and insufficient.
Fifth, That in their opinion a suitable combination Auto- Ambulance and Patrol could be purchased and a garage built for $3,000.
As is well known, the present service is utterly inadequate, and several cases have arisen recently where the ambulance was required for immediate use and it could not be obtained. Fur- thermore, the Town is no longer able to obtain the ambulance from Lynn. In addition, the Town has now no proper facilities for the removal of persons under arrest to the Lynn Police Station.
In view of the facts as presented by the Board of Selectmen, and the conditions as we find them, we recommend that the Town appropriate the sum of three thousand dollars ($3,000)

for the purchase of an auto-ambulance and patrol and the build- ing of a garage, and that the selection of such auto-ambulance and patrol be left to a Committee of three, to consist of the Chief of Police, the Chairman of the Board of Selectmen, and a third member to be selected by these two.

They shall be subject to registration at the holder's option on presentation to the Town Treasurer for cancellation of the cou- pons and for appropriate endorsement. The principal and inter- est shall be payable at the First National Bank of Boston and they shall be called " Town of Swampscott Ambulance Bonds, 1912."

In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall and were called to order at one o'clock P. M. September 24, 1912, by Elias G. Hodgkins, Selectman and Presiding Election Officer.
The Warrant calling the meeting and return thereon was read by Town Clerk, George T. Till.
