Records of Town Clerk TOWN WARRANT Monday, February 19th, 1934
Essex, ss.
To either of the Constables of the town of Swampscott in said County: Greeting: In the name of the Commonwealth of Massachusetts you are di- rected to notify the inhabitants of the town of Swampscott, qualified to vote in elections and in town affairs, to assemble in their respec- tive precincts, in said Swampscott, on Monday, the nineteenth day of February, at 6 A.M., then and there to act on the following arti- cles, viz:
At the close of the election the meeting shall adjourn to Monday, February 26, 1934, at 7.45 P.M., at the Town Hall.
Article 1. To choose a Moderator for (1) year.
To choose a Town Clerk for one (1) year.
To choose three members of the Board of Selectmen for one (1) year.
To choose a Town Treasurer for one (1) year.
To choose one member of the Board of Assessors for three (3) years.
To choose a Collector of Taxes for one (1) year.
To choose one member of the School Committee for three (3) years.
To choose one member of the Board of Public Welfare for three (3) years.
To choose one member of the Board of Health for three (3) years.
To choose one member of the Water and Sewerage Board for three (3) years.
To choose one member of the Park Commission for three (3) years.
To choose one member of the Board of Trustees of the Pub- lic Library for three (3) years.
To choose one Tree Warden for one (1) year.
To choose three Constables for one (1) year.
To choose one member of the Planning Board for three (3) years.
To choose one member of the Board of Commissioners of Trust Funds for three (3) years.
To choose eight (8) representative town meeting members in each precinct for three (3) years; To choose one rep- resentative town meeting member in precinct three for two (2) years;
All to be chosen on one ballot.
Article 2. 1, Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt bever- ages, wines and all other alcoholic beverages) ?
2, Shall licenses be granted in this town for the sale there- in of wines and malt beverages (wines and beer, ale and all other malt beverages) ?
Article 3. Shall an act passed by the General Court in the year nineteen hundred and thirty-four entitled "An Act making the pro- visions of the Civil Service Laws Applicable to the town of Swamp- scott with respect to its Highway Department" be accepted?
Article 4. To hear and act on the reports of town officials, boards and committees.

Article 5. To see what amount of bonds will be required of the Town Clerk and Custodian of Trust Funds for the ensuing year.
Article 6. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money, from time to time, in anticipation of the revenue of the financial year, beginnng Jan- uary 1, 1934, and to issue a note or notes therefor, payable within one year, the debt or debts incurred thereby, to be paid from the revenue of said financial year.
Article 7. To see what action the town will take in relation to salaries of town officials for the ensuing year.
Article 8. To see if the town will accept donations from the employees of any department.
Article 9. To see what action the town will take in relation to the recommendations not calling for the appropriation of money, as contained in the reports of officers, boards or committees.
Article 10. To see what action the town will take in relation to the recommendations calling for the appropriation or expenditure of money, the creation of a debt, or the disposition of town property, as set forth in the reports of officers, boards or committees.
Article 11. To see what action the town will take in relation to the appropriation of money for departmental and other expenses as recommended and set forth on pages 156-157 of the annual town report.
Article 12. To see if the town will vote to elect the Collector of Taxes and the Town Treasurer each for a term of three years beginning with the annual town election for the year 1935.
Article 13. To see if the town will pass the following by-law: The Collector of Taxes shall have the sole authority to collect, re- ceive, sue for, all water bills and other sums due for supply of water, service furnished by the water department or interest under any agreement with the Water Department. Any existing by-law in- consistent with the foregoing is hereby repealed.
Article 14. To see if the town will vote to authorize the town treasurer with the approval of the Board of Selectmen to assign any tax titles held in his custody under the provison of the General Laws of the Commonwealth of Massachusetts, and to execute, ac- knowledge and deliver assignments thereof in the name and behalf of and under the seal of the town of Swampscott as provided for under Chapter 60, Section 52, of the General Laws, Tercentenary edition as petitioned for by Clarence B. Humphrey et al.
Article 15. To see if the town will vote to appropriate the sum of $2,000 for the foreclosure and redemption of tax titles, to be expended by the Town Treasurer under the direction of the Board of Selectmen.
Article 16. To see if the town will vote to appropriate to the account of unpaid bills the sum of $1,899.96 to cover bills of the de- partments named contracted in 1933 and remaining unpaid at the time of the closing of the books for the year 1933. Board of Public Welfare, $1,757.00; Park Department, $114.51, Heat and Light G. A. R. Hall, $12.04; Library, $16.41.
Article 17. To see if the town will authorize the Board of As- sessors, the Park Commission, the Board of Public Welfare and the Planning Board to appoint a member of such Boards to act as Sec- retary thereof and receive pay therefor as provided by Chapter 41, Section 4A of the General Laws, Tercentenary edition.
Article 18. To see if the town will authorize the Board of Pub- lic Welfare to appoint one of its own members as agent and investi- gating officer and to fix the salary of such appointee as provided by Chapter 41, Section 4A of the General Laws, Tercentenary edition.

Article 19. To see what action the town will take in relation to the appropriation or raising of money for permanent street construc- tion.
Article 20. To see if the town will vote to remove the wooden blocks on Humphrey street and resurface same with some kind of permanent pavement and appropriate money therefor as recommend- ed by the Surveyor of Highways.
Article 21. To see if the town will vote to straighten and widen also resurface Puritan road and appropriate money therefor as rec- ommended by the Surveyor of Highways.
Article 22. To see if the town will vote to replank the surfaces of Essex street and Danvers road bridges and appropriate money therefor as recommended by the Surveyor of Highways.
Article 23. To see if the town will vote to lay a drain and build necessary catch basins and manholes to take care of the surface water on Fuller avenue, Bay View avenue, and Cedar Hill terrace and appropriate money therefor as recommended by the Surveyor of Highways.
Article 24. To see if the town will vote to take such action as may be necessary as will eliminate the damage done by the uncon- trolled flow of surface water on Humphrey street, Bay View drive, Cedar Hill terrace, and Greenwood avenue and appropriate money therefor as petitioned for by Caroline T. Hobbs et al.
Article 25. To see if the town will vote to put Lewis road and Kensington lane, together with the sidewalks of same in shape with a proper top finish and appropriate money therefor as petitioned for by Frank J. Carls et al.
Article 26. To see if the town will vote to purchase the fol- lowing equipment for the use of the Highway department: Two mo- tor driven sidewalk plows, one small truck and one air compressor and appropriate money therefor as recommended by the Surveyor of Highways.
Article 27. To see if the town will instruct the Surveyor of Highways to clean the town's beaches weekly from May 15 to Octo- ber 15, or more frequently if conditions require and appropriate money therefor as petitioned for by Weston K. Lewis et al
Article 28. To see if the town will vote to accept Hampshire street as a public way as laid out by the Board of Selectmen, in ac- cordance with a plan made by W. W. Pratt, Town Engineer dated January, 1934, and to appropriate money therefor, as petitioned for by Newton Courtney et al.
Article 29. To see if the town will vote to accept the laying out of Foster road, as made by the Board of Selectmen, and as shown on a plan dated February 1934, drawn by W. W. Pratt, Town En- gineer, on file in the office of the Town Clerk, under the laws of the Commonwealth, authorizing the assessment of betterments; will au- thorize the Board of Selectmen to acquire by purchase or eminent domain or either, an easement over or fee in the land within the lo- cation of said lay-out; construct a public street in accordance there- with, and appropriate money therefor, as recommended by the Board of Health.
Article 30. To see if the town, in the event of the acceptance and construction of Foster road as laid out by the Board of Select- men and shown by plan dated February, 1934, drawn by W. W. Pratt, Town Engineer on file in the office of the Town Clerk, will vote to authorize the Board of Water and Sewerage Commissioners to lay a water main in said road under the laws of the Commonwealth au- thorizing the assessment of betterments and appropriate money therefor, as recommended by the Board of Health.

Article 31. To see if the town will vote to amend or annul Sec- tion 8 of Chapter VII of the Town by-laws so that the same shall not apply to any construction of a public street, laying of main, or to doing other public work on Foster road and Windsor avenue so- called, as recommended by the Board of Health.
Article 32. To see if the town will vote to accept the laying out of a portion of Windsor avenue as made by the Board of Selectmen, and as shown on a plan dated February, 1934, drawn by W. W. Pratt, Town Engineer, on file in the office of the Town Clerk, under the laws of the Commonwealth authorizing the assessments of better- ments; will authorize the Board of Selectmen to acquire by purchase or eminent domain or either, an easement over or fee in the land within the location of said lay-out; construct a public street in ac- cordance therewith, and appropriate money therefor, as recommend- ed by the Board of Health.
