Resolved, that the duly elected representatives of the Town of Swampscott, assembled in town meeting April 4, 1934, express their appreciation of that interest and service by conferring on Professor Thomson the honorary title of Trustee Emeritus of the Swampscott Public Library, and be it further


Resolved, that these resolutions be entered in the records of this meeting and in those of the Board of Trustees of the Public Library, and that the Town Clerk be instructed to send a copy of them to Professor Thomson.


Voted, Article 2. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Moderator be authorized to appoint a committee of seven to study the salaries and wage scale of officials and employees of the town, and also to study existing type of town government with a view of improving the same.


That the committee be instructed to report at any future special town meeting, but not later than the next annual town meeting.


Voted, Article 3. To accept the report of the Finance Committee and adopt their recommendations as amended:

That the town appropriate $3,171.80 in addition to the amount already appropriated for wages in the Police department for the year 1934 effective as of March 1, 1934 to restore the 10 per cent. wage reduction.


Voted to take up Articles 4-5-6-7 together.


Voted to accept the report of the Finance Committee on Arti- cles 4-5-6-7 and adopt their recommendations as amended.


That the sum of $16,837.79 be appropriated to care for the sal- aries as outlined in these Articles, namely Articles 4-5-6-7.

Voted, Article 17. To accept the report of the Finance Committee and adopt their recommendations as amended:


That the town appropriate $1,100 for the Public Library; $635.00 to be appropriated to restore the ten per cent. salary reduction ef- fective in 1933 and $465.00 for the purchase of books. Said restora- tion of wages to become effective February 1, 1934.


Voted to take up Article 28.


Voted, Article 28. That the town authorize the Surveyor of Highways to use a part of the present budget for the purpose of reimbursing the employees of the Highway department with the amount of money due them caused by the deduction of 10 per cent. from their wages from January 1, 1934, to March 8, 1934.


Under Article 8 a hearing was declared as this was an Article to amend the Zoning By laws. Edward Underwood, Conrad Rich- ardson, and Charles Riddell appeared for the change in the by-laws. James Mahoney appeared against same, after which the hearing was declared closed.


The report of the Planning Board was read by George M. Glid- den, chairman.


Voted, Article 8. That the report of the Planning Board be ac- cepted, and their recommendations adopted as amended.


That the town change from a residential zone to a business area the property located at 646 Humphrey street bounded on the east by Cardillo terrace, and on the west by Glen road and shown on the Assessors' Plan No. 23 as Lot 10. Voting 139. Yes 85; No 54. Motion was lost not being carried by a two-thirds vote.


Voted that when we adjourn it be one week from tonight at the Town Hall at 7.45 P.M.


Voted to adjourn at 11.05 P.M.

ADJOURNED SPECIAL TOWN MEETING April 11, 1934


In accordance with the adjournment from the Town Hall, the town meeting members assembled at the auditorium of the Hadley school and were called to order by John R. Hurlburt, Moderator, at 8 P.M., the necessary quorum being present (117).


Voted to dispense with the reading of the records of the last meeting.


Under Article 9 a hearing was declared, it being an article to amend the Zoning By-laws. James Santry, Jr., Angus Macdonald, appeared for the amendment, James Mahoney, Edward Garity, Philip Stafford, Thomas S. Bubier and Gustavus J. Esselen appeared against same. The hearing which lasted one hour and thirty minutes, was declared closed.


Planning Board report was read by George M. Glidden, which recommended that action be indefinitely postponed.


A motion to amend the Planning Board report and recommenda- tion was made that the town vote that the property described in Article 9 be re-zoned as a business zone.


Previous question called for was lost. For 54; No 48, not being carried by a two-thirds vote.


Amendment to the Planning Board report, that the town vote that the property described in Article 9 be re-zoned as a business zone, For 42; No 74; amendment was lost.


Voted, Article 9. To accept the report of the Planning Board, and adopt their recommendations.


That action on this article be indefinitely postponed.


Under Article 10 a hearing was declared, it being an article to amend the Zoning By-laws. Mr. Campbell, Master of Mt. Carmel Lodge, A. F. & A. M., and Allen Durkee appeared for the amend- ment, and Edward J. Garity, and Mr. Dixie appeared against the amendment, after which the hearing was declared closed.


Planning Board recommended that action on this article be in- definitely postponed.


Amendment to the Planning Board report and recommendation, that the town vote that the property described in Article 10 be re- zoned as a business zone. For 42; No 66, was lost.


Voted Article 10. To accept the report of the Planning Board and adopt their recommendation:


That action under this article be indefinitely postponed.


Voted, Article 11. That a committee of five be appointed by the Moderator to make a study of the water condition of the Foster road so-called, and report back to a Special Town Meeting July 10, 1934.


Voted to take up Articles 12 and 13 together.


Voted to dispense with the reading of Articles 12 and 13.


Voted, Articles 12 and 13. That action under Articles 12 and 13 be indefinitely postponed.


Voted, Article 14. That the article be amended striking out the words "or sewers" so as to read as follows:


That the town will add to the Building By-laws so that no per- mit shall issue to erect a building in a location where water mains are not available without the approval of the Building Inspector and the Board of Health.


Voted that when we adjourn it be to Tuesday evening, April 17, 1934, at 7.45 P.M., at the auditorium of the Hadley school.

Ed.) relative to the establishment of a reserve police force, and to establish a reserve police force in accordance with the provisions of Section 13A of Chapter 147 of the General Laws of Massachusetts, consisting of the present permanent intermittent po- lice officers of the department and such others as may be lawfully appointed.

That the town authorize the Board of Public Welfare to appoint one of its own members as clerk and fix the salary of such ap- pointee at the rate of $1,000 per year as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.) and authorize the transfer from the appropriation for Public Welfare designated as "Others" the sum of $900.00 to salaries and wages.

District member of State committee for each political party for the First Essex Senatorial District.
