To either of the Constables of the Town of Swampscott in said County, Greeting:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in town affairs, to assemble in the Town Hall in said Swampscott on Monday, the thirteenth day of January, at 7.45 P.M., then and there to act on the following arti- cies, viz .:
Article 1. To see what action the town will take in relation to salaries of elective town officers for the ensuing year.
Art. 2. To hear and act upon the report of the Finance Commit- tee in connection with the establishment of a Board of Public Works.
Art. 3. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.
And you are directed to serve this warrant by posting attested copies thereof at the Town Hall, Post Offices and in at least one public and conspicuous place in each precinct of the town and at or in the immediate vicinity of each railroad station in the town seven days before the day appointed for said meeting.
Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

Pursuant to the within warrant to me directed, I have notified the legal voters of Swampscott, by posting attested copies of said warrant at the Post Offices, Town Hall, at least one public and con- spicuous place in each precinct in the town, and at or in the imme- diate vicinity of each railroad station in Swampscott, on Saturday, January 4, 1936, the posting of said notices being seven days before the time of said meeting.

SPECIAL TOWN MEETING, MONDAY, JANUARY 13, 1936
In accordance with the within warrant the town meeting mem- bers assembled at the Town Hall, and were called to order by John R. Hurlburt, Moderator, at 7.15 P.M. the necessary quorum being present.
The report of the Finance Committee was read by John H. Blodgett, Chairman.
Voted: Article 1. To accept the report of the Finance Committee and adopt their recommendations as amended:
By striking out that part that refers to the Water and Sewerage Commissioners; by striking out that part that refers to the Surveyor of Highways; and that the salaries of the remaining elected town officials be the same as for the year 1935.
Under article 2 an amendment to the Finance Committee report was voted as follows: That action under this article be indefinitely postponed; 104 voting, 54 for; 50 against.
Voted: Article 2. To accept the report of the Finance Committee and adopt their recommendations as amended: That action under this article be indefinitely postponed.
Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendations as follows: That action under this article be indefinitely postponed.
Voted to dissolve.
Dissolved at 9.20 P.M.

At the close of the election the meeting will adjourn to Monday, February 24, 1936, at 7.45 P.M., at the Town Hall.
Article 1. To choose a Moderator for one (1) year.
To choose a Town Clerk for one (1) year.
To choose three members of the Board of Selectmen for one (1) year.
To choose one member of the Board of Assessors for three (3) years.
To choose one member of the Board of Assessors for two (2), years to fill vacancy.
To choose two members of the School Committee for three (3) years.
To choose one member of the Board of Public Welfare for three (3) years.
To choose one member of the Board of Health for three (3) years.
To choose one member of the Park Commission for three (3) years.
To choose one member of the Board of Trustees of the Pub- lic Library for three (3) years.
To choose one Tree Warden for one (1) year.
To choose three Constables for one (1) year.
To choose two members of the Planning Board for three (3) years.
To choose one member of the Board of Commissioners of Trust Funds for three (3) years. .
To choose eight (8) representative town meeting members in each precinct for three (3) years; To choose three rep- resentative town meeting members in precinct one for two years and two (2) representative town meeting mem- bers for one year.
To choose one (1) representative town meeting member in precinct eight for two years.
All to be chosen on one ballot.
Article 2. To vote by ballot: "Shall an act passed by the Gen- eral Court in the year nineteen hundred and thirty-six, entitled 'An Act making the provisions of the Civil Service Laws applicable to the town of Swampscott with respect to certain appointed officers and employees of the Accounting, Assessors, Cemetery, Engineering, Health, Library, Moth and Tree Warden, Park, Police, Public Wel- fare, School and Water and Sewerage Departments and of the Board of Selectmen, and to the janitor of the Town Hall,' be accepted ?
Article 3. To hear and act on the reports of town officials, boards and committees.
Article 4. To see what amount of bonds will be required of the Town Clerk and Custodian of Trust Funds for the ensuing year.
Article 5. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money, from time to time, in anticipation of the revenue of the financial year, beginning January 1, 1936, and to issue a note or notes, there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Sec- tion 17, Chapter 44, General Laws.
Article 6. To see what action the town will take in relation to salaries of the Surveyor of Highways and Water and Sewer Com- missioners for the ensuing year.
Article 7. To see what action the town will take in relation to the recommendations not calling for the appropriation of money, as contained in the reports of officers, boards or committees.

Article 8. To see what action the town will take in relation to the recommendations calling for the appropriation of expenditure of money, the creation of a debt, or the disposition of town property, as set forth in the reports of officers, boards or committees.
Article 9. To see what action the town will take in relation to the appropriation of money for departmental and other expenses, as recommended and set forth on pages 208 and 209 of the annual town report.
Article 10. To see if the town will vote to authorize the Moder- ator to appoint a committee of not less than three nor more than five persons to make a study of the public service, particularly as to whether the public service may be operated to better advantage, with greater economy, and with more efficiency by consolidating de- partments, by establishing a board of public works, by remaining as at present, or by any other arrangement; and to report its find- ings to the town, such report to be printed and to be mailed to each town meeting member not less than ten days prior to any town meet- ing which it is proposed to place the report before; said report to be made at least thirty days prior to the date of the next annual town meeting, and that for the use of said committee in carrying on its work the sum of $100 be appropriated, as recommended by the Board of Selectmen.
Article 11. To see if the town will vote to authorize the select- men, or any other board or officials the town may desire, to petition the legislature to amend Chapter 300 of the Act of 1927, the so-called representative town meeting act, by providing that there shall be a finance committee of five instead of eight, and that said committee may be selected at large by the Moderator, as recommended by the Board of Selectmen.
Article 12. To see if the town will vote to authorize the Select- men to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure provided, that the Selectmen or whosoever they may authorize to hold such public auction may re- ject any bid which they deem inadequate, or take any action relative thereto.
