WARRANT FOR SPECIAL TOWN MEETING 1
COMMONWEALTH OF MASSACHUSETTS NORFOLK, SS.
To the Constables of the Town of Weymouth, in said County of Norfolk, GREETING:
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth afuresaid qualified to vote in town affairs to meet at the Hall of the Weymouth High School on Thursday, February 7, 1929 at seven o'clock and forty-five minutes in the evening then and there to act upon the following articles, namely :
Art. 1. To see what sum of money the Town will vote to raise and appropriate for the building and equipment of a Fire Station in Ward 3 and to determine by vote the manner in which the funds for said purpose shall be raised and the terms and conditions of any loans necessary to procure such funds and to authorize the issue of bonds or notes for the same and to fix the term and rate of interest on such bonds or notes, or take any other action in relation thereto.
Art. 2. 'To see if the Town will accept the report of the Selectmen on widening of Commercial street adjacent land of. Harry Malzman and Isaac Rovner and to acquire by purchase or take by right of eminent domain the necessary land therefor as shown on a plan made by Russell H. Whiting, Civil Engineer, and to see what sum of money the Town will vote to raise and appropriate for this purpose or to take any other action in relation thereto.
You are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before. the time for holding said meeting called for in this warrant.

Hereof fail not, make due return of this warrant with your doings thereon to the Town Clerk of said Town, on or before the 2nd day of February, 1929.

SPECIAL TOWN MEETING
Pursuant to the foregoing warrant a special meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members, was held at the hall of the Weymouth High School, East Weymouth, on Thursday, the 7th day of February, 1929.
The meeting was called to order at 8 o'clock p. m. by George L. Barnes, Annual Moderator, who deferred proceeding to the business until the arrival of more Town Meeting Members. 118

Town Meeting Members' names being checked by police stationed at the entrance of the hall.
The Moderator requested the Town Clerk to read the warrant for the meeting, after reading the call for the meeting, it was voted on motion of Frederic G. Bauer, that the reading of the articles be dispensed with, the Town Clerk then read the last three paragraphs of the warrant and the attestation of the constable who served the warrant.
Art. 1. John W. Heffernan, clerk of the Appropriation Committee moved as follows: That a committee consisting of the Board of Selectmen, Chief of the Fire Department, and two members of the Appropriation Committee (to be designated by the chairman of said committee) be authorized to procure plans, specifications and bids for the erection of a fire station in Ward 3 to replace the one burned and that the sum of $3,000. be raised and appropriated for plans, specifications, preliminary work and other necessary expenses and that said committee be authorized and empowered to let a contract, after competitive bidding, for erection of said building, said contract to be contingent upon the town appropriating the necessary money at the Annual' Town Meeting in March, 1929.
Newland H. Holmes moved as an amendment that said committee be enlarged to three members of the Appropriation Committee, instead of two.
This amendment was so voted.
Chief John Q. Hunt of the Fire Department moved as a substitute motion the following:
To raise and appropriate the sum of $47,700. for the erection of a fire station in Ward 3 and that the Board of Selectmen and the Chief of the Fire Department be a committee to carry the same into effect.
Newland H. Holmes moved as an amendment that the Moderator appoint one extra member to this committee, to be from Ward 3.
This amendment was so voted.
The motion as amended was put to the meeting by a voice · vote, the Moderator declaring the motion lost.
This being doubted by more than seven members the Moderator appointed Ralph H. Haskins, Alfred V. Coleman and Arthur A. Cicchese as tellers, who were sworn as such.
On retaking the vote the tellers reported 49 voting in the affirmative and 58 in the negative. Motion lost.
The question then came on the original motion as offered by the Appropriation Committee and amended.

Mr. Joseph Kelley then offered the following amendment: And that said Committee be directed to consider the lot owned by the town and recently occupied by the fire station, unless some other location would not result in an increase of fire insurance rates, by the Fire Underwriters.
This amendment was so voted.
The motion as amended was so voted.
The motion as amended is as follows:

The chairman of the Appropriation Committee appointed Howard M. Dowd, Frank A. Pray and Arthur R. Lohnes as the members to serve on this committee.
Art. 2. Motion offered by John W. Heffernan, clerk of the Appropriation Committee as follows: That for the purpose of widening the sidewalk of Commercial Street, the Board Selectnien are hereby authorized and directed to acquire by purchase or take by right of eminent domain the following described parcel of land supposed to belong to Harry Maltzman and Isaac Rovner:
Beginning at a point of compound curvature situate in the northeasterly side line of Commercial Street as shown on "Plan showing the relocation and widening of Commercial Street in the Towns of Braintree and Weymouth as made by the Norfolk County Commissioners" from surveys made by Russell H. Whiting, Civil Engineer; thence running N. 51°28'29"E. a distance of 3.84 feet to a point on the division line between land of Clarence M. Price and land of Harry Maltzman and Isaac Rovner, the last two courses being by side line of Commercial Street as relocated and widened by the Norfolk County Commissioners; thence turning and running in a general southeasterly direction by said land of Harry Maltzman and Isaac Rovner by a curve to the left with a radius of 129.81 feet a distance of 31.58 feet to the point of beginning, containing 40 square feet more or less.

For a further identification of this description and location reference is hereby made to a "Plan of a relocation of a part of Commercial Street, Weymouth, Mass." made by Russell H. Whiting, Civil Engineer, dated Jan. 25, 1929. And that for the acquisition of said land the sum of One Hundred Dollars ($100.) be raised and appropriated.
Howard M. Clark offered the following amendment: That a strip of 2 feet in width be taken in addition to the above described parcel running parallel to said taking. This amendment was lost.
George E. Cunniff offered the following amendment: That the Superintendent of Streets, the Town Counsel and one other to be appointed by the Moderator be a committee to purchase said parcel, and report not later than the next Annual Town Meeting. This amendment was lost.
Howard M. Clark then offered the following amendment: That the Board of Selectmen be authorized to take covenants for a two foot strip set back of all buildings on the land northerly of the strip above authorized to be taken, and failing to do so, that they be authorized to take by right of eminent domain as ease- ment for a way and light and air over a strip parallel .'and northerly of the northerly boundary of the strip above authorized to be taken. After quite a discussion, Mr. Clark, by unanimous consent of the meeting, withdrew this amendment.
The original motion offered by the Appropriation Committee was then put before the meeting and was carried unanimously.
The tellers reported 88 in favor and none against.
Voted: To adjourn at 9:45 p. m.

Art. 2. To take any action that the Town may think proper- upon the reports of the several Town Boards and Committees and appoint or change any committee that the Town may think proper.
Art. 3. To see if the Town will vote to authorize its. Treasurer, with the approval of its Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Art. 4. To see if the Town will vote to authorize its- Treasurer, with the approval of its Selectmen, on and after- January 1st. 1930, to borrow money in anticipation of the revenue of the year 1930.
Art. 5. To see what sum of money the Town will vote to raise and appropriate for the payment of unpaid bills.
Art. 6. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1929.
Art. 7. To determine in what manner taxes shall be collected during the current year, and fix the rate of interest on all taxes. remaining unpaid after the time fixed for payment.
Art. 8. To see what sum of money the Town will vote to raise and appropriate for copying, indexing, preservation and binding of the Town Records, or take any other action in regard io the same.
Art. 9. To see if the Town will authorize the Selectmen to. sell at public auction or private sale any real estate of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes, or take any other action in regard to the same.
WATER DEPARTMENT
Art. 10. To see if the Town will authorize the issuance of not to exceed $15,000.00 in bonds or notes, for the construction of water mains of six inches or more in diameter, said bonds or notes to be payable within fifteen years of the date of issue, and in accordance with Section 19 of Chapter 44 of the General Laws, or to take any other action in relation thereto.
Art. 11. To see if the Town will authorize the appropriation of not to exceed $25.000.00 from the general fund of the Water Department for carrying on necessary work for private parties; payments for such work to revert to the general fund or to take any other action in relation thereto.

Art. 12. To see if the Town will authorize the Board of Water Commissioners to acquire by purchase or take by right of eminent domain, under the provisions of Chapter 79 and Section 41 of Chapter 40 of the General Laws, for the purpose of pre- serving the purity of the water supply, a certain parcel of land lying within the watershed of Great Pond and described as follows: An island containing one acre more or less bounded on the North by New Mill River, on the East by Old Mill River, with three rocks for bounds, with holes drilled therein; on the South by Weymouth Great Pond; on the West by Weymouth Great Pond.
Together with a right of way, twelve feet in width and all benefits thereto belonging. Being the premises deeded to George F. Mitchell by Phillip J. Kane on August 10. 1926, and recorded on August 10, 1926, in Norfolk Deeds, Book 1708, Page 12, and to see what sum of money the Town will vote to raise by loan or otherwise and appropriate for the acquisition by purchase or right of eminent domain of the land referred to in this article and to determine by vote the manner in which the funds for said purpose shall be raised and the terms and conditions of any loan or loans necessary to procure such funds, and to authorize the issue of bonds or notes for same and fix the term and rate of interest on such bonds or notes, or to take any other action in reference thereto.
Art. '13. To see if the Town will vote to authorize the Selectmen to accept on behalf of the Town, deeds of any lands adjoining parcels taken or purchased by the Town for the pro- tection of the water supply in the vicinity of Great Pond, will ratify any such acquisitions already made, and will authorize the Board of Selectmen to sell said lands or to convey them in full or partial settlement of any claims for damages for land taken for the purpose of preserving the purity of the water supply, or take any other action in reference thereto.
SCHOOLS
Art. 14. To see what sum of money the Town will vote to appropriate, or to raise and appropriate, for the purpose of improving land connected with the High School, including Legion Memorial Field and land directly opposite the High School, or to take any other action in relation thereto.
Art. 15. To see what sum of money the Town will vote to raise and appropriate for the construction and equipment of an addition to the new Hunt School in Weymouth Landing, or of -additional building or buildings at or near the Hunt School, and to determine by vote the manner in which the funds for said purpose shall be raised, and the terms and conditions of any loan or Icans necessary to procure such funds, and to authorize the issue of bonds or notes for the same and fix the term and rate of interest on such bonds or notes, or to take any other .action in relation thereto.
