To the Constables of the Town of Weymouth in said County, GREETINGS:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in town affairs to meet in the hall of the Weymouth High School on


THURSDAY, THE FOURTH DAY OF JANUARY, 1934


at seven o'clock and forty-five minutes in the evening, then and there to act on the following articles, namely:


ARTICLE 1. To see what sum of money the Town will vote to raise, by Federal grant, or loan, or both, and appropriate for the con- struction of a plant for filtration of the town water supply, or take any other action in relation thereto.


ARTICLE 2. To see if the Town will vote to authorize the Mod- erator to appoint a committee of five to petition the General Court at this session for legislation to enable the town to lay out, construct and maintain a system or systems of mains, drains and common sewers for the disposal of sewage, and to enable the town to issue notes, bonds or script for the purpose of defraying the expense thereof, or take any other action thereto.


You are directed to serve this warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town, seven days at least before the time for holding said meeting.

SPECIAL TOWN MEETING January 4, 1934


Pursuant to the within warrant a special meeting of the inhabi- tants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members was held at the Hall of the Wey- mouth High School, East Weymouth, on Thursday evening, the fourth day of January, A. D. 1934.


The meeting was called to order at seven o'clock and fifty minutes in evening by George L. Barnes, Annual Moderator.


The Moderator in well chosen words paid respect to the memory of Albert Hollis of Braintree and who lately passed to the great beyond. Mr. Hollis for a number of years reported the doings of the town meet- ings and represented the Town of Weymouth for a daily newspaper.


The moderator then requested the Town Clerk to read the war- rant for said meeting and the attestation of the Constable who served the warrant.


The Moderator requested Rev. George H. Elliot, Pastor of the Church of the Nativity, South Weymouth, to invoke Divine Blessing upon the deliberation of this meeting.


Mr. Raymond Litchfield was sworn as a Town Meeting Member.


Mr. Everett E. Callahan offered the following resolution:


Resolved: That, inasmuch as the Town of Weymouth feels justly proud of its Police Department, the Town Meeting Members, here as- sembled, do declare themselves opposed to any consolidation, or any at- tempt at consolidation, of our Police Department with that of any other municipality or that of the State.


Upon a voice vote the moderator declared the motion to adopt the resolution as lost. More than seven members having doubted the vote a recount was ordered. The moderator appointed Alfred C. Sheehy, A. Francis Rea and Howard M. Dowd as tellers and they were sworn to the faithful performance of that duty. The recount being taken the tell- ers reported 73 voting in the affirmative and 43 in the negative, the motion to adopt the resolution was declared carried.


ARTICLE 1. Mr. John W. Heffernan, Sec'y of the Appropriation Committee moved: That the Town instruct its Board of Water Com- missioners to apply to the Public Works Administration of the federal government for a grant of $39,000. for the purpose of constructing & plant for filtering the Town's water supply. That if this grant is ob- tained, the Treasurer of the Town be and hereby is, for the same pur- pose authorized, with the approval of the selectmen, to borrow the sum of $94,000. and to issue bonds and notes of the Town therefor pay- able in accordance with Chapter 44 of the General Laws so that the whole shall be paid in not less than thirty years. That the Board of Water Commissioners be and hereby are authorized and instructed to proceed as soon as said funds are available with the construction of said filtration plant.


Mr. Heffernan moved to amend by striking out the word "Thirty" in the tenth line above and insert the word "twenty".


On motion of Judge Kenneth L. Nash, it was voted: That a recess be taken for the purpose of considering the article in the second spec- ial town meeting, which was called at 8:30 P. M. the meeting for the first meeting to reconvene at the call of the moderator.


The Moderator requested that the Town Clerk read the warrant and the attestation of the Constable who served the warrant for the special town meeting called for at 8:30 P. M.

ARTICLE 1. Mr. John W. Heffernan, sec'y of the Appropriation Committee moved: That the town raise and appropriate the sum of $1,500. for the collection of garbage in the town from Jan. 1, 1934 to April 1, 1934.


Mr. Albert L. Thibeault moved to amend by inserting the figures $576. instead of $1,500. Under the By-Laws, of Section 110. Art. 1 the largest sum was put to the question first. The question to raise and appropriate the sum of $1,500. was put before the meeting and it was voted, this sum being voted negatives the lesser amount on the amend- ment.


Voted to adjourn this special town meeting.


The first special meeting having been reconvened, the first ques- tion was the amendment of Mr. Heffernan, by striking out the word thirty and inserting in place thereof the word twenty, this was put be- fore the meeting and it was so voted. Mr. Wallace H. Bicknell moved to amend the motion by stricking out the figures $94,000. and inserting the figures $133,000. This amendment was put before the meeting and was declared not a vote.


The Motion of the Appropriation Committee as amended was then put before the meeting. Mr. Howard M. Dowd being a member of the Water Commissioners declined to serve as a teller while the vote is be - ing taken.


The Moderator appointed Mr. James D. Bosworth in Mr. Dowd's place, he was sworn to the faithful performance of the duty.


The vote being taken the tellers reported 140 voting in the affirma- tive and 7 in the negative. More than two-thirds voting in the affirma- tive the motion was declared carried.


ARTICLE 2. Mr. John W. Mr. Albert Silvester moved as an amendment: That instead of the Moderator appointing a committee of five that the Senator and Rep- resentative from this district be the Committee. This amendment was declared lost.


Mr. George E. Cunniff moved as an amendment: That this question be placed on the ballot at the Annual Town election. This was declared not a vote.


The motion of the Appropriation Committee was put before the meeting and was so voted.


Mr. John W. Heffernan, sec'y of the Appropriation Committee moved Further: For the purpose of submission to the voters of said. town, This act shall take effect upon its passage and it shall take full effect upon its acceptance by the majority of the legal voters of said town, present and voting thereon by ballot in their respective pre- cincts at a town meeting called for the purpose within five years after its passage. At such meeting there shall be placed upon the ballot the following question: 'Shall an act passed by the General Court in the year nineteen hundred and thirty-four entitled "An act authorizing the Town of Weymouth to construct and operate a system of sewers be ac- cepted?".

No expenditures shall be made or liabilities incurred until such acceptance.


This question was put before the meeting and it was so voted.


The police stationed at the doors checked 144 Town Meeting Members as being present out of 287 eligible to membership. More than a legal quorum.


Voted at 9:30 to adjourn.

WARRANT FOR A SPECIAL TOWN ELECTION

To either of the Constables of the Town of Weymouth, GREET- ING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections, to meet at the polling places in their respective precincts, to wit:


In precinct 1 in the Fire Engine House located in that precinct; In precinct 2 at the G. A. R. Hall on Commercial Street; In precinct 3 at the Hunt School Gymnasium on Broad Street;


In precinct 4 at the building of the Citizens' Association,' Inc., on Front Street;


In precinct 5 at the building of the Pond School, Pond Street;


In precinct 6 at the new Ward 2 Fire Engine House on the northerly side of Broad Street, which place has been duly designated as the polling place of precinct 6 in accordance with Chapter 54 of the General Laws;


In precinct 7 at the Lovell's Corner Improvement Association building on Washington Street;


In precinct 8 at the Weymouth Heights Club building on North Street;

Monday, the twenty-ninth day of January, 1934


at 2:00 P. M., then and there to bring in to the election officers their votes on one ballot to see if the Town will vote to ratify the action of the Special Town Meeting, held January 4, 1934, whereby it voted:


"That the Moderator appoint a committee of five (5) to petition the General Court at this session for legislation to enable the Town to lay out, construct and maintain a system, or systems, of mains, drains and common sewers for the disposal of sewage and to issue notes, bonds or script for the purpose of defraying the expense thereof."


The polls will be open from 2:00 P. M. to 8:00 P. M.


You are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the time for holding said meeting, as directed by vote of the Town.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk of said Town on or before the twenty-third day of January, A. D. 1934.
