COMMITTEE REPORTS (By direction of the Selectmen)
ARTICLE 2. To take any action that the Town may think proper upon the reports of the several Town Boards and Committees and ap- point or change any committee that the Town may think proper.
TOWN FINANCES (By direction of the Selectmen)
ARTICLE 3. To see if the Town will vote to authorize its Treas- urer, with the approval of its selectmen, to borrow money in anticipa- tion of the revenue of the current financial year.
ARTICLE 4. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, on and after January 1, 1935, to borrow in anticipation of the revenue of the year 1935.
ARTICLE 5. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1934.
ARTICLE 6. To determine in what manner taxes shall be col- lected during the current year, and fix the rate of interest on all taxes remaining unpaid after the time fixed for payment.
ARTICLE 7. To see if the Town will vote to authorize the Select- men to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has poss- ession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to determine the manner or conditions of such sales, or take any other action in reference thereto.
ARTICLE 8. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or per- sonal property belonging to persons receiving poor relief from the Town and to dispose of said property in the manner they may adjudge for the Town's best interest, and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbran- ces.
GOVERNMENTAL AND ADMINISTRATIVE CHANGES
ARTICLE 9. To see if the Town will authorize the Board of Select- men to execute agreements with certain abutters on Broad Street to waive damages in case of a widening in all future cases where public improvements are under consideration, or take any other action in ref- erence thereto.

WATER DEPARTMENT
ARTICLE 10. To see if the Town will authorize the appropriation of not to exceed $10,000.00 from the General Fund of the Water De- partment for carrying on necessary work for private parties, payment for such work to revert to said General Fund, or take any other ac- tion in relation thereto.
ARTICLE 11. To see if the Town will vote to reaffirm the action taken under Article 35 of the Warrant of 1928, authorizing the Board of Water Commissioners to acquire by gift or purchase or take by right of eminent domain for the purpose of protecting the Town's water supply, certain land lying within the water shed of Great Pond and not already owned by the Town, and will authorize the appropria- tion of not to exceed $15,000.00 from the General Fund of the Water Department, for said purpose, or take any other action in relation. thereto.
STREETS AND SIDEWALKS
ARTICLE 12. (By direction of the Selectmen and on petition of abutters on the several streets hereinafter named). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways, or any of them, to wit:
Academy Avenue from the westerly end of the present town way about 2000 feet, southwesterly to a point at or near the junction. of Essex Street and Broad Street;
Brook Terrace from Webb Street, about 335 ft. easterly to the westerly side of Pierce Road so called, a private way. Also from the easterly side of said private way, about 210 ft. easterly and continuing about 380 ft. northerly, to the southeasterly side of a portion of said Pierce Road, previously laid out as a town way.
Canacum Road from Cliff St. easterly about 285 ft. to land of the American Agricultural Chemical Co.
Greenvale Avenue from Essex St. southerly about 1650 feet to Whitmans Pond.
Idlewell Boulevard from Seminole Avenue northerly and then easterly about 1260 ft. to a point on the extension of the easterly side line of Pleasantview Avenue.
Lakewood Avenue from Pleasant St. opposite the Fairmount Cemetery in a general southwesterly direction about 1730 ft. to Robinhood Road, near Whitman Pond.
Manomet Road from Wessagussett Road southeasterly about 320 ft. to land of Velma L. Hausler.
- Massasoit Road from Wessagusset Road southeasterly about 480 ft. to land of Maria J. Ford, et al.
Pierce Road from the present southerly end of the town way continuing about 220 ft. southerly.
Taft Road from Wilson Avenue Northeasterly about 260 feet. or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or an easement for all purposes of a public street and highway in and over each of said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above-named streets, including the acqui- sition of the easements above referred to and for the building of any bridges, drains and conduits which may be necessary in connection therewith, and to see whether the Town will authorize the Board of

Selectmen to accept deeds of any reservation strips existing in con- nection with any of said streets, or to take any other action in ref- erence thereto.
ARTICLE 13. To see if the Town will accept the report of the) Selectmen relocating the following streets and portions of streets in the Town or any portions of said relocations to wit:
North, Norton and East Streets junction; North St. from the North Weymouth Cemetery to the Old Colony R. R. location; Nor- ton St. about 250 ft. northwesterly; East St. from North St. about 220 ft. easterly.
and to see if the Town will authorize the Board of Selectmen to ac- quire by gift or purchase or take by right of eminent domain in fee or easement for all purposes of a public street and highway in and over the portion of said streets as so relocated and accepted; to see if the Town will vote to abandon any portion of said streets as formerly laid out which are not within the lines of said streets as so relocated; and to see what sum or sums of money the Town will vote to raise and appropriate for the working of each of the above streets as so re- located, including the acquisition of the easements above referred to, and for the building of any bridges, drains and conduits which may be necessary in connection therewith, or take any other action in refer- ence thereto.
ARTICLE 14. (On petition of the Committee on Broad Street widening.) To see if the Town will authorize the Board of Selectmen to acquire by gift or exchange, or to acquire by purchase or take by right of eminent domain sufficient land abutting on Broad Street be- tween Hillcrest Road and Jackson Square in East Weymouth to widen said Broad Street to a width of not less than sixty-six feet between these two points, and to see what sum of money the Town will vote to raise and appropriate to carry out the widening of said street, or take any other action in relation thereto.
ARTICLE 15. (On petitions as hereinafter specified.) To see what sum or sums of money the Town will vote to raise and appropriate for the construction of permanent sidewalks and curbing on the streets of the Town as hereinafter set forth, or take any other action in reference thereto:
(On petition of Fred M. Torrey and others.)
On northerly and southerly sides of Hilldale Road for its entire length, approximately seven hundred feet (700).
(On petition of Planning Board.)
On westerly side of Washington Street, beginning at end of permanent sidewalk and continuing to property of Earl C. Fowler.
(On petition of Bates Torrey.) On Tower Avenue, southerly side, for its entire length.
(On petition of Fred A. Loud and others.)
On westerly side of Madison Street, commencing at a point in front of the store of Fred A. Loud & Co. and extending to Commer- cial Street.
(On petition of Daniel P. Sullivan and others.)
On southerly side of Randolph Street, extending from property of Edward N. and Harriet C. Barker, extending to property of Nath- aniel A. and Mary E. Derby, to bend in road, extending beyond the front line of the property last referred to.
(On petition of Emily Johnson and others.)
On southerly side of Columbian Street, extending East and West from the Braintree line to 236 Columbian Street.

PARKS AND PLAYGROUNDS
ARTICLE 16. (On petition of the Park Commissioners.) To see if the Town will vote to authorize the Selectmen to acquire by purchase or take by right of eminent domain in fee for park purposes, the whole- or any portion of the land bordering the northerly and westerly por- tion of Weston Park, or take any other action in relation thereto.
ARTICLE 17. (On petition of Sandy Roulston and others.) To see if the Town will vote to authorize the Selectmen to acquire by pur- chase or take by right of eminent domain in fee for park purposes the land known as the Weymouth Fair Grounds, containing thirty-three. acres, more or less, situated on Park Avenue and Ralph Talbot Street, South Weymouth, together with any buildings and other improve- ments thereon, the same belonging to the Weymouth Agricultural and Industrial Society and others, and to see if the Town will vote to raise or borrow and appropriate the sum of Seventeen Thousand Nine Hun- dred Dollars ($17,900.00), or whatever other sum, for such purpose, and to take any other action in regard thereto.
VETERAN'S ORGANIZATIONS
ARTICLE 18. (On petition of Veterans of Foreign Wars, Wessa- gussett Post No. 1399). To see if the Town will vote to instruct the Selectmen to contract with Wessagussett Post, No. 1399, Veterans of Foreign Wars of the United States for the care and maintenance of certain cemeteries in the Town; namely Old Cemetery off Park Ave- nue; Old Cemetery on Pleasant Street, opposite Fairmount Cemetery; Old Cemetery, opposite Pine Street on Pleasant Street, and one lo- cated off Randolph Street, and that the sum of Six Hundred Dollars ($600.00) be raised and appropriated to be paid to Wessagussett Post,. Veterans of Foreign Wars for the care and maintenance of said cem- eteries during the current year.
TRAFFIC SIGNALS
ARTICLE 19. (On petition of the Planning Board.) To see if the Town will vote to install a traffic light system at Columbian Square and to see what sum of money the Town will vote to raise and appro- priate for same, or take any other action in relation thereto.
ARTICLE 20. (On petition of the Planning Board.) To see if the Town will vote to install a traffic light system at Independent Square- and to see what sum of money the Town will vote to raise and appro- priate for same, or to take any other action in relation thereto.
MISCELLANEOUS
ARTICLE 21. (On recommendation of the Board of Selectmen.) To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) for the repair, alteration and renovation of the Weymouth Town Hall, or take any other action in relation thereto.

ARTICLE 22. (On petition of Bernard J. Cullinane and others.) To see if the Town will vote to appoint a committee of five to inves- tigate and recommend a plan of Municipal Government for the Town of Weymouth, or take any other action in relation thereto.
ARTICLE 23. (On petition of John W. Field and others.) To see if the Town will vote to adopt the following addition and amendment to its By-laws, or take any other action in regard thereto: Section 111 is amended by adding thereto the following new paragraph: "The yeas and nays of the Town Meeting Members on any question shall, . at the desire of one-fifth of those present, be entered on the record."
ARTICLE 24. (On petition of John P. Lovell and others.) To see if the Town will vote a regulatory provision to control all future hand- ling of, and appropriations for, Town Insurance; or to take any other action in reference thereto.
ARTICLE 25. (On petition of Thomas P. Delahunt and others.) To see if the Town will vote to accept such sections of the General Laws which provide for a primary election prior to the annual election for Town Offices; or to take any other action in reference thereto.
ARTICLE 26. (On petition of Thomas W. Twomey and others.) To see if the Town will vote to provide that no person except a member of the Appropriation Committee shall serve as a Town Meeting member unless duly elected thereto as provided in Section 2, Chapter 61, of the Acts of 1921 of the General Court; or to take any other action in ref- erence thereto.
ARTICLE 27. (On petition of the State Reclamation Board.) To see if the Town will raise and appropriate the sum of four hundred fifty dollars for the purpose of maintaining, during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.
ARTICLE 28. (On petition of Minot E. Hollis and others.) To see if the Town will vote to petition the General Court at this session for the enactment of the following legislation:
Section 1. The Department of Public Welfare of the Town of Wey- mouth shall be under charge of a Board of Public Welfare, consisting of three persons appointed by the Moderator, who hold no salaried elective office in the Town. The original appointments shall be made within ten days after this act takes effect and shall be for terms expir- ing March 31, 1935, March 31, 1936, and March 31, 1937, respectively, and thereafter on or before the first Monday in March of each year the Moderator shall appoint one person for a term of three years, be- ginning on the ensuing first day of April, but each member shall con- tinue in office until his successor is duly appointed and qualified. The Board shall choose its own Chairman and vacancies shall be filled by the Moderator for the balance of the unexpired term.
Section 2. Said Board shall have general supervision of the Depart- ment of Public Welfare, shall determine the policies of said Depart- ment and the mode of conducting it and shall appoint an executive secretary for a term of three years from the first day of May, except that the original appointee to said office shall hold office until the first day of May in the third year after his appointment. They may also appoint such other agents as the Town may authorize. They shall fix the compensation of all employees of the Department subject to the votes of the Town Meeting appropriating the money therefor, and may remove any of said employees for cause and after a hearing.

Section 3. The executive secretary shall have charge of the adminis- tration of poor relief and old age assistance in the Town except assis- tance given to veterans under Chapter 115 of the General Laws and acts in amendment thereto, shall pass upon all applications for such relief and determine the amount thereof, and shall have supervision of the Town Infirmary. He may sign all notices and other papers re- quired by law to be signed by a member of the Board of Public Wel- fare and may discharge such other duties of the Board of Public Wel- fare as the Board may delegate to him.
Section 4. From any decision of the executive secretary granting or refusing relief or increasing or diminishing the amount thereof the person affected or any taxpayer of the Town may appeal to the Board of Public Welfare, but pending the determination of said appeal the decision of the executive secretary shall remain in force. Said Board, after a hearing, may affirm, reverse or modify the decision of the Secretary. At the request of said Board or of any party to such appeal the Town Counsel shall attend said hearing and assist said Board in examining the person refused or granted relief and any witnesses pro- duced by any party and shall otherwise assist the Board in procuring evidence.
Section 5. As soon as the Board of Public Welfare herein authorized shall have organized and chosen its executive secretary, it shall file a written statement thereof with the Clerk of the Board of Selectmen which shall be recorded on the records of said Board, and upon such filing the functions of the Board of Selectmen as Board of Public Wel- fare shall cease.
Section 6. This act shall take effect upon its passage so far as to authorize the appointment of the Board of Public Welfare and the organization of said Board and the appointment of its executive secre- tary and the remaining provisions of this act shall take effect upon the filing of the certificate referred to in the preceding section," or take any other action relative thereto.
ARTICLE 29. (On recommendation of Board of Selectmen.) To see if the Town will authorize the Selectmen to appoint an Inspector of Wires, in accordance with the provisions of General Laws, Chapter 166, Section 32, whose duty it shall be to supervise the installation and operation of each and every wire in said Town of Weymouth over or under streets or buildings, or within the same, designed to carry an electric light, heat or power current, determine the compensation to be paid such Inspector as may be appointed in accordance with any vote hereunder and appropriate a sum of money for the same, or take any action relative thereto.
You are further required to notify and warn said inhabitants of Weymouth qualified to vote in Town affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the fifth day of March to meet in adjourned session at the hall of the Weymouth High School on
WEDNESDAY, THE SEVENTH DAY OF MARCH, 1934
at seven o'clock and forty-five minutes in the evening, then and there to act upon such of the foregoing articles as shall not have been act- ed upon on March fifth or action upon which may at said meeting of March fifth have been deferred until said adjourned session.
You are further required to notify and warn the inhabitants of Weymouth qualified to vote in elections to meet at the polling places of their respective precincts, to wit:
In precinct 1 in the Fire Engine House located in that precinct; In precinct 2 at the G. A. R. Hall on Commercial Street;

In precinct 3 at the Hunt School Gymnasium on Broad Street;
In precinct 4 at the building of the Citizens' Association, Inc., on Front Street;
In precinct 5 at the building of the Pond School, Pond Street;
In precinct 6 at the new Ward 2 Fire Engine House on the northerly side of Broad Street, which place has been duly designated as the polling place of Precinct 6 in accordance with Chapter 54 of the Gen- eral Laws;
In precinct 7 at the Lovell's Corner Improvement Association Build- ing on Washington Street;
In precinct 8 at the Weymouth Heights Club Building on North Street;
In precinct 9 at the building of the Norfolk Club on Pleasant Street; on
MONDAY, THE TWELFTH DAY OF MARCH, 1934
at six o'clock in the forenoon, then and there to bring in to the war- dens of their several precincts, their votes on one ballot, for the fol- lowing named public officers, to wit:
Town Clerk for three (3) years;
