Mr. John Griffin moved: That the Selectmen be instructed to pur- chase the land known as Weymouth Fair Grounds, and the sum of $17,900 be raised and appropriated for said purpose.


By unanimous consent Mr. Callahan withdrew his motion for the previous question.


Mr. Griffin's motion not being in order at the time in which it was made at the previous question was asked for, the motion of the Ap- propriation Committee being a motion to refer taking precedence over any other motion was then put before the meeting and was declared lost.


Mr. Griffin moved: That the Selectmen be instructed to pur- chase the land known as the Weymouth Fair Grounds and the sum of $17,900.00 be raised and appropriated for that purpose.


Mr. George E. Cunniff moved to amend by adding the words "pro- vided a good and sufficient title be given.' so voted.


Mr. Arthur Lohnes moved to amend by striking out the word "Pur- chase" and by adding the words "to take by right of eminent domain". Not a vote.


Mr. John Griffin moved to amend by adding the words, "for Park purposes". This was so voted.


The motion as amended was so voted: That the selectmen be in- structed to purchase the land known as the Weymouth Fair Grounds, and the sum of $17,900. be raised and appropriated for that purpose, provided a good and sufficient title be given, for park purposes.


Article 18. John W. Heffernan moved: No action under this article. So Voted.


Article 19: John W. Heffernan moved: To refer the subject matter of this article to the Police Department.


Mr. Frank A. Pray moved: That the sum of , $5,900. be raised and appropriated to instal a traffic light system at Columbian square.


Mr. Francis A. Gunn moved: That the subject matter of this ar- ticle be laid on the table. Not a vote.

Mr. Irving E. Johnson moved to amend: That the subject matter of these articles be referred to the Public Works Department of the state for investigation and report.


Mr. Daniel L. O'Donnell moved to amend: That the subject mat- ter of this article and also article 20 be referred to a committee of 5 from South Weymouth for investigation and report.


Mr. Irving E. Johnson asked unanimous to withdraw his amend- ment, no objection it was granted.


The first motion to refer this question was declared lost.


Mr. Francis A. Gunn moved to amend Mr. O'Donnell's motion : That the Committee after investigation on the subject under articles 19 and 20 be given power to act, the sum of $5,900 be raised and ap- propriated to carry into effect a traffic light system at Columbian and Independence Squares. Not a vote. More than seven members doubting the vote a recount was ordered. The tellers reported 34 voting in the, affirmative, 90 in the negative, the motion was declared lost.


The motion of Mr. O'Donnell to refer the subject matter article 19 to a committee of 5 from South Weymouth for investigation and re- port, was so voted.


Article 20. John W. Heffernan moved: That the subject matter of this article be referred to the Police Department, Mr. Frank A. Pray : moved :


That the sum of $4,750. be raised and appropriated to install a traffic light system at Independence Square.


The first question having precedence was declared voted.


The tellers reported 88 in favor and 44 opposed.


The motion of Mr. Pray's was not put before the meeting.


Article 21. Mr. John W. Heffernan moved: No action under this article.


Mr. Archibald Mclellan moved: That a sum of money be raised and appropriated to repair, alterations and renovations to the Town Hall, and the sum of $7,200. be expended by the Selectmen for that purpose. Not a vote.


More than seven members having doubted that vote a recount was ordered.


The tellers reported 56 in favor and 73 opposed.


Mr. Fred V. Nolan being appointed and sworn in place of Mr. Bas- tey who was absent.


The motion of the Appropriation Committee was so voted.

Article 22. Mr. John W. Heffernan Moved: That the Moderator ap- point a Committee of five to investigate and recommend a plan of Municipal Government for the Town of Weymouth. So Voted.


Article 23. Mr. John W. Heffernan moved: No action under this article.


Mr. John W. Field moved to amend the following addition and amendment.


Section 111 The By-Laws of the Town of Weymouth is hereby amended by adding thereto the following new paragraph :- "The yeas and nays of the Town Meeting Members on any question shall at the desire of one-fifth of those present, be entered on the records." Voted to adopt.


Article 24. Mr. John W. Heffernan moved: That the subject matter of this article be referred to the Committee to be appointed under Article 22.

Article 26. Mr. John W. Heffernan moved: No action under this article. Mr. Francis A. Gunn moved: That the Town Counsel be in- structed to petition The General Court for an amendment to the Town Meeting Act. in conference with the subject matter of this article. Not a vote.


The motion of the Appropriation Committee was so voted.


Article 27. Mr. John W. Heffernan moved: To raise and appropri- ate the sum of four hundred and fifty dollars ($450.00) for the pur- pose of maintaining during the ensuing year the Mosquito Control Works, as estimated and certified by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts 1931. So Voted.


Article 28. Mr. John W. Heffernan moved: That the subject mat- ter of this article be referred to the Committee to be appointed under Article 22 and 25.


Mr. John H. Moran moved to indefinite postponement of the sub- ject matter of this article. So Voted.

Mr. Ronald A. MacDonald Moved: That a vote of thanks be exten- ded to George L. Barnes, Annual Moderator for the able manner in which he presided at this Annual Town Meeting.
