MR. WEBB WAS BORN IN SCITUATE, MARCH 16, 1833. AT THE AGE OF 18 HE ENTERED THE EM- PLOY OF JAMES VILA & CO., WOOL MERCHANTS, BOSTON, LATER ON BECOMING A MEMBER OF THE FIRM OF WEBB & BALL, WHERE HE CONTINUED UNTIL THE BOSTON FIRE OF 1872, WHEN HE WAS BURNED OUT.
RETURNING TO SCITUATE, HE LIVED AT THE OLD HOMESTEAD UNTIL HIS DEATH, MARCH 16, 1901.
MR. WEBB FIRST ENTERED. THE SERVICE OF THE TOWN AS AUDITOR IN 1891. IN 1892 HE WAS ELECTED SELECTMAN, ASSESSOR, AND OVER- SEER OF THE POOR, AND SERVED THE TOWN CONTINUOUSLY IN THESE POSITIONS UNTIL HIS DEATH. HE WAS CHAIRMAN OF THE BOARD FOR SEVEN YEARS DURING THIS PERIOD.

TO THE INHABITANTS OF THE TOWN OF SCITUATE: 1
The Selectmen, Assessors and Overseers of the Poor sub- mit the following report for the year of 1906.
At the last annual meeting the Selectmen were authorized to purchase land and erect a Hose House at North Scituate Beach, the contract for the building to be awarded to the lowest bidder.

The contract was therefore awarded to Thomas F. Bailey & Son for $1,254.
The building was completed and the keys placed in pos- session of Chief Engineer A. A. Seaverns on December Ist.
The Guide Boards throughout the town have been repair- ed and painted. New posts have been substituted, where necessary, and several additional posts and signs erected.
Signs bearing the names of streets should be placed in various parts of the town, and "speed limit" signs erected in villages. An appropriation of $50 is recommended for this purpose.
The Norfolk County Superior Court has approved the re- port of the Commission, created under Chapter 456 of the Acts of 1900. By it this town is assessed for 2 per cent of the cost of construction and maintainance of the Bridge over Fore river between Weymouth and Quincy.

The amount now due with interest is about $2,600 and means must be provided for payment.
Under authority of Chapter 358 of the Acts of the Legis- lature of 1906, notes of the town amounting to $35,000 have been paid off; and cancelled and new notes amounting to $31,000 have been issued in part payment therefor, the balance, $4,000, was paid from funds raised for the purpose.
Main Street from the Cohasset line to the store of M. G. Seaverns & Co. has been rebuilt under the direction of the State Highway Commission at an expense to the town of $1,000 and the commission has also extended the state road construction on Main Street to a point near the residence of Fred Cole.
The policy of the Town Highway Surveyor in thor- oughly rebuilding certain portions of our streets is com- mendable.
Under vote of the town, plans for the enlargement of the Town Hall, and the erection of a vault for the proper pro- tection of the valuable books and papers of record, have been prepared and will be submitted at the annual meeting in March.
The Legislature at its last. session, appropriated $15,800 to be expended under the direction of the Harbor and Land Commissioners in constructing certain Sea Walls and other structures at Beach Street, Surfside Road, between First and Second Cliff, and at the southerly end of Third Cliff.
Contracts have been awarded and work commenced at Beach Street, Surfside Road and Third Cliff.
Our summer population is increasing rapidly thereby furnishing a larger home market for our farm produce.
Additional train service throughout the year would doubt- less induce many to become permanent residents.
Extensive improvements in passenger and freight facilities at North Scituate are contemplated by the Railroad Com- pany, and the Telephone Company, with other improvements,

is to substitute cables for the mass of wires on our principal streets.
The list of Taxable property as published, though far from satisfactory to the Assessors, is the best they were able to prepare in the limited time allowed for this work. The increase in valuation, after deducting about $46,000 under the Soldiers' exemption act, was $266,098.
Several parcels of valuable real estate have been restored to the books and many corrections made in the description of property.
The work of careful revision of this list should be con- tinued until all errors are eliminated.
Much confusion would be avoided if purchasers of real estate would record deeds promptly.
Our system of Tax collection should be revised.
Advantage is taken of our lax method to postpone the pay- ment of bills for years, the town being obliged to pay for the use of money borrowed in lieu of unpaid taxes. Tax bills should be payable on or before October Ist, and a charge of 6 per cent per annum made upon all bills remain- ing unpaid on December Ist.
The system of allowing a discount on payments made be- fore certain dates should be abolished.
During the past year assistance has been rendered to 70 citizens, of this number 14 are over 70 years of age and 20 under 15. Ten cases have been discontinued and five cases denied as not belonging to this town.
In consideration of assistance rendered, and to be render- ed, Patrick Driscoll and wife have deeded to the town certain unincumbered real estate now occupied by them and assessed for $600, and Daniel Broughton and wife have also deeded to the town like property assessed for $875. Upon the death of the survivor, these deeds provide for the distribution of the residue, if any, which may remain after deducting the amount of moneys advanced by the town.

As requested in a proclamation by Governor Guild dated April 20th, a meeting was held at the Town Hall on Sat- urday, April 21st and a committee consisting of John D. Ferguson, Chairman; Rev. Ross Adair, Rev. T. Brooks Noyes, Rev. George A. Hathaway, Benjamin T. Turner, Frederic T. Bailey, Herbert E. Webb, Israel C. Dalby, Steph- en L. Joyce, John Cummings, Walter H. Spooner and Charles H. Waterman were chosen to solicit funds for the relief of the California earthquake sufferers. The total amount received was $535.50, which sum was paid over to Kidder, Peabody & Co., treasurers of the general fund. It is gratifying to learn that the charges of misappropriation of funds raised for this purpose did not apply to the fund raised in Massachusetts.
The death of William Hubbard Litchfield on March 8, 1905 and the death of Thomas Tilden on August 20, 1906 removed from our midst two of our most worthy and re- spected citizens who for many years served the town as Chairman of the Board of Selectmen, Assessors and Over- seers of the Poor.
The usual financial statements are appended.
