TO THE INHABITANTS OF THE TOWN OF SCITUATE :


The Selectmen, Overseers of the Poor, and Assessors, submit the following report for the year 1907.


In the Town's accepting the layout of the Selectmen at the junction of Main and Blossom, and Main and Gannett streets, near North Scituate station, the selectmen think you have acted wisely, as they have the assurance of the N. Y., N. H. & H. R. R. Co., that a new station will be built there and better freight facilities given the patrons and merchants of that vicinity in the near future.


Humarock Beach has a growing and desirable summer settle- ment. The town derives an income of about $1,600 annually from that section through taxes, with a very small outlay.


The Selectmen think the residents of that locality are entitled to some improvements in their roads, therefore we recommend a small appropriation for the building of the road as laid out by them.


The poor have been carefully looked after the past year, and while the Overseers feel the need of economy in the Town's ex- penditures, think it would be hard to curtail on the amount rec- ommended for the coming year. Several cases have been de- nied as not belonging to the town, and all others that have come to their notice have been carefully investigated by the Board.


Under the able supervision of the Highway Surveyor, the Selectmen think the appropriations for roads have been spent to good advantage. Our streets compare favorably with those of other towns, and we recommend a continuance of his method in building macadam roads.

The town appropriated $150 for the improvement of the Com- mon for base ball purposes. Specifications were submitted, but no bids were received. The Selectmen then authorized the - Road Surveyor to spend the amount in improvements, under their direction, which has been done. After inquiring into the methods of other towns and getting the judgment of the State Highway Commission, the Selectmen expended the appropria- tion for enforcing the Automobile laws in placing signs, warn- ing motor vehicles as to speed limits, etc., with what results you may judge.


We ordered, through the Highway Commission, signs to com- ply with the state law early in the season; failing to receive them when expected, we had same painted in town.


Automobiles are here to stay, and so many of them use our roads, something should be done to derive an income from them for the repairs of roads, and for the protection of other travellers. A heavier state tax and more care in the granting of licenses to unresponsible persons would be a benefit, and the state roads could be kept in better repair.


The street signs have been repaired, and many new ones add- ed. A small appropriation each year would keep them in re- pair, and be a benefit to travellers.


Mainly through the efforts of public spirited citizens of our town, the legislature has appropriated $6,800 to be expended the coming year under the direction of the Harbor and Land Commissioners, for the continuance of sea walls, etc., at Beach street, Surfside Road and Third Cliff.


By making the town attractive, as regards trees and park im- provements, more people may be induced to become residents. Mr. Silas Pierce has very generously donated to the town what is known as "Hollet's Island" on Beach street, for park pur- poses, and by improving same it will make one more attractive spot in our old town. We recommend a small appropriation for park purposes. Much money is spent in town by the sum- mer people, and we feel that the town must look forward to im- provement through that source.

The town offices should be improved. More room is need- ed for persons desiring a private interview with the Selectmen, Overseers of the Poor or Assessors, and for hearings, etc.


We recommend an appropriation for the purpose of enlarging the town hall as per plans submitted at the last annual meeting. A large safe has been purchased, so there is sufficient vault room for years to come.


Last year the town appropriated $300 for Gypsy Moth work. Under the continual supervision of the State officials we were obliged to spend considerable more. In 1907 the town was liable to a tax of about $1,500 on Gypsy moth work. The law is. compulsory, and we recommend a reasonable sum be appro- priated for the continuance of the work the coming year. In fact, the town has been authorized by the State Superintendent to expend $1,676.63 for the year ending Nov. 30th, 1908.


No appropriation was made for the Fire Department, but considering the fact that the town owns so much valuable prop- erty, the Selectmen deemed it advisable to spend a small amount for repairs, etc. We have the houses and equipments, and think it for the interest of the town to appropriate a small amount annually for Fire Department purposes, and raise the standard of efficiency of the same if possible.


The Assessors have endeavored to keep the tax rate down to a moderate sum; but owing to the large increase in the town expenses and appropriations, it will be hard to do so in the future.


We urge the necessity of having deeds recorded when property is transferred. As by neglect in so doing much property is lost to the Assessors, and the rightful owners are not always taxed for same.


The town was asked to contribute a memorial stone. to be placed in the Provincetown monument. The cost being small, your Selectmen thought it advisable to do so: as many of the old towns in the State were having similar stones placed.

feet by 15 inches in dimension, with the following inscription on face.

Owing to a law passed by the legislature in 1907, towns must elect their Assessors for terms of one, two, and three years, re- spectively. For that reason we think it advisable to elect your Selectmen and Overseers of the Poor for the same terms. By combining the offices we think the expense would be less, and much of the work done with a saving to the town.


A word about taxes.


By giving a discount of 5 per cent. on taxes paid October first, the people disposed to pay their bills on that date pay only $15.67 per thousand, (at the present rate.)


Those who get no discount are charged $16.50 per thousand (at the present rate).


The town makes no provision for that discount. The rate is based on the amount of money appropriated for the yearly ex- pense, plus the State and County tax. Therefore the discount is an expense of about $2,000, annually. In other words you are adding to your debt that much yearly. There is about $20,000 carried on the tax collector's books annually, for which we receive no interest. But yet the town has to borrow large sums at high rates to meet their bills. From a business stand- point the town cannot afford to loan out $20,000 free of charge. For that reason we recommend a change in the method of col- lecting. In our minds, taxes should be net October first at the rate figured for the current year with interest charged after that date.
