TOWN MEETINGS


Annual Town Meeting, March 5, 1906.


Ballot Clerks, William W. Wade and Henry A. Litchfield.


Charles F. Clapp, Walter J. Stoddard and Charles T. Chu- buck checked the names of voters before depositing their ballots in the ballot box.


George S. Bailey and John Cummings as Tellers, counted the votes of the Official Ballot on the counting board. These officers were sworn to the faithful discharge of their duties by the Town Clerk.


The meeting was opened at 7 o'clock a. m., by the Town Clerk, who read the Warrant and took charge of the meet- ing.


Article I was taken up and Henry T. Bailey was chosen Moderator by ballot, and took charge of the meeting, being the Presiding Election Officer of the voting with the Official Ballot.


The voting commenced at 7.15 o'clock a. m.


The ballot box had previously been examined and the keys given up to Charles M. Litchfield, Constable.


The ballot box was opened at 9.05 a. m., and fifty ballots taken out, and the counting of votes commenced.


The polls were declared closed at 12.30 p. m.


The Ballot Box registered 534 votes; the number of vot- ers checked on the two voting lists, 534.

'Article 16 .- Voted, Not to accept the layout of the Se- lectmen at "Shore Acres" as printed in the Town Report.


Article 17 .- Voted, That the Town instruct its Selectmen to request the County Commissioners to reconsider their order of notice (on petition of George F. Welch and others) in regard to widening, straightening, etc., the road at the Sand Hills.


Article 18 .- Voted, To raise and appropriate $600 to purchase a Hose wagon and fixtures for the use of Hose Company No. 3, at North Scituate. 81 in favor; 70 against.


Article 19 .- Voted, To raise and appropriate $350 to purchase a lot of land at No. Scituate Beach as a site for a new building for Hose Company No. 4.


Article 20 .- Voted, That the Town raise and appropriate ' the sum of $1500, to be used for erecting a suitable building for Hose Company No. 4 at No. Scituate Beach, and that the Selectmen be instructed to contract for the erection of the building, giving the contract to the lowest bidder.

Article 21 .- Voted, To raise and appropriate $250 to pay for the services of the School Committee.


Article 22 .- Voted, To raise and appropriate $100 for mulching the trees and shrubs at the Jenkins School with dressing, the balance to be expended upon the lawn.


Article 23 .- Voled, That the new Shore road (extending from Jerico Road to Beach street) be called "Hatherly Road."


Article 24 .- Voted, That the Town do abate the poll tax of each individual fireman.


Article 25 .- Voted, That the Town raise and appropriate $500 for draining Beach street near its junction with Damon avenue


Article 26 .- Voted, That the Town raise and appropriate $2,500 for the purpose of rebuilding, repairing and' resur- facing Gannett street, easterly from the house of Hans G. Dick, the same to be expended under the supervision of the Highway surveyor.


Article 27 .- Voted, That the Town authorize the Select- men to have plans prepared for the enlargement and re- arrangement of the Town Hall, and report at some future meeting.


Article 28 .- Voted, That the Town hereby ratifies and confirms the action of the Board of Selectmen in petitioning the General Court for an act entitled "An act concerning certain indebtedness of the Town of Scituate," and all pro- ceedings and action taken and done by the Selectmen, before, at, or since the filing of said petition. 165 in favor; 3 against.


Article 29 .- Voted, That the Town do adopt certain by- laws pursuant to a vote of the Town at its Annual Meeting, March 7, 1904, providing for the granting of licenses for the purchase and sale of old junk.

sessors to print in the next Annual Town Report the valua- tion of the property in Town for the year 1906, and raise and appropriate $500 for the same.


Article 31 .- Will the Town raise and' appropriate the sum of $3,000 to build a breakwater along the road front leading on to the First Cliff to protect it from being washed away by the action of the sea.

Article 33 .- Voted, That the Town raise and appropriate the sum of $2,500 to be expended under the direction of the Highway Surveyor, to build a macadamized road from the corner of Willow and Front streets, to Scituate Depot, by the way of Central street. Yes, 102; no, 62.


Article 34 .- To see if the Town will raise and appropriate the sum of $200 to repair the sidewalks from Scituate Depot to the Harbor.

Voted, By unanimous vote, The citizens of the Town of Scituate, in Town Meeting assembled, hereby express their appreciation of the faithful and able services as Selectman, Assessor and Overseer of the Poor, of their friend and townsman, William H. Varrell, and now on his near de- parture cordially wish him a happy and prosperous career in his new home.


Let this expression be spread on the Town records and a copy sent to Mr. Varrell by the Town Clerk.


Voted, A vote of thanks was extended to Henry T. Bailey for the able manner in which he had conducted the business of the meeting, and it was voted to pay him $5.00 for his services as moderator

Special Town Meeting, May 14. 1906.


Aticle I .- Henry T. Bailey was chosen Moderator.


Article 2 .- To hear the report of any committee hereto- fore chosen or act thereon. Report by John D. Ferguson, Chairman of Committee, on the Sand Hills road.


Voted, To accept the report and that the Committee be discharged.


Report of Committee on Toll House by the Selectmen, John D. Ferguson, Chairman.


Voted, That the Town take no action in regard to dis- posing of its interests in the Toll House.


Article 3 .- Voted, That the Town raise and appropriate $4,000 for reduction of Town debt. Unanimous, 43.


Article 4 .- Voted. By unanimous vote, that the Treas- urer be and hereby is, authorized under the direction of the Selectmen, and in accordance with Chapter 358 of the acts of 1906, to issue Notes of the Town as follows. Five notes for the sum of four thousand dollars each, payable one in each year from 1907 to 1911, inclusive. One note for the sum of five thousand dollars, payable in 1912. One note for the sum of four thousand, payable in 1913. One note for two thousand dollars, payable in 1914.


Article 5 .- Voted, To raise and appropriate two hundred and fifty dollars for services of counsel in connection with passage of Chapter No. 358, Acts of 1906.


Article 6 .- Voted, That the repairs on Main street from the Cohasset line to New York, New Haven and Hartford Railroad Co. tracks as authorized by vote of the Town, March 6th, 1906, be done under the direction of the Se- lectmen, and in accordance with the plans, specifications and recommendations of the Massachusetts Highway Commis- sion.


Article 7 .- Voted, That the Town instruct its Selectmen to sign a release or releases to indemnify and save harmless

the Commonwealth against all claims and demands for damages which may be sustained by any person whose prop- erty is taken for, or is injured by. the construction of its Highway about to be built.


Article 8 .- To see if the Town will raise and appropriate $3,500 for the enlargement and rearrangement of the Town Hall, according to plans prepared by the Selectmen under vote of the Town, March 5, 1906, or act thereon.

BY-LAWS.


By-Laws of the Town of Scituate, Mass., governing the purchase and sale of junk, old metals and second hand arti- cles. Voted in Town Meeting, March 5, 1906, and as ap- proved, January 5th, 1907, by Dana Malone, Attorney Gen- eral.


SECTION I .- No person shall be a dealer in, or the keeper of a shop for the purchase, sale or barter of junk, old metals or second hand articles, unless he receive a license therefor from the Board of Selectmen.


SEC. 2 .- Every keeper of a shop for the purchase, sale or barter of junk, old metals or second hand articles, shall keep a book in which shall be written at the time of every pur- chase of any such article, a description thereof, and the name, age and residence of the person from whom, and the day and hour, when such purchase was made; and such book shall at all times be open to the inspection of either of the Selectmen, and of any person authorized by the Board of Selectmen to make such inspection.
