SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN FOR 1943


To the Citizens of Scituate:


Again during the past year the Selectmen advocated and practiced strict economy in all departments and as you will note by the balances in this Town Report most departments have co-operated with our Board.


The major problem now confronting Scituate is the problem of post-war planning, in order that we may be of assistance to the return- ing men and women from the armed services to peace and, of course, we want to naturally do those things that will make this desirable transition function smoothly and to provide employment for the return- ing men. With this in mind some time ago the Selectmen organized as a committee to work in conjunction with the Emergency Public Works Commission appointed by Governor Saltonstall. We asked the heads of Town Departments to submit to us propositions that in their opinion would provide worth-while jobs for the men and women who will be released from the armed forces and from war industry. They have submitted many projects and we are now carefully studying all of them with the idea we should make every effort to limit the projects to those that are worth-while and really needed and from which Scituate will receive a future lasting benefit. It should not be considered sound economy to develop projects merely for their employ- ment value, because such projects add to the burden of taxation with- out producing commensurate returns.


In the very near future the Postwar Committee will be enlarged and many citizens and organizations will be asked to assist the Select- men in placing the town in readiness to start actual post-war construction and inasmuch as vast sums of money will be necessary during the post- war era we feel the best way for the voters to continue to assist us is in supporting our present economy slogan: SPEND TO WIN THE WAR. SAVE TO SAVE SCITUATE.


The Town of Scituate is now free of debt with the exception of debt incurred by the purchase of the Water Department, and this debt is being reduced annually in a most orderly way. We have invested in Government Bonds or in our surplus account approximately $200,000. We believe this to be a financial statement in which you all should take a personal pride.

REPORT OF THE TOWN CLERK ANNUAL TOWN MEETING ELECTION OF OFFICERS March 1, 1943


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the High School Auditorium in said Scituate on Monday, the first day of March, 1943, at one o'clock P.M .; order was called by Moderator Nathaniel Tilden.


The Warrant was read by Town Clerk William M. Wade.


Tellers appointed by the Moderator and sworn by the Town Clerk were: Eben E. Bearce, Philip S. Bailey, John W. Ford, Robert H. Tilden, William F. Slattery.


ARTICLE I


To choose all the necessary Town Officers other than those elected by ballot, viz .: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Pound Keeper.


VOTED: Measurer of Wood and Bark and Surveyor of Lumber, Russell L. Fish.

Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon.


VOTED: To establish salaries and compensation of all elected Town Officers as follows:


Selectmen: Chairman $1,800.00 and legitimate expenses. Other members $540.00 each and legitimate expenses.

Board of Public Welfare: Chairman $400.00 and legitimate ex- penses. Other members $150.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them.


Assessors: Chairman $1,800.00 and legitimate expenses. Other members $450.00 each and legitimate expenses.


Highway Surveyor: $2,200.00. He to furnish his own conveyance while in the performance of his duties and to receive $400.00 to cover expenses of same.


Town Collector: $2,200.00 and legitimate expenses. All demand fees to accrue to the Town.


Town Treasurer: $1,800.00 and legitimate expenses.


Tree Warden: $300.00.


Town Clerk: $1,200.00 and legitimate expenses.


Board of Health: $1,200.00 divided as follows: Secretary $500.00 and legitimate expenses. Other two members $350.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them, other than the inspection of plumbing, meat and cattle.


Park Commissioners: Each member be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.


Water Commissioners: $180.00 each and legitimate expenses, to be taken from the Water Department Budget.


Moderator: $100.00 per annum.

To see if the Town will authorize the Board of Public Welfare to contract at their discretion for support of the Town's poor, or act thereon.


VOTED: To so authorize. Unanimous vote.


ARTICLE 7


To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1944, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. -.- Selectmen.


VOTED: That the Town do authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1944, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. -- Unanimous vote.


ARTICLE 8


Will the Town vote to have all the income of the Water Depart- ment paid to the Town Treasurer and estimated receipts used by the Assessors in fixing the tax rate for the current year.

VOTED: That all the income of the Water Department be turned over to the Town Treasurer to be used as general taxation, and the Assessors be instructed to use the estimated receipts as a basis in fixing the tax rate for the current year, estimated at $57,501.00 for 1943. -Unanimous vote.


ARTICLE 9


Will the Town vote to raise and appropriate the sum of $7,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon. -Selectmen.


VOTED: To transfer the sum of $7,000.00 to the Reserve Fund from the Excess and Deficiency Account. -Unanimous vote.

Will the Town raise and appropriate the sum of $75.00 for channel markings and regulations of the usage of the North River from Hum- arock Beach to the Sea, same to be in conjunction with like control by the Town of Marshfield, or act thereon. -Selectmen.

Will the Town raise and appropriate the sum of $60.00 for pay- ment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Commerce, or act thereon. -Selectmen.

To see if the Town will raise and appropriate the sum of $1,500.00 to cover cost of supervision and control of the clam flats within the Town of Scituate, or act thereon. -Selectmen.

ARTICLE 14


To see if the Town will authorize the Selectmen to control, regu- late or prohibit the taking of eels and any or all kinds of shellfish and sea worms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the General Laws as inserted therein by Chapter 598 of the Acts of 1941, or take action in relation thereto. -Division of Marine Fisheries.


VOTED: To authorize the Selectmen to control, regulate or pro- hibit the taking of eels, and any or all kinds of shellfish and sea worms within the borders of the Town of Scituate, and such other authority as is provided in Sec. 52 of Chapter 130 of the General Laws as inserted therein by Chapter 598 of the Acts of 1941. · - Unanimous vote.

To see if the Town will raise and appropriate the sum of $350.00 for the purpose of providing quarters for the Satuit Post 3169, Veterans of Foreign Wars, in accordance with the provisions of General Laws, Chapter 40 (Ter. Ed.), Section 9, or act thereon.
