ARTICLE 18


To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of rivers, harbors, tide water and fore- shores, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth. VOTED: That the Town raise and appropriate the sum of $1,300.00 for the purchase of an automobile to replace the present so-called cruiser car, and that the Selectmen in co-operation with the Chief of Police be authorized to sell the present Police cruiser or use same for trade-in value for the purchase of a new automobile.

ARTICLE 32


To see if the Town will raise and appropriate the sum of $2,000.00 to trim bushes, etc., along the Town Highways, or act thereon.

ARTICLE 34


Will the Town vote to establish a committee of five citizens to be appointed by the Moderator to be known as the Memorial Building Committee and raise and appropriate the sum of $200.00 for the expenses of this Committee ?


It shall be the duty of this Committee to study the matter of location, plans, etc., of a building as a Memorial to our Armed Forces of all wars and to furnish, therein, meeting and club rooms for all our Veteran Associations. They shall report their recommendations at the next Annual or Special Town Meeting, or act thereon.

To see if the Town will raise and appropriate the sum of $2,500.00 to repair and put into safe condition the part of First Parish Road running between Mungo's Corner and the Norwell-Scituate line, or act thereon. Kenneth Mansfield, et al.

ARTICLE 36


To see if the Town will raise and appropriate the sum of $500.00 to tar and smooth an area approximately 30 feet by 60 feet in the rear of the Humarock Fire Station for recreational purposes, or act thereon. Humarock Beach Improvement Association.

ARTICLE 37


To see if the Town will rescind its vote whereby the "Town voted that $1,500.00 be raised and passed as per Article 37, provided it conforms to plans and specifications of County Commissioners." Pertaining to Article 37 Town Meeting Warrant, Annual Town Meeting held March 1, 1943. John F. Dalby.

ARTICLE 38


To see if the Town will transfer the appropriation of $1,500.00 made under Article 37, Annual Town Meeting Warrant held March 1, 1943, for the purpose of continuing the construction of a sidewalk on the westerly side of Country Way from a point near the property of Jonathan W. Preston to a point opposite Hatherly School, or act thereon. John F. Dalby.

ARTICLE 39


Will the Town appropriate a sum of money up to $500.00 for the purpose of stocking ponds and other inland waters located within the Town limits with fish and of liberating game, as defined in Section 1, Chapter 129A, within said limits and to meet the necessary expenses incidental thereto, including the feeding of game so liberated as pro- vided in Chapter 142 of the Acts of 1938, or act on anything relating thereto. And to bring in their votes on the following questions :


QUESTION No. I PROPOSED AMENDMENT TO THE CONSTITUTION


Shall an amendment to the constitution to provide for a Fair, Concise Summary, instead of a Description, of Each Proposed Amendment to the Constitution and Each Law submitted to the People, under the Initiative and the Referendum, and Certain Changes relative to the Filing of Initiative Petitions which is further described as follows :-


This amendment amends Article XLVIII of the Amendments to the Constitution by striking out section three under the heading "The Initiative. II. Initiative Petitions" and inserting in place thereof a new section which provides, --


That an initiative petition for a constitutional amendment or a law shall first be signed by ten qualified voters of the Commonwealth and shall be submitted to the Attorney General not later than the first Wednesday of the August before 'the assembling of the General Court into which it is to be introduced. It may be filed with the Secretary of the Commonwealth if the Attorney General shall certify that the measure and its title are in proper form and that it is not, affirmatively or negatively, substantially the same as any measure which has been qualified for submission or submitted to the people at either of the two preceding biennial state elections, and that it contains only subjects not excluded from the popular initiative and which are related or which are mutually dependent.
