SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN FOR 1944


To the Citizens of Scituate :


This year, the same as last year, the major problems now con- fronting Scituate are the problems of postwar planning for the post- war era.


During the past year the Selectmen appointed committees cov- ering all expected activities to provide employment for the returning soldiers and the defense workers and at the same time provide per- manent worth while improvements to our town.


These committee men and women are holding meetings and some of the projects they will present to the town for the postwar era are fast coming to the blue-print stage.


Your town is in an excellent financial condition, but we still must practice economy.


As of January 1, 1945 we had in war bonds, cash and surplus accounts $226,646.84.


The town purchased in 1943, $50,000 worth of war bonds which have already earned about $2,500 in interest.

Our Chairman will orally explain further details of interest at our Annual Town Meeting to be held March 5th next.

SPECIAL TOWN MEETING January 15, 1944


A quorum being lacking Moderator Nathaniel Tilden declared .2 recess until 8 P.M. on January 19, 1944.

ADJOURNED TOWN MEETING January 19, 1944


A quorum being present at 9:45 P.M. the meeting was called to order by the Moderator and the warrant was read by Town Clerk William M. Wade.


Tellers appointed and sworn were: William J. Lumbert, John W. Ford and James Finnie.


ARTICLE I


To see if the Town will vote to raise and appropriate a sum of money for the construction of a gravel filter well by the Water De- partment, or take any action thereto.


WATER COMMISSIONERS


VOTED: That the sum of $7,500.00 be raised and appropri- ated for the construction of a gravel filter well by the Water Depart- ment, and that the Commissioners be authorized to contract therefor. This amount to be taken from the E. and D. Account. Unanimous vote.


ARTICLE II


Will the Town vote to authorize the Board of Water Commis- sioners to take by eminent domain, under chapter seventy-nine, or chapter eighty A, or acquire by lease, purchase, gift, devise or other- wise, and hold, all lands, rights of way and other easements necessary for collecting, storing, purifying and treating water developed by means of driven, artesian or other wells, and protecting and pre- serving the purity thereof, and for conveying the same to a connection with the mains in the Town of Scituate ; provided, that no source of water supply and no lands necessary for preserving and protecting the purity of the water shall be taken or used under authority of this article without first obtaining the advice and approval of the Depart- ment of Public Health, and that the arrangement and location of all

wells, reservoirs, filtration and pumping plants or other works neces- sary in carrying out the provisions of this article shall be subject to the approval of said Department, for the procurement of additional water supply for the Town of Scituate. Said water supply to be developed as required by the Board of Water Commissioners. All lands, rights of way or other easements are now owned by Mary R. Stearns, as shown on plan, titled "Stearns Meadow," on file with the Town Clerk, and raise and appropriate money therefor or take any action relative thereto.


WATER COMMISSIONERS

ANNUAL TOWN MEETING March 6, 1944


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the High School Auditorium in said Scituate on Monday, the sixth day of March, 1944, at 7 o'clock P.M., order was called by Moderator Nathaniel Tilden.

ARTICLE 2


To hear the report of the Selectmen or other Town Officers and Standing Committees, and act thereon.


VOTED: To accept reports of Town Officers and Standing Committees as printed in Town Report.


Under Article 2 it was voted: That the report of the Airport Committee, as published in the Annual Report of the Town for the year ending December 31, 1943, be accepted, and the Town instruct the Moderator to appoint a committee of seven to study all phases of an airport to be located in the Town and that such committee be authorized and empowered to engage the services of competent engineering knowledge and experience to assist in such further study of the matter as the Selectmen may approve. Unanimous vote.

ARTICLE 3


Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon.


VOTED: To establish salaries and compensation of all elected Town Officers as follows :


Selectmen : Chairman $2,000.00 and legitimate expenses. Other members $600.00 each and legitimate expenses.


Board of Public Welfare: Chairman $400.00 and legitimate ex- penses. Other members $150.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them.

Highway Surveyor: $2,200.00. He to furnish his own convey- ance while in the performance of his duties and receive $400.00 to cover expenses of same.


Town Collector : $2,200.00 and legitimate expenses. All demand fees to accrue to the Town.


Town Treasurer : $1,800.00 and legitimate expenses.


Tree Warden : $300.00.

Board of Health: $1,200.00 divided as follows: Secretary $500.00 and legitimate expenses. Other two members $350.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them, other than the inspec- tion of plumbing, meat and cattle.


Park Commissioners: Each member be paid the same amount per hour for work actually performed by them or either of them as is paid laborers in the Highway Department:


Water Commissioners : $180.00 each and legitimate expenses, to be taken from the Water Department Budget.


Moderator : $100.00 per annum.

To see if the Town will authorize the Board of Public Welfare to contract at their discretion for support of the Town's poor, or act thereon.

ARTICLE 7


To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1945, and. to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. Selectmen.

ARTICLE 8


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year ?

TOWN CLERK'S REPORT


VOTED: That all the income of the Water Department be turned over to the Town Treasurer to be used as general taxation and the Assessors be instructed to use the estimated receipts as a basis in fixing the tax rate for the current year, now estimated at $58,861.74.

ARTICLE 9


Will the Town vote to raise and appropriate the sum of $10,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon ? Selectmen.


VOTED: That the sum of $10,000.00 be transferred from the Excess and Deficiency Account to the Reserve Fund for emergency purposes.


ARTICLE 10


Will the Town vote to raise and appropriate the sum of $500.00 to meet foreclosure costs on tax titles, or act thereon ? Selectmen.


VOTED : To raise and appropriate $500.00.


ARTICLE 11


Will the Town raise and appropriate the sum of $75.00 for channel markings and regulations of the usage of the North River from Humarock Beach to the Sea, same to be in conjunction with like control by the Town of Marshfield, or act thereon? Selectmen.


VOTED : To raise and appropriate $75.00.


ARTICLE 12


Will the Town raise and appropriate the sum of $60.00 for payment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Commerce, or act thereon ? Selectmen.


VOTED : To raise and appropriate $60.00.


ARTICLE 13


To see if the Town will raise and appropriate the sum of $500.00 to cover cost of supervision and control of the clam flats within the Town of Scituate, or act thereon ? Selectmen.


VOTED: To raise and appropriate $500.00.


ARTICLE 14


To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and sea worms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chap. 130 of the General Laws as inserted therein by Chapter 598 of the Acts of 1941, or take action in relation thereto. Division of Marine Fisheries.


VOTED : To so authorize the Selectmen.

To see if the Town will raise and appropriate the sum of $350.00 for the purpose of providing quarters for the Satuit Post 3169, Veterans of Foreign Wars, in accordance with the provisions of . General Laws, Chapter 40 (Ter. Ed.), Section 9, or act thereon.
