Meeting was called to order at 7:45 o'clock P. M. by Moderator O'Connell, who read the call for the meeting.


On motion by Mr. Tenney, :


Voted: That further reading of the warrant, with the exception of the Constable's Return, be dispensed with. Constable's Return read.


ARTICLE 1


To raise and appropriate the sum of $6,000, to cover the cost of rentals, equipment, materials and supervision of Federal Projects.


On motion of Mr. Tenney for Finance Committee:


Voted: That the town raise and appropriate the sum of $3,000, to cover the cost of rentals, equipment, materials and supervision of Federal projects.


On motion by Mr. Clemons:


Voted: That this meeting be now dissolved.


Adjourned at 7:50.

ARTICLE 1


To see if the town will vote to rezone the area Northeast of Lake Quan- napowitt bounded on the Northeast by Lowell Street, on the Northwest by the Metropolitan Parkway known as the Quannapowitt Parkway and land of the Metropolitan Park District, on the Southwest by Lake Quanna- powitt, and on the Southeast by the outlet stream from said Lake Quanna- powitt, so that the entire above described area shall be changed from a business district to a general residence district.


On motion by Mr. Dinan: Voted: That this meeting be now dissolved.

ANNUAL TOWN MEETING, MARCH 9, 1936


Meeting called to order at 7:35 o'clock by Moderator O'Connell, who read the call for the meeting.


Motion by Mr. Clemons:


Voted: That further reading of the warrant with the exception of the Constable's Return be dispensed with.

ARTICLE 1


Article 1. To see if the town will vote to repeal the vote passed at the Town Meeting, June 27, 1932, whereby it was voted to reduce the salaries of all elected officers at the rate of ten percent per annum and whereby it was voted to recommend a reduction of ten percent in the salaries or wages of all appointed officers and employees; and restore said salaries or wages to the same rate or rates as they existed immediately prior to said reduction, or to any higher rate or rates than now exist, to take effect be- ginning April 1. 1936, or what it will do about it .- Wakefield Council of Municipal Employees.


A motion by the Finance Committee to indefinitely postpone was lost. "Yes" 89-"No" 159.


On motion by Mr. Leonard.


Voted: That the salaries of all elected officers and the salaries or wages of all appointed officers and employees be raised to a rate or rates five per- cent lower than existed prior to the Town Meeting of June 27, 1932, and that consideration of such increases be given when making appropriations, under subsequent articles of the 1936 warrant, for the salaries or wages of any elective or appointive officers or employees.


ARTICLE 2


Art. 2. To act upon the reports of Town Officers as published.


On motion by Mr. Clemons:


Voted: That the reports of town officers be laid upon the table.


ARTICLE 3


Art. 3. To choose all Town Officers not required to be chosen by ballot. On motion by Mr. Marshall :


Voted: That a committee of five be appointed by the Moderator to bring in nominations for all town officers not required to be chosen by ballot.

Art. 4. To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws .- M. E. S. Clemons and others.


On motion by Finance Committee :


Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws.

Art. 5. To see if the town will vote to authorize various departments to purchase new equipment at net costs not exceeding amounts specified below, exchanging similar equipment therefor, where now owned, the net cost of such new equipment to be expended from the appropriations voted for such departments.

Amendment by Mr. Evans:


That to this equipment be added a Meter Testing outfit for the Sealer of Weights and Measures Department, at a cost not exceeding $285.00.


Amendment by Mr. White to include $11,500 for a new pumping en- gine.


Amendment by Mr. White was put to vote and declared not carried.


Amendment by Mr. Evans for Meter Testing outfit was voted in the affirmative. The original motion by Finance Committee, as amended, was then voted in the affirmative.

ARTICLE 6


Art. 6. To determine how much money the town will raise and ap- propriate for General Government, Protection of Persons and Property, Health and Sanitation, Highways, Charities and Soldiers' Benefits, Edu- cation, Recreation, and Unclassified Public Service Enterprises, Interest and Maturing Debt, specifying what appropriations shall be taken from the receipts of a department.


On motion by Finance Committee:


Voted: That action under Article 6 be laid upon the table, pending revision of figures.


ARTICLE 7


Art. 7. To see if the town will vote to raise and appropriate a sum of money for the improvement of Vernon Street; said money to be used in conjunction with any money which may be allotted by the State or County, or both for this purpose; or take any other action in relation thereto .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the town raise and appropriate $6,000 to carry out the purposes of Article 7 only such portion thereof to be expended as may be equal to one half the sum provided by the State and County together, for the same purpose.


ARTICLE 8


Art. 8. To see if the town will vote to raise and appropriate a sum of money for the improvement of Salem Street; said money to be used in con- junction with any money which may be allotted by the State or County, or both, for this purpose; to take any other action in relation thereto .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the town raise and appropriate $3,000 to carry out the purposes of Article 8, only such portion thereof to be expended as may be equal to one half the sum provided by the State and County together for the same purpose.
