The two major problems of the board of Selectmen during the past year have been the re-organization of the police force, and the local man- agement of the Works Progress Administration. In addition to these, the occurrence of vacancies that necessitated appointments to the Water Board, the School Committee and to the position of Town Accountant, and the application of the New England Power Company to cross Salem Street and Montrose Avenue, with their high tension power lines, made the year exceptional in its possible influence on the future of Wakefield.
The Police Department, having been left without a Chief by the death of James J. Pollard, on Jan. 28, 1936, was ably administered by Sergts. Gates and DeRoche, acting alternately as chief until the appointment of the permanent chief. Civil service examinations were requested early in the spring. A delay was caused by the introduction of a bill in the state

legislature, to remove civil service from the Wakefield Police force. This bill having been defeated, the examinations were held and the returns made to the Selectmen early in September. On September 8th, Sergt. John G. Gates was appointed permanent Chief of Police.
On the recommendation of Chief Gates, the rules and regulations governing the police force were changed by vote of the Selectmen so that the officers of the force should hereafter consist of a chief, a lieutenant and a sergeant, rather than a chief and two sergeants. Examinations were re- quested to fill the position of lieutenant, and an appointment will be made in the near future.
On further recommendation of Chief Gates, the town voted in a special town meeting held on Oct. 26th, to accept Chapter 15, Acts of 1930, es- tablishing a Reserve Force of six men, and such a force was appointed by the Selectmen.
Membership was taken out in the New England Police Revolver League and two teams have been entered in the regular matches of that organiza- tion. Officer Wenzel attended the traffic school, held at Harvard Univer- sity during August and arrangements have been made to have one of the patrolmen take a course in finger printing and photography, during the coming year. Plans have also been made to set up a Police School in Wake- field, consisting of scheduled lectures on police work, and this is highly recommended by the present board.
On May 7th, at a banquet of town officials held in the Town Hall in honor of the occasion, Stanley W. Heath presented to the town a new police ambulance, on behalf of the Heath family and in memory of the late Dr. Joseph W. Heath, a former chairman of the board of health, and a beloved friend of the town. The ambulance was gratefully received by the Selectmen, and was turned over to the custody of the police depart- ment.
The management of the Works Progress Administration was placed on a firmer financial basis by the splendid co-operation of the Finance Com- mittee, who voluntarily met with the board of Selectmen once each month, for the purpose of discussing the W.P.A. problems and making the neces- sary transfers from the reserve fund. J. Theodore Whitney was re-appointed as Supervisor and Agent, and during this year work was done on thirty-five different projects, giving steady employment to between 325 and 425 men.
It was the constant endeavor of the Selectmen, to give the greatest possible relief to the unemployment situation in the town, and at the same time use the funds expended in the construction of permanent benefits to the town. Several miles of concrete sidewalk were laid; Strathmore Road and Butler Avenue were constructed. Water pipes were laid in Brook Street and in the Kendrick Road section; and much work of a permanent nature was done on the Forest Glade Cemetery, and the Greenwood, Nasella and Moulton playgrounds. A more comprehensive account of the work accom- plished, and funds expended, will be given under the report of the local W.P.A. administration.

On March 24, a joint meeting was held with the School Committee, to fill the vacancy caused by the death of Dr. J. William O'Connell. Patrick H. Tenney, was unanimously elected to serve for the remainder of the un- expired term.
A few weeks later another vacancy in town office was caused by the resignation of Aaron T. Butler from the Water and Sewerage Board. The two Boards sitting jointly, elected George O. Sheldon to fill the vacant position.
On Sept. 8th, Harry A. Simonds tendered his resignation as Clerk of the Board and Town Accountant, positions which he had held for twenty- seven years. A week later the resignation was regretfully accepted by the Board, and Charles C. Cox was appointed to fill the position left vacant. Mr. Cox took office on Oct. 19th.
The petition of the New England Power Company of Boston, to cross Salem Street and Montrose Avenue, with their high tension power lines, resulted in the holding of several hearings locally, and in two joint meet- ings with the Selectmen of North Reading, Lynnfield and Saugus. The Wakefield Planning Board was consulted and with their approval, the sur- rounding towns having already given their consent, the petition was granted on July 21st, the routing of the lines to be in accordance with the plan sub- mitted by the Planning Board, and now on file at the Highway Depart- ment.
With the assistance of the State and County, under the provisions of Chapter 90, the highway department rebuilt. a 1000 foot section on Salem Street, near the Lynnfield line, continuing the work of last year, and also rebuilt a section on Vernon Street, from Salem Street to a point halfway between Eastern Avenue and Cordis Street. The department was hampered in completing this section to Lowell Street by the reduction in the State appropriation for this work. Maintenance work was also done on Water Street, New Salem Street, Salem Street and Main Street.
