ANNUAL TOWN MEETING - MARCH 8, 1943


Meeting called to order at 7.37 P. M. by Moderator Thomas G. O'Con- nell, who read the call for the meeting.


On motion by Patrick H. Tenney :


Voted: That further reading of the warrant, with the exception of the constable's return, be dispensed with.

ARTICLE 1 .


To act upon the reports of Town Officers as published.


On motion by Harry Marshall:


Voted: That the subject matter of Article 1 be laid upon the table.


ARTICLE 2


To choose all Town Officers not required to be chosen by ballot.


On motion by Harry Marshall:


Voted: That the Moderator appoint a committee of five to bring in nominations for Town officers not otherwise required to be chosen by ballot.


ARTICLE 3


To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws .- John I. Preston and others.


On motion by Harry Marshall for the Finance Committee:


Voted: That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 4


To see if the Town will vote to authorize various departments to pur- chase new equipment at net costs not exceeding amounts specified below, exchanging similar equipment therefor, where now owned, the net cost of such new equipment to be expended from the appropriations voted for such departments.

ARTICLE 5


To see what action the Town will take as to a general or flat rate increase in salaries of the Town officers and employees for the year 1943 and raise and appropriate money therefor, or what they will do about it .- Harry Marshall and others.


On motion by Finance Committee:


That the town raise and appropriate the sum of $27,600. to provide special compensation, as a temporary measure for the year 1943, for full time regular employees and certain full time elected and appointed of- ficers of town departments as listed below:


Such special compensation, at the rate of $120. per year, shall be paid to the above in the employ of the town on any quarter beginning on the first working day of January, April, July and October 1943 in quarterly payments of $30.00 on the last day of each quarter, if then in the employ of the town; said total sum to be expended under the direction of the heads of the respective departments as follows:

Amendment by Patrick H. Tenney, seconded by Orrin J. Hale:


That the town vote to provide special compensation as a temporary measure for the year 1943 for all town employees and elected officials.


Said special compensation shall be at the rate of 10% of present wages and salaries retroactive to January 1, 1943, but no such special compen- sation shall exceed in any one case more than $200. and that the neces- sary funds to pay such special compensation be added to the budgets of the various departments, and raised and appropriated under Article 6 of this warrant.


On a show of hands, the amendment was voted in the affirmative, and the Moderator declared the amendment carried.

To determine how much money the Town will raise and appropriate for General Government, Protection of Persons and Property, Health and Sanitation, Highways, Charities and Soldiers' Benefits, Education, Recrea- tion, and Unclassified Public Service Enterprises, Interest and Maturing Debt, specifying what appropriations shall be taken from the receipts of a department.
