To see if the Town will vote to raise and appropriate a sum of money for the maintenance of various streets; built under Chapter 90, General Laws, Ter. Ed., said money to be used in conjunction with any money which may be allotted by the state or county, or both, for this purpose or take any other action in relation thereto .- Board of Selectmen.

Voted: That the Town raise and appropriate $1,000 to carry out the purposes of Article 7, only such portion thereof to be exepended as may be equal to one half the sum provided by the State and County together for the same purpose.


ARTICLE 8


To see if the Town will authorize the Board of Selectmen to accept on behalf of the Town, conveyances or easements from time to time, giv- ing the Town the right to slope land back from the street lines and to construct retaining walls .- Board of Selectmen.

Voted: That the Board of Selectmen be authorized to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope back from the street lines and to construct re- taining walls, such authorization to extend until the next annual town meeting.


ARTICLE 9


To see if the Town will raise and appropriate a sufficient sum of money to be expended by the Highway Department for construction of a cement sidewalk and curbing and to re-locate existing fence on the westerly side of Main Street, being a continuation of the present sidewalk along Lake Quannapowitt to Lowell Street .- Board of Selectmen.

Voted: That the Town raise and appropriate the sum of $1,500 to carry out the purposes of Article 9.

ARTICLE 10


To see if the Town will vote to raise and appropriate the sum of $2,250 to construct a ganolithic sidewalk on the northerly side of Albion Street from the end of the granolithic sidewalk now completed westerly to North Avenue .- Board of Selectmen.

Voted: That the Town raise and appropriate the sum of $2,250 to carry out the purposes of Article 10.


ARTICLE 11


To see if the Town will vote to raise and appropriate the sum of $5,000 to construct granolithic sidewalks on various streets in the Town. -Board of Selectmen.

Voted: That the subject matter of Article 11 be indefinitely postponed.


ARTICLE 12


To see if the Town will vote to authorize and instruct the Board of Selectmen to sell for a nominal consideration to the United States Gov- ernment or any corporation designated by it, the rails purchased by the Town from the Eastern Massachusetts Street Railroad and now laid in the various streets of the Town and contract with the purchaser for the repair of streets where said rails are so removed at no cost to the Town. -Board of Selectmen.


On motion by Finance Committee:


Voted: That the Town authorize and instruct the Board of Selectmen to sell for a nominal consideration, to the United States Government or any corporation designated by it, he rails purchased by the town from the Eastern Massachusetts Street Railroad, now laid in the various streets of the town, provided that the Selectmen contract with the purchaser for satisfactory repair of the streets where the said rails are so removed, at no cost to the town.


ARTICLE 13


To see if the Town will vote to provide indemnity for or protection to any officials or employees of the Town of Wakefield or any of them in cases provided for under the provisions of Chapter 40, Section 5, Item 1 of he General Laws and raise and appropriate a sufficient sum of money to pay charges for effecting insurance therefor .- Board of Select- men.

Voted: That the Town raise and appropriate the sum of $1,900 to pur- chase insurance providing indemnity for or protection to any officer or employee of the town against loss by reason of his liability to pay dam- ages to others for bodily injuries, including death at any time resulting

therefrom, or for damage to property, caused by the operation, within the scope of his official duties or employment, of motor or other vehicles owned by the town, to an amount not exceeding five thousand dollars on account of injury to or death of one person, and not exceeding one thou- sand dollars on account of damage to property as authorized under Chap- ter 40, Section 5, Item 1 of the General Laws.


ARTICLE 14


To see if the Town will vote to raise and appropriate the sum of $435 to indemnify Police Officer Harold J. Maloney for medcal expenses incurred by him as the result of an injury suffered in performance of his duties as such police officer, said sum of $435 being the amount recom- mended by the Board of Selectmen .- Board of Selectmen.


On motion by Finance Committee :


Voted: That the Town raise and appropriate the sum of $435 to in- demnify Police Officer Harold J. Maloney for medical expenses incurred by him as the result of an injury suffered in performance of his duties as a police officer.


ARTICLE 15,


To see if the Town will authorize the Board of Selectmen to purchase, at a price not exceeding $1,500 a certain parcel of land situated at the corner of Gould and Converse Streets, said land to be used in the future for the erection of a building for use as a fire station .- Board of Selectmen.

Voted: That the subject matter of Article 15 be indefinitely postponed.


ARTICLE 16


' To see if the Town will raise and appropriate a sufficient sum of money to paint and make necessary repairs upon the Central Fire Station. -Board of Selectmen.

ARTICLE 18


To see if the Town will vote to raise and appropriate a sufficient sum of money to provide for renovating and repairing the Selectmen's Room, Town Hall, including purchase of desks or other equipment as considered necessary .- Board of Selectmen.

Voted: That the subject matter of Article 18 be indefinitely postponed.


ARTICLE 19


To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a post-war rehabilitation fund, in accordance with the provisions of Chapter 3, Acts of 1943 .- Board of Selectmen.


Motion by Finance Committee:


That the Town raise and appropriate the sum of $10,000 to be in- vested in Government War Bonds and authorize the Treasurer, with the approval of the Board of Selectmen, to purchase such bonds with the recommendation that they be Series G War Bonds, such investment being for the purpose of establishing a post-war rehabilitation fund as provided under Chapter 3, Acts of 1943.


Amendment by L. Wallace Sweetser:


That the amount of $20,000 be invested, instead of $10,000.

ARTICLE 20


To see if the Town will authorize the Moderator to appoint a com- mittee of ten to plan the 300th anniversary of the incorporation of the Town in 1944, in conjunction with the program planned by the First Parish and similarly appointed committees in Reading and North Read- ing, and to appropriate the sum of $200 for committee expenses, said committee to report to and work with the Board of Selectmen, as may. be necessary during the year .- Board of Selectmen.


Motion by Finance Committee:


That the Moderator be authorized to appoint a committee of ten to plan the 300th anniversary of the incorporation of the town in 1944 and raise and appropriate the sum of $200 for expenses of the committee.


Amendment by Cyrus M. Dolbeare:


To authorize the committee of ten to expand its membership as may be desirable from time to time.


The vote on the amendment was in the affirmative.


The Moderator announced that a two-thirds vote would be necessary to pass the $200 appropriation.

ARTICLE 21


To see if the Town will vote to authorize the Water and Sewer Board to purchase from Edward W. Edmands et al for a sum of money not exceeding $75, the following described parcels of land:


Parcel No. 1-Bounded and described as follows: Beginning at a point about 60 feet from a point where the line separating the Town of Lynn- field from the Town of Wakefield intersects the southerly line of the tak- ing by the Commonwealth of Massachusetts for Reading drainage, which point is in the center of the bed of the Saugus River; thence the line runs westerly along the southerly line of said taking, about 205 feet to a point at other land of the Town of Wakefield, said point also being in the center of the bed of the Saugus River; thence northerly, easterly and southerly by the center line of the bed of the Saugus River to the point of beginning.


Parcel No. 2-Bounded and described as follows: Beginning at a point 20 feet westerly from the southwesterly corner of Parcel No. 1 which point is in the center line of the Saugus River and in the southerly line of the taking by the Commonwealth of Massachusetts for Reading drainage; thence the line runs westerly by said southerly line of said taking about 380 feet to land of Emma F. Edmands; thence by land of Emma F. Ed- mands to a point in the center of the bed of the Saugus River; thence by various courses by the center line of said line of the Saugus River to the point of beginning .- Water and Sewer Board.


On motion by Finance Committee:


Voted: That the Town authorize the Water and Sewerage Board to purchase from Edward W. Edmands et al, land as described in Article 21 for a sum of money not exceeding $75.


ARTICLE 22


To see if the Town will vote to authorize the Water and Sewer Board to sell for a nominal consideration to Edward W. Edmands, that parcel of land owned by the said Town bounded and described as follows: Be- ginning at a point in the center of the Saugus River where said center line of the Saugus River intersects the Town line dividing the Towns of Lynnfield and Wakefield; thence the line runs northwesterly, westerly and northwesterly by the center line of said Saugus River to the southerly line of the taking by the Commonwealth of Massachusetts for the Read- ing drainage; then easterly by said southerly line of said taking, about 60 feet to said Town line; thence southeasterly by said Town line, about 36 feet to point of beginning .- Water and Sewer Board.


On motion by Finance Committee :


Voted: That the Town authorize the Water and Sewerage Board to sell, for a nominal consideration, to Edward W. Edmands land as de- scribed in Article 22.

To see if the Town will vote to authorize the Lucius Beebe Memorial Library to sell to the United States Government or any agency thereof,

ARTICLE 24


To see if the Town will vote to authorize the Board of Health to exe- cute for a term of not more than three years a contract, for the collection of garbage, the contractor to be under suitable bond. Said contract to become effective at the expiration of the present contract which expires June 30, 1943, the Board of Health giving public notice by advertising for bids .- Board of Health.


On motion by Finance Committee:


Voted: That the Town vote to authorize the Board of Health to exe- cute a contract for collection of garbage, said contract not to exceed a term of three years from June 30, 1943 and to be let only after giving public notice by advertising for bids.


ARTICLE 25


To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1943, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding under said Chapter 10, also for the Town's share of the cost and interest on said bonds due in 1943, also for the care, maintenance, and repair of said Hospital for 1942 and including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable therefor, and for all other expenses in connection therewith, including Chapter 400, Section 25G (6) (a) of the Acts of 1936, determine how the money shall be raised, or in any way act thereon .- Board of Selectmen.

ARTICLE 32


To see if the Town will purchase from the Albion Street Realty Com- pany the premises on Albion Street now used by the Municipal Light Department as its office at a purchase price of $26,500, the same to be paid for out of the Depreciation Fund of the Municipal Light Plant, and provide that these premises shall be under the control and management of the Municipal Light Board .- Municipal Light Board.


On motion by Finance Committee:


Voted: That the Town purchase from the Albion Street Realty Com- pany the property mentioned in Article 32 and for the purposes therein stated at a price not to exceed $26,500, the same to be paid out of the Depreciation Fund of the Municipal Light Department, said property being shown as Lots A and B on a plan as modified and approved by the Land Court, filed in the Land Registration Office, a copy of a portion of which is filed in the Registry of Deeds for the South Registry District of Middlesex County in Registration Book 93, Page 53 with certificate 13972.
