Report of Selectmen
The board consisting of Catherine E. Simpson, Lucian J. Colucci, Burton F. Whitcomb, Kenneth E. Morang, Jr., and Herbert R. Waite or- ganized on March 5, 1957, by electing Lucian J. Colucci, Chairman, and Catherine E. Simpson, Secretary. John J. McCarthy was appointed Ex- ecutive Secretary and Raymond S. Dower was appointed Clerk of the Board.

The Board engaged in an active consideration of the many problems that are experienced by a growing community in an era of migratory move- ment from urban to suburban areas. Increased population and an increas- ing demand for municipal services and available resources emphasized the growth of the town as an important Business-Residential Community.
Former Board Chairman Catherine E. Simpson distinguished the town by her election as President of the Middlesex County Selectmen's Associa- tion, the first major office in this organization to be held by a member of the Wakefield Board and the first woman to be honored in this important office.
John J. McCarthy was appointed the Board's first Executive Secretary in accordance with a Town By-Law enacted at the Annual Town Meeting. This appointment was long overdue and with the approval of enabling leg- islation by the Massachusetts General Court and subsequent acceptance by Town Meeting, Mr. McCarthy was appointed to this crucial position for a period of three years.
Many parking and traffic regulation changes were effected during the year as the impact of new and increasing traffic problems were experienced on the streets of Wakefield. The Board initiated action which resulted in the development of the new municipal parking facility located adjacent to Centre and Main Streets.
A committee was appointed to study the over-all parking facilities. It is expected that action will be taken at this and subsequent town meetings to help relieve the parking situation.
Former Selectman Thomas W. Ackerson resigned from the Board in January 1957 to accept appointment as Acting Postmaster for the Town of Wakefield.
The Board regretfully retired Chief of Police John G. Gates who had:

served the town for many years in an excellent and unselfish manner. The town was fortunate in having an able replacement for retired Chief Gates in Chief J. Merritt Wenzel, who received one of the highest Civil Service marks ever recorded in the State of Massachusetts and who is extremely well qualified by experience and temperament to hold this important posi- tion. The Board was satisfied and confident in the appointment of J. Merritt Wenzel as Chief of the Wakefield Police Department.
The Fire Department lost two of its most valued members in the deaths of Captain Robert MacDonald and Lieutenant Frank Melanson. The Board received, with regret, the resignation of William L. Wenzel, Jr., as a firefighter in the Wakefield Fire Department.
After qualifying by Civil Service Examination, Patrolmen William R. Connors and Kenneth R. Collins were appointed Sergeants in the Wake- field Police Department. Robert A. Westcott and John J. Foley were ap- pointed permanent patrolmen.
Lieutenant Donald Jacobs was appointed Captain and Firefighters Charles C. Curran, Francis Goldsmith and Walter V. Maloney, Jr., were appointed lieutenants in the Wakefield Fire Department after successfully qualifying for the positions in accordance with Civil Service Examining procedure and by further satisfying the Board of their individual capacity for the coveted promotions.
The question of the installation of "Automatic Gates" at the Boston & Maine Railroad Crossings located on Albion, Chestnut and Prospect Streets has been continuously before the Board. Officials from the Boston & Maine Railroad have conferred on many occasions but the Board has taken no action on this matter in consideration of strenuous opposition to such installation and as a result of studied investigation of existent auto- matic protection installations. Many serious considerations of safety and legal involvement have been weighed in the problems that could evolve on Main and Chestnut Streets, which are the main arteries for Protective Service Equipment traveling from Central Headquarters to the West Side of Town. Chief of Police Gates and Chief of the Fire Department Hurton registered strenuous opposition to the installation of automatic gates at the Chestnut-Albion Streets railroad crossings.
Rules, regulations and the conduct of an election for filling the em- ployee representatives position on the Personnel Board is the responsibil- ity of the Board of Selectmen under Chapter 17 of the Town By-Laws and Lieutenant Charles C. Curran of the Fire Department was elected to the Personnel Board for a term of three years in accordance with the pre- scribed procedure.
The problem of awarding the Fifth Package Store Liquor License was approached by the mechanics of preferential balloting. This method had proven highly successful in severely controversial matters in other com- munities and was regarded as an objective means to decision. After cast- ing five ballots and thereby eliminating twenty-five of the twenty-six ap- plicants, the Board awarded the fifth license to Lawrence Sasso, Robert H. Montemorra and Peter P. Puglisi. The public's expression of complete sat- isfaction with the method employed and the decision developed was very gratifying.

The Board initiated action to have the business of the 1958 Annual Town Meeting carried out on a two night per week meeting schedule.
The boundaries between Wakefield and Lynnfield were perambulated as prescribed by law.
Fifty-four Treasury Warrants totaling $6,171,711.73 were approved by the Board in Payment of Salaries, Wages, Billings and Maturities of In- debtedness.
Interest rates on certificates of indebtedness totaling $570,000 and Tax Foreclosed Property Sales in the amount of $5,494.71 were approved by the Board after many conferences with the Town Treasurer, Paul Lazzaro.
The Board authorized the Department of Public Works to incur lia- bilities not in excess of $76,000 in view of the extreme emergency caused by the serious water shortage, as attested to by Camp, Dresser and McKee, Consulting Engineers, the Wakefield Board of Public Works and the Massa- chusetts Department of Public Health under the provisions of Chapter 44, Section 31 of the Massachusetts General Laws. This action was taken at a joint emergency meeting of the Board, the Board of Public Works and the Finance Committee.
The vote of the town in authorizing the incurring of $50,000 in debt for the purpose of remodeling the Lafayette Building, together with sup- porting evidence and expert architectural opinion was submitted to the Massachusetts Emergency Finance Board and this Board subsequently ap- proved the Lafayette Building Plan and authorized the issuance of the required certificates of indebtedness.
A vast amount of time and effort was spent by the Board on a great many miscellaneous problems which would be much too detailed to even highlight in this report.
Reports of the various departments under the jurisdiction of the Board will be found under other headings in this report and this activity has been submitted to the Board by the individual departments on a monthly basis. These monthly reports have provided information necessary in the develop- ment of administrative planning.

Report of Personnel Board
In contrast to 1956, the Personnel Board functioned with a stable and continuing membership during most of 1957. Meetings were established on a regular basis for the first time, and records were centralized in a perma- nent office in the Lafayette Building.
A good part of the year was spent in reviewing and discussing the W - scale of the personnel by-law with representatives of the Board of Public Works. The Board of Public Works, however, did not ask the Per- sonnel Board to prepare any articles for changes in the scale.
In the early fall, all town departments were asked to submit to the Personnel Board any matters which might be the subject of personnel articles at the annual meeting of 1958. The veterans' agent, plumbing in- spector and board of assessors responded to this request.
The Personnel Board has also participated in the work of the Massa- chusetts Personnel Boards' Association.

Report of Town Planning Board
In 1957 the Planning Board held
47 regular and special meetings
1 meeting with the Stoneham Planning Board
1 public hearing on the zoning articles in the town meeting warrant
2 public hearings on new subdivisions
3 public hearings on the location of new ways (Board of Survey)
a total of 54 meetings and hearings.
Members have also been present at several public hearings before the Board of Appeals.
Over 175 interviews were held on zoning problems, subdivision and Land Court plans, and on various other town planning matters.
Of the two subdivisions proposed, one was approved and the other dis- approved at the subdividers' request.
Lawrence J. Mccluskey, P. E., was reelected for a 5-year term.
On April 25, David E. Beede, town engineer, first met with the board as consultant on engineering problems and as coordinator between the work of the board and that of the Department of Public Works. He has attended all meetings and hearings since April 25, and has ably assisted the board with its problems.
During the year the board was represented at several Region 5A con- ferences at Salem, by a majority of its members at the annual meeting of the Massachusetts Federation of Planning Boards at New Bedford and four of the board and Mr. Beede attended the regional annual meeting at Gloucester.
The Planning Board is represented by a member on each of five im- portant town committees, namely, Capital Outlay, Water Survey, Parking, Incinerator and Elementary School Planning. This has enabled the board and the committees to share information on interrelated planning prob- lems.
The town treasurer has adopted a policy of notifying this board, as well as other interested departments, of proposed sales of land held by the town on tax titles. This gives the board an opportunity to object if, in its opin- ion, town planning will be better served by retaining these lots.
No major changes were made in the Zoning By-Laws during the year.

Report of Contributory Retirement Board
There were 57 retired recipients or their beneficiaries receiving pay- ment from the Contributory Retirement System during the year 1957.
Three pensioners received disability benefits, five beneficiaries received accidental death benefits and 49 pensioners received regular superannua- tion retirement benefits. Of these pensioners 36 were over 70 years of age. Seven pensioners passed away during the year.
The total payments amounted to $76,103.84, of which $68,593.20 was paid from the Pension Accumulation Fund and $7,510.64 was paid from the Annuity Savings Fund.
Employee contributions to the Annuity Savings Fund amounted to $52,287.16 during the year.
