or formerly of Princess Theatre, Inc., 71.26 feet; westerly again by land now or formerly of Princess Theatre, Inc., 50 feet; northwesterly by several courses a total of 11.77 feet; northerly by land now or formerly of Virginia D. Henkel, 57.2 feet; all dimensions being more or less and containing about 12,720 sq. ft. of land being shown as Lot 152 on Plat 17 of the Town of Wakefield Assessors' Plans.
Be all of the above measurements more or less, or however described.
And to raise and appropriate or appropriate by transfer from avail- able funds a sum of money to pay for same, or to be used for the payment of land damages or other costs and expenses incidental to such purpose or taking, and to authorize the treasurer, with the approval of the selectmen, to borrow and issue notes or bonds of the town therefor or to take any other action with respect thereto .- Board of Selectmen.

Amendment by Peter Y. Myhre:
That the moderator appoint a committee of nine to investigate the advisability of the acquisition by the town of the parcel of land described in Article 6 for the use for off-street parking and that it would be feasible and practicable in view of the long-range needs of the town with reference to off-street parking.
ARTICLE 7
To hear and act upon the report of the committee appointed under Article 68 of the Annual Town Meeting of the year 1952 and Article 63 of the Annual Town Meeting of the year 1953 .- Town Hall Committee.
The report of the committee was read by Forrest E. Carter.
The report noted the fact that on January 25, 1955 a bill in equity was filed in the Middlesex Superior Court and that in November of 1956 a court decree had established the fact that the Town Hall property could be sold.
While awaiting the report, the committee engaged Valtz and Kimberly, Inc., of Melrose, architects, to design a structure for a building' which would house all town departments. The plans were ready for the Town Meeting of 1955. The proposed building would be put on the Lafayette site; 23,853 square feet, net usable area 15,806 square feet; exterior of high quality brick with limestone trimming; three-story building with half- basement; the type of roof was not stated in the report; cost, $350,000.
Committee stated that now, two years later, estimate is 25 percent higher; landscaping, site work, utility work, and furnishings would ap- proximate $500,000.00.
Interest on bonds has climbed from 2 percent to about 3 percent.
In light of costs, and current financial condition of town, committee does not recommend new construction at this time, but rather temporary arrangement to house the present occupants of the Town Hall in the Lafayette Building, and when, and if, the Town Hall is vacated, the com- mittee believes it should be torn down and the land offered for sale.

ARTICLE 8
To see if the town will vote to remodel, reconstruct or make extraor- dinary repairs to the Town Hall, or construct a new building on the pres- ent or some other site, or acquire such other suitable facilities as are avail- able and raise and appropriate a sufficient sum of money therefor, or to transfer funds therefor from the Town Hall Fire Loss Account and/or from the Excess and Deficiency Account or other available funds; or authorize the treasurer, with the approval of the selectmen, to borrow and issue notes or bonds of the town therefor, and authorize the committee ap- pointed under Article 68 of the Annual Town Meeting of 1952 and reap- pointed under Article 63 of the Annual Town Meeting of 1953 to enter into contract therefor and to hire such professional services as they may deem necessary .- Town Hall Committee.

Voted: To raise and appropriate the sum of $2,500.00 to enable the Town Hall Committee to secure working plans and cost estimates for re- modeling the Lafayette Building.
ARTICLE 9
To see if the town will raise and appropriate and/or appropriate by transfer from available funds, a sufficient sum of money to pay the cost of remodeling or repairing a room located in the Town Hall for Personnel Board purposes, said work to be performed under the direction of the Department of Public Works .- Personnel Board.
On motion by Finance Committee:
Voted: That the town raise and appropriate the sum of $375.00 to carry out the purposes of this article.
ARTICLE 10
To see if the town will raise and appropriate and/or appropriate by transfer from available funds a sufficient sum of money to pay for an ex- pert appraisal of taxable property of the entire town, together with the preparation and acquisition of detailed tax maps and property cards for the entire town by an outside disinterested agency and authorize the Board of Assessors to make a contract or contracts for such appraisal or take any other action in relation thereto .- Finance Committee, Board of Assessors, Board of Selectmen.
On motion by Finance Committee:
Voted: That the town appropriate the sum of $45,000 by transfer from the Excess and Deficiency account to carry out the purposes of Article 10. On motion by Finance Committee:

ARTICLE 17
To see if the town will vote to amend the Classification Salary and Wage Plan of the Town of Wakefield, under authority of Section 108A of Chapter 41 of the General Laws, being Chapter 17 of the Town By-Laws, in the following manner:
To amend Section 7A-List of Proposed Classes of Positions-by adding thereto the following :
S-7 Supervisor of Adult Services.
That the Supervisor of Adult Services now unfilled be classified as S-7 (minimum). Said change to be effective May 1, 1957 and that the town raise and appropriate a sufficient sum of money to carry out the purpose of this article .- Trustees Lucius Beebe Memorial Library, Phillips C. Davis, Chairman.

Voted: That the subject matter of Article 17 be indefinitely post- poned.
ARTICLE 18
To hear and act upon the report of the Capital Outlay Committee authorized under Article 59 of the Annual Town Meeting of 1946 .- Capital Outlay Committee.

ARTICLE 19
To see if the town will vote to amend Chapter 5 of the Town of Wake- field By-Laws "Legal Affairs" by adding the following:
Section 8. The Board of Selectmen shall appoint an executive secre- tary for a term of three years as authorized by law, and that the town raise and appropriate a sufficient sum of money to provide therefor .- Board of Selectmen.

Voted: That the town vote to amend Chapter 5 of the Town of Wake- field By-Laws "Legal Affairs" by adding the following:

ARTICLE 21
To see if the town will vote to transfer jurisdiction of the Town Home property, so-called, from the Board of Public Welfare to the Board of Public Works; or to see what other action shall be taken .- Board of Public Welfare.

Voted: That the town vote to transfer the following described parcel of property now under the jurisdiction of the Board of Public Welfare to the Board of Public Works:
Bounded-Westerly by Farm Street about 175.75 feet; northerly by land conveyed to the jurisdiction of the Town of Wakefield School De- partment by Article 53 of the Annual Meeting of 1955 about 500 feet; easterly by other land of the Town of Wakefield about 160 feet; southerly by a portion of a proposed 60' right of way as shown on a plan recorded in deed book 8544, page 274 at Middlesex South District Registry of Deeds, a distance of about 505 feet. Containing about 84,000 square feet of land with buildings thereon.
ARTICLE 22
To see if the town will vote to convey or lease for adequate considera- tion to John J. McShane, Trustee of McShane Building Trust and his suc- cessors in title, that certain parcel of land in the Town of Wakefield being shown and marked "area 977 sq. ft." on that "Plan of Land in Wakefield, Mass., January 5, 1957, Harry H. Denning C. E." and bounded and de- scribed on said plan as follows: Westerly by Lot 88A on said plan, forty- eight and 61/100 (48.61) feet; northwesterly by Lot 87A on said plan, twenty and 12/100 (20.12) feet; northeasterly by lot marked "Municipal Parking Area" on said plan, forty-nine and 07/100 (49.07) feet; and southeasterly as shown on said plan, twenty and 12/100 (20.12) feet. Together with right of way for all purposes for which a public way may be used in Town of Wakefield over a strip of land adjoining the southerly boundary of said lot hereinabove conveyed and being bounded and described as follows: Northerly as shown on said plan, twenty and 12/100 (20.12) feet; easterly as shown on said plan; southerly as shown on said plan, twenty and 12/100 (20.12) feet; westerly as shown on said plan, thirteen and 55/100 (13.55) feet; and to and over that area over which John J. McShane reserved a right of way under that certain deed from him to the town recorded with Middlesex South District Deeds Book 8522 Page 339. Also hereby granting to said grantee a right of way to pass on foot and with vehicles from the way over which the said grantee is granted rights as hereinabove described to and over the adjoining premises now being used by the Town as a mu- nicipal parking lot to an adjoining street but only to the extent that the town can legally grant such right of way, and only so long as the right of

Voted: That the town authorize and instruct the selectmen to convey, in the name of the town, to John J. McShane, Trustee of McShane Build- ing Trust and his successors, for not less than $1,000.00, the parcel of land described in Article 22.
ARTICLE 23
To see if the town will convey or lease to the Wakefield Ready-Mixed Concrete Co., Inc. of Wakefield, for adequate consideration, the land bounded and described as follows:
Beginning at a point in the southeasterly line of the former 99' rail- road right of way now owned by Wakefield Ready-Mixed Concrete Co., Inc., where the northerly line of Melvin st, so-called, intersects said south- easterly line, said point being 53.87' northeasterly from a stone bound, thence the line runs northeasterly along said first mentioned line in an arc with radius 4945.00' a distance of 1260.80' to an iron pipe at land now or formerly of Willis G. Hawkes, thence the line runs southwesterly along land now or formerly of Willis G. Hawkes in an arc with radius 7975.00' a distance of 729.50' to a stone bound, thence continuing southwesterly in a straight line along land now or formerly of said Willis G. Hawkes at a bearing of S26° 30'00"W about 100', thence the line runs N75°-03'-30"W by land of Town of Wakefield and by the northerly line of Melvin Street, so called, about 475' and 365.65' respectively to the point of beginning, said parcel being the northerly portion of Lot B as shown on a plan recorded in Land Court book 383 page 41 with certificate 57471 and subject to all sewer and drainage easements of record and natural flowages .- Board of Selectmen.

Voted: To authorize the selectmen to lease, on a year to year basis for a nominal consideration, the land or any part thereof bounded and de- scribed in Article 23.
ARTICLE 24
To see whether the town will authorize the execution and delivery to Marcus G. Beebe, Gerald W. Blakeley, Jr., Robert C. Linnell, and Alexander C. Forbes, Trustees of Wakefield Industrial Center under a Declaration of Trust dated February 7, 1955 and recorded with the Middlesex South Dis- trict Registry of Deeds, Book 8426, Page 348, of a deed of a parcel of land situated on the northeasterly side of Route 128 in the town, bounded and described as follows:
Northerly by land of said trustees, over which runs a private way some- times known as Foster's Lane, 88.7 feet; easterly by land of said trustees, 82.63 feet; southwesterly by Route 128, 108.49 feet.

a. That the Veterans' Agent, now classified as Negotiable at the yearly rate of $1,100.00 be reclassified to Veterans' and Veterans' Services Agent N-4, maximum rate $1,400.00.
b. That the Health Agent, now classified as Negotiable at the yearly rate of $738.00 and the Milk and Food Inspector now classified as Negotiable at the yearly rate of $738.00 be reclassified to Health Agent-Milk and Food Inspector N-5, maximum rate $1,700.00.
c. That the Wire Inspector now classified as Negotiable at the yearly rate of $600.00 be reclassified to Wire Inspector N-2, maximum rate $800.00.

d. That the Dog Officer now classified as Negotiable at the yearly rate of $1,200.00 be reclassified to Dog Officer N-4, maximum rate $1,400.00.
e. That the Sealer of Weights and Measures now classified as Negoti- able at the yearly rate of $1,200.00 be reclassified to Sealer of Weights and Measures N-4, maximum rate $1,400.00.
f. That the Building Inspector now classified as Negotiable at the yearly rate of $3,450.00 be reclassified to Building Inspector N-12, maximum rate $3,700.00 .- Personnel Board.
On motion by Finance Committee :
Voted: That the town amend the Classification, Salary and Wage Plan of the Town of Wakefield under authority of Section 108A of Chapter 41 of the General Laws, being Chapter 17 of the town By-Laws in the manner described in Article 14.

To see if the town will vote to amend Section 7b of the Classification, Salary and Wage Plan of the Town of Wakefield, being Chapter 17 of the By-Laws of the Town of Wakefield, under the authority of Section 108A of Chapter 41 of the General Laws, in the manner following:
a. By striking out Schedule I, Salary Scale of the said section and substituting the following:
