ARTICLE 27
To see if the town will vote to amend its Zoning By-Laws by striking out the second paragraph of Sec. 5 A, Area and Frontage Regulations, and substituting therefor the following:
After the adoption of this Section no dwelling house, club house or other permitted building shall be erected or placed on a lot containing less than the areas or having less frontage than that herein prescribed. However, nothing contained in this section shall prevent the construction or placing of any building on any lot in either of said districts containing a smaller area or less frontage, provided such lot on the effective date hereof

To hear and act upon the report of the committee appointed under Article 9 of the special town meeting of Nov. 7, 1949 to make a detailed study of the adequacy of the water supply of the Town of Wakefield .- The Committee, Harry P. Sparks, Chairman.
Ryan read the report of the committee recommending entrance into the Metropolitan Water District.

ARTICLE 69
To see if the town will vote to become a member of the Metropolitan Water District and vote to construct the necessary changes or additions to the town water distribution system, adequate to use the water as furnished by the Metropolitan Water District, and raise and appropriate a sufficient sum of money to carry out the purposes of this article and/or authorize the treasurer, with the approval of the selectmen to borrow and issue notes or bonds of the town therefor or see what the town will do about it. - Water Supply Committee.
On motion by Finance Committee:
Voted: That the town, by the Water Survey Committee, make applica- tion for membership in the Metropolitan Water District under an agree- ment providing that one-third of the town's water requirements be fur- nished by the Metropolitan Water District and the other two-thirds be supplied from sources within the town of Wakefield. The entrance fee, and the town's share of the estimated cost of connection shall not exceed $660,000.00, of which the sum of $410,000.00 shall be financed by the Metro- politan District Commission and subsequently assessed by the Commission against the town, payable in equal installments over a ten-year period. The balance of estimated cost, namely $250,000.00 is hereby appropriated, to be provided for as follows:
(1) For laying water mains of not less than sixteen inches in diameter from the town line to the junction of Main and Nahant Streets within the town $185,000.00, and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum under authority of Chapter 44 of the General Laws and to issue bonds or notes of the town therefor payable within twenty-five years from the date of issue of the first bond or note.
(2) For the construction of a building for a pumping station within the town, $35,000.00 and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum under authority of Chapter 44 of the General Laws and to issue bonds or notes of the town therefor payable within twenty years from the date of issue of the first bond or note.
(3) For original pumping station equipment, $30,000.00 and the treas- urer, with the approval of the selectmen, be and hereby is authorized to borrow said sum under authority of Chapter 44 of the General Laws and to issue bonds or notes of the town therefor payable within five years from the date of issue of the first bond or note, and that the purposes of this article be carried out by the Board of Public Works.
The vote in the affirmative, as counted by the tellers, was Yes 635; No 288, and the moderator declared that, having received the necessary two- thirds vote, the motion was carried.
During the lengthy discussion, a motion was made, at 9:50 P. M., by Robert H. Adams, to invoke the "Previous Question" and the motion was carried by a vote of 606 to 269. The main motion then was voted and the count announced at 10:15 P. M.

To see if the town will vote to amend its Zoning By-Laws and Zoning Map by changing from a general residence district to an industrial district a tract of land bounded and described as follows:
A parcel of land situated in said Wakefield lying between Route 128 and Bay State rd, shown on plan of land in Wakefield, Mass., by Dana F. Perkins & Sons, Inc., dated November 1, 1956, duly recorded with Middle- sex So. Dist. Deeds, bounded and described as follows:
Beginning at a point on the southerly side of Bay State Road at the northeasterly corner of lot numbered 44, as shown on a plan by Dana F. Perkins and Sons, Inc., dated June 2, 1955, recorded with Middlesex South District Deeds at the end of Book 8491, and thence running easterly on Bay State Road by a curved line having a radius of five hundred forty-two and 31/100 (542.31) feet, a distance of two hundred forty-eight (248) feet; thence turning and running southeasterly on said Bay State Road by two lines measuring two hundred seventeen and 30/100 (217.30) feet and one hundred thirty-five and 37/100 (135.37) feet to a stone bound at land of the Commonwealth of Massachusetts; thence turning and running nearly southerly on said land of the Commonwealth fifty-four and 24/100 (54.24) feet to a stone bound at Route 128; thence turning and running westerly on said Route 128 by a curved line having a radius of thirty-seven hundred (3700) feet a distance of five hundred eighty-three and 44/100 (583.44) feet to the southeasterly corner of Lot 28, as shown on said plan dated June 2, 1955; thence turning and running northwesterly on said Lot 28 one hundred six and 48/100 (106.48) feet to Lot 43, as shown on said last mentioned plan; thence turning and running northeasterly on said Lot 43 sixty (60) feet; thence turning and running northwesterly on said Lot 43 ninety (90) feet and on said Lot 44 seventy-eight and 07/100 (78.07) feet to the point of beginning .- Robert A. Beginning at a point in the southerly side line of Bay State Road one hundred sixty-two (162) feet easterly from the easterly side line of Bay Street, thence southeasterly by the southwesterly side line of Bay State Road about six hundred (600) feet to the Massachusetts Highway Bound located in the southwesterly side line of Bay State Road and the northerly side line of the State Highway Layout known as Route 128; thence southerly by the westerly side line of the State Highway Layout known as Route 128 fifty-four and 24/100 (54.24) feet to a Massachusetts Highway Bound; thence westerly by the northerly side line of the State Highway Layout known as Route 128 five hundred twenty-three (523) feet to a point; thence northerly about two hundred seventy-five (275) feet to the point of begin- ning.

ARTICLE 29
To see if the town will vote to amend its Zoning By-Laws by inserting therein the following: Any lot or lots existing prior to the adoption of Zoning and/or Chapter 40A of the General Laws (Terc. Ed.) and shown on a plan filed in the Middlesex South District Registry of Deeds in a plan book therein, which shall include registered land in the Land Court of such registry, shall comply and/or shall be said to comply with any changes made at such subsequent date regardless of frontage or area not comply- ing therewith and the Building Inspector may issue such building permits as comply with the building code of this town without the necessity of the applicant receiving a variance because of non-compliance with a later change. This provision is not intended to apply to sub-divisions set out but not developed at the time of passage of this ordinance, but may apply where the majority of such sub-division has been developed and there re- mains at least 45% of the sub-division which has been recorded as above capable of building thereon. This ordinance is intended to act as a saving clause where a use is destroyed by fire, disaster or state of emergency exists making the operation of same a public necessity, giving such prop- erty owner the right to re-establish such use regardless of such non-com- pliance with subsequent passed zoning ordinances .- Julius C. To see if the town will vote to amend its Zoning By-Laws and Zoning Map by changing from an industrial district to a general residence district a tract of land one hundred and fifty (150) feet wide situated on the northerly side of Hart Street and bounded westerly by Melvin Street and easterly by Valley Street .- Salvatore DiPerri and others.
Kenneth W. Thomson read the report of the Planning Board which recommended the amendment.

To see if the town will vote to accept as a public way, a road called Sycamore Road, said road having been constructed by private interests under subdivision control laws, and being bounded and described as follows:

To see if the town will vote to raise and appropriate a sum of money for the improvement of streets and/or roads under Chapter 90, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in re- lation thereto .- Board of Public Works.
