Many hours were spent by the Board reviewing the salary and wage plan of Wakefield as it applied to employees under the jurisdiction of the Board.

TOWN OF WAKEFIELD
A very excellent report of an over-all parking survey in Wakefield was presented to the Board by the Parking Committee. The areas suggested included the Princess Theatre land, the Town Hall site, the Miller Piano property and a Main Street By-Pass from Wakefield Junction to Water Street the plans for which are being proposed to the Annual Town Meet- ing for 1959.
Monthly operation reports were received from the departments under the jurisdiction of the Board of Selectmen.
The Board and its Executive Secretary and Town Counsel fought a losing fight to prevent the installation of automatic gates at Albion Street, Chestnut Street and Prospect Street crossings. In spite of a community and organization unanimous stand against their installation the Depart- ment of Public Utilities granted permission to the B & M to install the gates. The Board, the Executive Secretary and Town Counsel did succeed in having an attendant present at Albion and Chestnut at the busy hours of the day.
After a very exhaustive study of the various insurance companies' group insurance plans for Town Employees, the subcommittee consisting of Selectmen Waite and Colucci submitted a report of their findings and recommended the plan proposed by the John Hancock Insurance Company. Eleven different companies submitted bids which were very carefully screen- ed by the Board and the Insurance Advisory Committee under the super- vision of Mr. Stewart P. Crowell, C. L. U. of Boston who was hired to serve as advisor and consultant to the Employee Group Insurance Committee. After studying the bids, the Group Insurance Committee unanimously re- commended the awarding of the contract to the John Hancock Insurance Company for Life and Accidental Death Insurance and the contract for Hospital-Medical and Surgical to Blue Cross-Blue Shield with the effective date established as of July 1, 1958.
The Board voted to authorize the Chief of Police under the provisions of Chapter 147, Section 17C to reimburse officers for the overtime work due to personnel shortages and the Chief of the Fire Department was similarly authorized under Chapter 148, Section 58C, all officers in both departments to be paid at the regular rate of salary.
During the year many traffic problems were reviewed and necessary regulations were adopted on the recommendations of Selectman Waite, Committee on Police and the Chief of Police.
It was very gratifying to the Board to see its efforts and the efforts of the Town Development Commission culminate in the final opening of the American Mutual Insurance Company. The Insurance Officials have ex- pressed themselves as highly pleased with their reception by Wakefield officials and the splendid cooperation they have received from everyone.
The Board thanks all other officials and Boards of the town for their cooperation and wish particularly to thank the townspeople for providing

them and their staff with such well-equipped quarters in the Lafayette Building. The Board held its first meeting in its new quarters on July 15, 1958.

During the year ending December 31, 1958, the Board of Appeals held twenty-six (26) hearings. There were decisions made on twenty-four (24) hearings and two (2) were withdrawn.

Report of Town Planning Board
ANNUAL REPORT - 1958
Although no new subdivisions were submitted for final approval in 1958, probably a reflection of the recession, developers consulted the Plan- ning Board on proposals for seven subdivisions which could result in 90 new dwelling units. A preliminary plan of the extension of the Druid Park Development was approved in 1958.
As a result of the decision of the Board that the former Clifton Con- struction Co. subdivision west of Parker Road must be completed under the Subdivision Rules and Regulations of the Board, which decision was sustained by a decision of the Superior Court, sufficient security is on de- posit with the Town Treasurer to insure the construction of Putnam Ave. and Griffen Drive in accordance with the specifications of the Depart- ment of Public Works.
Early in the year the Board began investigating the benefits and costs of having a comprehensive planning study made of the town with the aid of funds from the Federal Urban Planning Assistance Program. In the fall the Planning Board made arrangements to have this proposal presented to a group of about thirty representatives of the various town boards, officers, and committees. Leo Young of the Mass. Department

of Commerce, Division of Planning, explained the nature of the work which could be done and the method of obtaining Federal Aid. A unani- mous vote of the group who heard Mr. Young encouraged the board to ask for funds in the warrant for the 1959 annual town meeting and to set up a series of interviews with several firms of planning consultants. Because of the interest indicated, a study of future school enrollment and school building needs, a land use study, a population survey to forecast the amount, time, and direction of population increase, and a revision of the Zoning By-Laws are among the subjects which it is believed a com- prehensive study should include.
During the year the board has worked with several other town boards and committees, on some of which Planning Board members also serve. The board has been represented at all regional and state meetings of the Mass. Federation of Planning Boards by a majority of the members.
David E. Beede, Town Engineer, has attended almost all of the board meetings and some of the federation meetings.
The change of the meeting night to Tuesday, made when all town offices were moved to the Lafayette Building, has made it easier for the board to consult and meet with other town departments.
The Planning Board has been consulted on over 100 different land use problems in the past year in addition to the study of problems of planning and zoning, and has held 51 meetings and hearings as follows: 47 regular and special meetings, 2 public hearings on zoning articles in warrants, 1 public hearing as Board of Survey and 1 public hearing on changing a street name.

F. Charles Hupprich Jr. Died August, 30 1958 A Police Officer of many years and a good and faithful public servant.

TOWN OF WAKEFIELD
During the year there has been a number of changes in the personnel of this department:
1. Inspector Morton V. Griffin retired on September 13, 1958.
2. John E. Martin was promoted to the rank of Inspector on Sep- tember 14, 1958.
3. James T. Mckeon was promoted to the rank of Sergeant on De- cember 1, 1958.
4. Arthur Bragg, Thomas Campbell and Alfred Foley were appointed regular patrolmen on September 1, 1958.
This leaves three positions of regular patrolmen and eight positions of reserve patrolmen vacant. There are now only four names on the Civil Service eligible list to fill eleven vacancies. This leaves this department still with an acute recruitment problem.
All members of this department were instructed and fired the various phases of the course in police shooting with their service revolvers at Camp Curtis Guild. Two Sergeants attended the F. B. I. school for in- structors in police-type shooting at Camp Curtis Guild. Three Patrolmen attended the State Police School for police officers at Framingham, Mass.
The quality of firearms owned by the town and under control of this department was greatly improved by the purchase of many new revolvers for which the old obsolete revolvers were traded. A Thompson sub-machine gun, 45 caliber, was purchased. Seventeen used Smith & Wesson 38 Special revolvers were acquired by the department from Civil Defense.

Sixty-three (63) animals were quarantined as a precautionary measure against rabies.
One (1) animal died while under quarantine and was taken to the Wasserman Laboratory for further examination. (It proved negative.)
All cattle and their quarters were inspected and found to be in sat- isfactory condition.
