Meeting called to order in the auditorium of the Memorial High School building at 8 P. M., by Moderator Roger H. Wingate.


ARTICLE 1


To hear and act upon the report of the Junior High School Building Committee .- Junior High School Building Committee.


The report of the committee was read by Willard N. Bain.


On motion by Finance Committee:


Voted: That the report be accepted as a report of progress.


ARTICLE 2


To see if the town will vote to appropriate a sum of money for the construction of a new Junior High School building, including original equipment and furnishings, at the location mentioned in Article 4 of the Special Town Meeting of June 10, 1957, in addition to the sum appropriated under that article, to determine how the same shall be raised, whether by borrowing or otherwise, and to authorize and instruct the Junior High School Building Committee, appointed under said Article 4 of the Special Town Meeting of June 10, 1957, to contract for the construction of the said building and the purchase of said equipment and furnishings, and authorize the committee to engage such professional services as they may deem necessary .- Junior High School Building Committee.


Motion by Finance Committee:


That the sum of $1,088,710. is hereby appropriated for the construction of a new Junior High School building, including original equipment and furnishings, at the location mentioned in Article No. 4 of the Special Town Meeting of June 10, 1957, in addition to the sum appropriated under that article, that, to meet the foregoing appropriation, the town raise and appropriate the sum of $8,710. and the Treasurer, with the approval of the

Selectmen, is authorized to issue $1,080,000. in bonds or notes of the town under Chapter 645 of the Acts of 1948 as amended, and that the Junior High School Building Committee appointed under said Article No. 4 of the Special Town Meeting of June 10, 1957, is authorized and instructed to contract for the construction of the said building and the purchase of said equipment and furnishings and to engage such professional services as they may deem necessary.


A motion by Jeremiah J. Peck to lay the motion on the table until a secret ballot is taken was voted in the negative.


The vote on the motion was: Yes, 343 - No, 199, and lacking the necessary two-thirds vote, the Moderator declared the motion not carried.


A motion by William Allyn to reconsider was voted in the affirmative. The "previous question" was voted favorably at 10 P. M.


The vote was taken again on the Finance Committee's motion. The result of the vote was: Yes, 375 - No, 193, and, again, the Moderator an- nounced that, lacking the necessary two-thirds vote, the motion was not carried.


ARTICLE 3


To see if the town will authorize the Board of Public Works to con- struct a sewer in New Salem Street southwesterly approximately 125 feet to a dead end from an existing manhole, in the Montrose trunk sewer, in New Salem Street, and raise and appropriate a sufficient sum of money therefor and/or authorize the treasurer with the approval of the Board of Selectmen to borrow and issue notes or bonds of the town therefor and/or appropriate by transfer from available balances and authorize the Board of Public Works to purchase or take by right of eminent domain easements in and over private land necessary in the construction of said sewer. -Board of Health.


On motion by Finance Committee :


Voted Unanimously: To authorize and instruct the Board of Public Works to construct a sewer as described in Article No. 3 and to authorize the Board of Public Works to purchase or take by right of eminent domain easements in and over private land necessary in the construction and maintenance of said sewer, and, to pay therefor, the town raise and ap- propriate the sum of $700.

Voted: That this meeting be dissolved.

ARTICLE 62


To see what sum the town will vote to return to the town treasury from the balance in the Operating Fund of the Municipal Light Depart- ment, as of December 31, 1957, and authorize the assessors to use said sum in computing the tax rate for 1958, and also to see what sum the town will authorize the Municipal Light Department to transfer from the bal- ance of its Operating Fund as of December 31, 1957, to the Construction Fund of the Municipal Light Department .- Municipal Light Board.


On motion by Finance Committee:


Voted: That the sum of $60,000 being part of the balance of the Oper- ating Fund of the Municipal Light Department as of December 31, 1957, be returned to the Town Treasury and the Assessors be hereby authorized to use the same in computing the tax rate for 1958, and authorize the Municipal Light Department to transfer from its Operating Fund $64,- 800.68 to its Construction Fund, the latter sum being the remainder of the balance in its Operating Fund as of December 31, 1957.


ARTICLE 63


To see if the town will vote to authorize the Board of Assessors to use such free cash as may be in the treasury, or any part thereof, in computing the tax rate for the current year .- John J. McCarthy, Town Accountant.


On motion by Finance Committee:


Voted: That the Board of Assessors be authorized to use an amount of Free Cash in the Treasury not in excess of $75,000 in computing the tax rate for 1958, and that the amount to be used as Estimated Receipts, as a credit in determining the tax rate for 1958, be used by the Assessors to the full amount authorized by statute.

147TH ANNUAL REPORT


Special Meeting, April 14, 1958


At 8:25 P. M., Moderator Roger Wingate checked with Acting Modera- tor Patrick H. Tenney in the High School cafeteria and Mr. Tenney said everybody who desired admittance to the cafeteria were accommodated.


The Moderator checked with Frank A. Tredinnick, supervisor of the check list, who stated that all persons who desired entrance to the audi- torium had been accommodated.


At 8:28 P. M., Mr. Tenney reported about one hundred persons were standing in the corridor to the cafeteria, where the loud-speaking system was connected with the auditorium where the meeting was being con- ducted. The moderator announced an adjoining anti-room to the cafeteria would then be opened. Mr. Tenney announced, over the loud speaker, the people could be accommodated, but there was standing room only, as no seats were available. Superintendent of Schools John B. Hendershot then informed the Moderator that chairs in the corridor would be moved into the cafeteria.


At 8:30 P. M., Acting Moderator Tenney reported everything in order and all who wished were accommodated in the cafeteria, and Frank A. Tredinnick reported to the Moderator that all voters who had applied had been accommodated in the auditorium.


Meeting called to order at 8:30 P. M. by Moderator Roger H. Wingate, who read the call for the meeting.


On motion by Gardner C. Reed:


Voted: That further reading of the warrant be dispensed with. The vote in the cafeteria also was recorded that further reading be dispensed with.


Moderator Wingate called upon Rabbi Baer of Temple Emmanuel to ad- minister the blessing.


ARTICLE 1


To see if the town will vote to amend the Town Zoning By-Laws and Zoning Map by changing from a general residence to a business district a tract of land containing approximately 434 acres by extending the exist- ing business district on the southerly side of Water Street as follows:


Beginning at a point on the easterly side line of a Private Way known as Del Carmine Street at the southerly line of the existing business district on the southerly side of Water Street; thence the line extends southerly along the easterly side line of the Private Way known as Del Carmine Street to the center line of Mill River; thence turning at a right angle and running easterly approximately 300 feet to a point; thence turning at a right angle and running northerly by a line parallel to and 300 feet distant from the first-mentioned line being the easterly side line of said Del Carmine Street to the existing business district on the southerly side of Water Street .- Werner F. von Klock and others.


Kenneth W. Thomson read the report of the Planning Board, which report stated that hearings, duly advertised, were held on April 10, 1958.
