Report of the Town Clerk
ANNUAL TOWN MEETING March 2, 1959
Pursuant to the foregoing Warrant a meeting was held in the Senior High School Auditorium beginning at 7:30 P. M. and the following votes were passed and ac- tion taken.
A total of Eight hundred and sixty-three (863) names of registered voters were checked on the Voting Lists as being in attendance at the meeting.
The meeting was called to order by the Moderator, James H. Kenney, Jr.
The Invocation was given by the Rev. Herbert A. Stevens.
The Call for the meeting with the Constable's return of service thereof was read by the Town Clerk.
The meeting stood for one minute in silent tribute to George J. Popp, a former Chief of Police, and Blanche G. Maguire, a member of the School Committee, who had passed on since our last Annual Meeting.
Upon their need the Moderator appointed the follow- ing persons to be tellers for the meeting and they were sworn to the faithful performance of their duties by the Town Clerk: Edward Ryan, Roland Phillips and Lelio Rossi.
Article 1. Voted to lay on the table and after com- pleting the seventy-six articles in the Warrant it was vot- ed to take Article 1. from the table and then it was:

SENSE OF MEETING VOTES
Under Article #3.
Voted that the removal of all trees, under Dutch Elm Disease appropriation, in the Tree Warden's Budget, be done under contract let out by the Tree Warden.

Voted that from the increased amount voted to the Street Lighting appropriation in Article #3 that the lighting be improved at the approaches to the park- ing areas on School Street, Park Street, and Goddard Avenue, on the poles, and that the power of the lights be increased on the poles in the parking lots at Park Street, Goddard Avenue and the Highland House parking areas. These improvements to employ the use of mercury vapor light and shall be changed from 1,000 and 2,500 lumin lights to 4,000 lumin mercury size, and at Goddard Avenue changed from 4,000 to 7,700 lumin mercury lights, according to memorandum dated Fed. 16, 1959 and presented to the Finance Committee. Any additional cost to be taken from the Street Lighting appropriation.
Voted that the proceeds of the Dog Fund, in the amount of $1,426.99 be appropriated for the use of the Memorial Library.
Voted that the Superintendent of Schools, and other school employees, be allowed their expenses, to be paid from the School Department Appropriation, when travelling outside the Commonwealth, on School business.
Article 4. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960 and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
A motion to recess this meeting until tomorrow even- ing was voted in the negative.
Article 5. Voted to appropriate the sum of One hundred and six thousand one hundred and sixty-one dollars and eighty-four cents ($106,161.84) for the use

of the Water Commissioners and other expenses of the Water Department, the same to be taken from Water Revenue.

Article 6. Voted to pass over the authorizing of the Joint Board of Water Commissioners to construct a water treatment plant on the pumping station lot at Great Sandy Bottom Pond in Pembroke.
Article 7. Voted to pass over the raising and appro- priating of $200,000.00 for the purpose of constructing, jointly with Abington, a water treatment plant at Great Sandy Bottom Pond in Pembroke, and the authorizing of a borrowing for same and petitioning the Legislature for special legislation to accomplish the same.
Article 8. Voted to pass over authorizing the Joint Board of Water Commissioners to construct a water treat- ment plant on the pumping station lot located easterly from Walnut Street in Abington.
Article 9. Voted to pass over the raising and ap- propriating of $67,500.00 for the purpose of constructing, jointly with Abington, a water treatment plant on pump- ing station lot located easterly from Walnut Street in Abington and the authorizing of a borrowing for the same and petitioning of the legislature for special legislation to accomplish the same.
Article 10. Voted to pass over the authorizing of the Moderator to appoint a committee of five to work with a like committee from Abington for the purpose of sub- mitting plans for a water filtering system and the appro- priation of $1,000.00 for the purpose.
Article 11. Voted to raise and appropriate the sum of Two thousand five hundred dollars ($2,500.00) to be

used by the School Committee to pay for the expense of heating, lighting and casualty insurance of Senior High, Junior High and Elementary School Buildings when the buildings are used by individuals or organizations for ed- ucational, recreational and like purposes under the pro- visions of Chapter 71, Section 71, of the General Laws, and Acts in amendment thereof.
Article 12. Voted to raise and appropriate the sum of Two thousand three hundred twenty-five dollars ($2,325.00) to be used by the School Committee to main- tain State Aided Vocational Education in accordance with the provisions of Chapter 74 of the General Laws and Acts amendatory thereto.
