title account were verified, and the outstanding accounts were listed and reconciled with the respective controlling accounts in the general ledger.


Considerable detailed checking was necessary in order to properly reconcile the collector's accounts, which added materially to the time consumed in making the audit.


It is again recommended that action be taken to effect a prompt settlement of the delinquent taxes and motor vehicle and trailer excise of prior years.


The records of departmental and water accounts receivable were examined and checked in detail. The commitments were proved, the collections were compared with the treasurer's recorded receipts, the abatements were checked with the records of the departments au- thorized to grant them, and the outstanding accounts were listed and reconciled with the controlling accounts in the general ledger.


The outstanding tax, excise, departmental, and water accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The town clerk's accounts pertaining to dog and sporting licenses issued, as well as to the collection of miscellaneous fees, were examined and checked. The payments to the treasurer and to the State were verified, and the cash balance on January 24, 1959 was proved by actual count of the cash in the office.


The surety bonds of the several town officials, re- quired by law to file them for the faithful performance of their duties, were examined and found to be in proper form.


The records of receipts of the board of selectmen and of the sealer of weights and measures, as well as of the health, school, and library departments, and of all other

departments collecting money for the town or committing bills for collection, were examined and checked, the re- corded collections being compared with the treasurer's receipts.


In addition to the balance sheet, there are appended to this report tables showing reconciliations of the several cash accounts, summaries of the tax, excise, tax title, departmental, and water accounts, as well as schedules showing the condition and transactions of the trust and investment funds.


During the progress of the audit cooperation was extended by the town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

NO SCHOOL POLICY


Health and safety have been given due considera- tion in establishing the "No School" policy for our schools. We are interested in the total welfare of our children. Under our state laws our high school must have a schedule of at least 180 days and the elementary schools at least 160 days as minimum requirements. We must have ses- sions of schools whenever possible to cover our curricu- lum requirements and satisfy the law. Parents are en- couraged to use their own judgment on stormy days be- cause they are better able to judge the adequateness of the child's clothing for facing the elements.

Any pupil desiring to enter the first grade in Septem- ber, 1960 must have passed his or her fifth birthday by January 1, 1960.

trance either a certificate of vaccination or a certificate of unfitness for vaccination. The School Committee and Board of Health have ruled that certificates of unfitness for vaccination must be renewed each year. Children coming into the school system from other places, whether at the opening of school in September or during the school year, will be required to produce satisfactory evidence regarding vaccination. Pupils desiring to enter the first grade must enroll on or before October 1st. Otherwise, they will not be admitted.


DIGEST OF LAWS AND REGULATIONS RELATING TO SCHOOL ATTENDANCE


Pupils who have been absent from school on account of contagious disease must secure a permit from a school physician before re-entering. In cases of doubt or in cases where there exists a suspicion of contagion, the parents should advise, and the teacher should require that the pupil consult the school nurse, who may refer the case to a school physician for further examinaion. Any pupil having a contagious disease may be temporarily excluded from school by the teacher of her own initiative or at the direction of the school nurse or school physician.


Sickness is the only legal excuse for absence from school.


All children between the ages of seven and sixteen years must be in school except those between fourteen and sixteen years of age who are actually employed under the authority of an employment certificate, home permit or a special certificate permitting farm or domestic employ- ment, issued by the Superintendent of Schools.


Any pupil who habitually violates rules of the school or otherwise seriously interferes with the proper and or- derly operation of the school which he attends, may be temporarily excluded by the principal or the Superintend- ent of Schools or may be permanently expelled by the school committee.

Pupils under seven years of age or over sixteen who elect to attend school must conform to the same rules and regulations as those pupils who are within the compulsory age ... from seven to sixteen.


Teachers may require a written excuse signed by a parent or guardian covering any case of absence, tardi- ness or dismissal.


Whenever a pupil is suspended by a principal, for any cause for any length of time, an immediate report must be made to the Superintendent of Schools.

INCREMENTS: No increment shall be considered as automatic. A salary increment may be withheld when, in the opinion of the School Board, there is sufficient cause to warrant such action. After ten years of experience all teachers will receive $200.00 increments regardless of de- grees earned.

ADVANCED STUDY INCREMENTS: Extra incre- ments of $100.00 will be added to the salary of a teacher when credit is received by the teacher for advanced study beyond the Bachelor's degree, according to the above schedule. When a teacher changes from $150.00 increments to $200.00 increments because of earning a Master's degree, his salary the following September will be figured by adding $100.00 for the Master's degree and $50.00 to the increment :

MILITARY SERVICE: Financial recognition is al- lowed for military service incurred subsequent to January 1, 1955 to any classroom teacher who meets one of the following specifications :


1. A teacher to be employed in Rockland for the first time with prior military service subsequent to January 1, 1955.


2. A current member of the teaching staff whose teaching service was interrupted or postponed be- cause of military obligations since January 1, 1955.


Military credit up to 2 years on the salary schedule may be granted for military service.

PROFESSIONAL IMPROVEMENT: On completion of 15 credit hours of graduate study, $100.00 shall be giv- en, and an additional $100.00 when Master's degree is ob- tained. The Master's degree must be earned before fur- ther advanced study will count toward additional compen- sation beyond the Master's degree. No course shall count twice at any level. Courses must be approved by Superin- tendent of Schools. This approval must be obtained by the teacher before December if the credit is expected by the following September so that the amount may be in- cluded in the school budget.


SICK LEAVE: Fifteen days of personal "sick leave" shall be allowed full time members of the teaching person- nel without loss of salary in any school year, cumulative to 45 days; plus the difference between the substitue's daily pay, and the teacher's pay for a period of 30 school days after the sick leave period, UPON SUBMISSION OF A DOCTOR'S CERTIFICATE. Any part-time mem- bers of the teaching personnel shall receive compensation for sick leave in the same proportion that his or her part- time service bears to full-time service. Two days of the 15 days allowed may be used for personal emergencies with approval of the Superintendent of Schools.


A member of the teaching personnel shall receive full pay for 5 CALENDAR days for death in the immedi- ate family. "Immediate" family includes parents, wife, husband, brother, sister or children.


For each day's absence, with the exception of the reasons mentioned above, 1/200th of the yearly salary shall be deducted for full-time members of the teaching personnel. Any member of the teaching personnel absent for more than 1/2 of a session shall lose pay for the entire session.


SALARY PAYMENTS: Members of the teaching personnel of the Rockland schools shall receive their salaries every other week on Friday.

SUBSTITUTES: Substitute teachers will be paid at the rate of $11.50 per day. Permanent substitutes will be paid at the rate of $3100. per year. A permanent substi- tute is one who is employed for a stipulated period of time.


RETIREMENT INCREMENT : Depending upon length of service, a retirement increment of $200.00 may be allowed any teacher, supervisor or nurse upon written notice of intention to retire at end of one full school year from date of notice. Notice of intention is irrevocable.


VISITING SCHOOLS: Visiting schools authorized by the Superintendent of Schools or work pertaining to the schools which has been assigned by the Superintend- ent may be allowed without loss of salary.
