ious or offensive or detrimental to the neighborhood or to the Town because of the emission of odors, fumes, dust, noise, smoke, refuse matter, vibrations or hazardous by reason of fires or explosion or other similar cause, and only under permit issued by the Zoning Board of Appeals, subsequent to a public hearing, and upon such conditions as it may deter- mine reasonably necessary to promote the purpose and intent of this by-law.
Secondly that in Section 5, paragraph number 5, and entit- led Parking Areas, the entire wording be stricken out, and there be substituted in place thereof the following :
5. PARKING AREAS. Off street motor vehicle parking areas equal to one hundred sixty (160) square feet per employee, and adequate to serve all delivery traffic, shall be provided on the same lot, with access driveways not less than twenty (20) feet wide extending the full length of the area, and they shall be drained and paved with concrete or a perma- nent hard surface bituminous mixture. A common driveway may serve two rows of spaces if vehicles are angle parked on the opposite sides thereof. No parking area shall be constructed or used nearer than thirty (30) feet to the lot line of abutting land which is within a residence district established by this by- law, nor nearer than seventy-five (75) feet to any dwelling existing in an Industrial Park District on the effective date of amendment establishing the bound- aries of said district.
Thirdly that in Section 5 immediately following the para- graph numbered 7 and entitled HEIGHTS, an additional paragraph be added as follows:
8. EXISTING RESIDENCES. Except for a shelter for plant protection and security officers, no building or structure of any kind shall be located nearer than one hundred and fifty (150) feet to any dwelling existing in an Industrial Park District on the

effective date of the amendment establishing the boundaries of said district.
The foregoing amendments to the amendments con- tained in this article were adopted by a majority vote of the show of hands.
Then it was:
Voted to amend the Zoning By-Law and Map, adopted on March 4, 1958, so as to establish and re- gulate an Industrial Park District, according to the amendments proposed in this article, as amended by the three (3) amendments just previously adopted, and to adopt said amended amendments as herein- after set forth.
1. By striking out the present provisions of Section IIA and substituting therefor the following new paragraph :
A. "The town is hereby divided into districts of three classes, to be known as,
1. Residence
2. Business and Industrial
3. Industrial Park"
2. By striking out the present provisions of Section IIB and substituting therefor the following new paragraph :
B. The boundaries of each of the said districts are established as shown and defined on the map accom- panying this by-law and on file with the Clerk of the Town of Rockland, entitled "Rockland, Massachusetts, Zoning District Map 1958" as amended by a map by Perkins Engineering Associates, dated January 6, 1959, and entitled "Rockland, Massachusetts Zoning District Map - Industrial Park Amendment of 1959", which maps and all their contents are hereby made a part of this by-law.
3. By adding to Section III the following subsection : C. INDUSTRIAL PARK
In Industrial Park Districts only the following uses of land, buildings and structures shall be permitted :

1. Any legally authorized manufacturing, whole- saling, warehousing or other commercial non-retail ac- tivity, all of which must be enclosed, and uses of land and buildings customarily incidental or accessory there- to, including the business office of such activities, pro- vided that such activity will not be injurious or offensive or detrimental to the neighborhood or to the Town because of the emission of odors, fumes, dust, noise, smoke, refuse matter, vibrations, or hazardous by rea- son of fires or explosion or other similar cause, and only under permit issued by the Zoning Board of Appeals, subsequent to a public hearing, and upon such condi- tions as it may determine reasonably necessary to pro- mote the purpose and intent of this by-law.
2. Advertising signs as regulated by the Common- wealth of Massachusetts and by the by-laws of the Town of Rockland.
3. Municipal and Public Utility use with approval of the Board of Appeals after a public hearing thereon.
4. Expressly prohibited are junk yards, automobile graveyards and outdoor retail sales and retail display yards.
4. By striking out in Section IVA and in Section IVB the words "within the two districts of the Town" and sub- stituting therefor the words "Within any Residence and any Business and Industrial District."
5. By adding to Section IV immediately following sub- section A the following new subsection.
AA Within Industrial Park districts all lots and buildings shall be so designed, constructed and used as to comply with the following requirements :
1. LOT AREA AND WIDTH. No requirement, but must be such as to permit compliance with all other regulations.

2. LOT COVERAGE. Buildings shall not cover more than seventy-five (75) percent of a lot, or of lots in common ownership.
3. FRONT YARD. A front yard of not less than fifty (50) feet in depth shall be provided.
Depth shall be measured from the nearest street line except that in case of ways such measurement shall commence at a point at least twenty (20) feet from the center line of the way. Except for a shelter for plant protection and security officers, no building or structure of any kind shall be located within the front yard area.
4. SIDE AND REAR YARDS. No building or structure of any kind shall be located in a side or rear yard nearer than thirty (30) feet to any side or rear lot line, nor nearer than fifty (50) feet to said lot lines wherever the abutting land is within a residence district established by this by-law.
5. PARKING AREAS. 7. HEIGHTS. Buildings shall not exceed fifty-five (55) feet in height, except that this limitation shall not apply to chimneys, tanks or other accessory structural features customarily erected at a height greater than the main roofs of industrial or commer- cial buildings.
8. EXISTING RESIDENCES. Except for a shelter for plant protection and security officers, no building or structure of any kind shall be located nearer than one hundred and fifty (150) feet to any dwelling existing in an Industrial Park district on the effective date of the amendment establishing the boundaries of said district.
6. By adding at the end of the first sentence in Section VIA the words "in a residence district", so that it will read as follows: "No accessory building or structure shall be located within the required front yard area in a resi- dence district."
7. By removing from the Residence District and includ- ing in the Industrial Park District the land within the fol- lowing described boundaries and lines, to wit:
Commencing on the easterly side of Union Street at its intersection with the Rockland-Weymouth town line, thence running easterly along said Rockland- Weymouth town line and the Rockland-Hingham town line to a point on said town line six hundred (600) feet west of the westerly side line of Gardner Street, thence running in a southeasterly direction across Hingham Street to a point on the northwest- erly side line of Pond Street, said point being on a line parallel to and two hundred and seventy-five (275) feet northerly from the northerly side line of Curry Street, at its intersection with the northwest- erly side line of Pond Street; thence running in a

westerly direction along said line, parallel to and two hundred and seventy-five (275) feet northerly of the northerly side line of Curry Street across Wright Street to a point one hundred (100) feet westerly of the westerly side line of Wright Street; thence run- ning in a southerly direction along a line parallel to and one hundred feet westerly of the westerly side line of said Wright Street across Curry Street to a point midway between the southerly side line of said Curry Street and the northerly side line of Wilson Street. Thence running in a westerly direction along a line parallel to said Wilson Street, across Cedar Street to a point on the westerly side line of said Cedar Street; thence running in a southerly direc- tion by the westerly side line of said Cedar Street to a point on a line parallel to and one hundred (100) feet southerly of the southerly side line of Colby Street; thence running in a westerly direction to a point in the southeasterly side line of Hingham Street at the northerly most corner of property now or formerly of Walter F. Thence running in a northwesterly direction across said Hingham Street to a point on the northwesterly side line of said Hingham Street, said point being the in- tersection of a line parallel to and three hundred (300) feet northerly of the northerly side line of Forest Street with the northwesterly side line of Hingham Street. Thence running in a westerly direc- tion along said line parallel to and three hundred (300) feet northerly of the northerly side line of Forest Street, across Weymouth Street to a point in the center line of Swamp River, so called; thence running in a northeasterly direction by the center line of said Swamp River to a point, being the north- easterly corner of property now or formerly of Stan- ley W. and Florence M. Feener and the southwest-

erly corner of property now or formerly of Evelyn F. Shaw. Thence running in a northwesterly and westerly direction along said Feener-Shaw property line and the extension of said property line to a point two hundred (200) feet easterly of the easterly side line of Union Street. Thence running in a northerly direction along a line parallel to and two hundred (200) feet east of the easterly side line of said Union Street to a point on the northerly property line of land now or formerly of Lorenzo A. and Margaret H. Medico and southerly line of property now or form- erly of United States of America, thence running in a westerly direction along said Medico-U.S.A. prop- erty line to a point on the easterly side line of Union Street, thence running in a northerly direction by the easterly side line of said Union Street to the point of beginning.

Article 76. John J. Burke, Chairman of the Plan- ning Board, read the Report of the Planning Board, on this article, to the meeting.
On motion of Mr. John J. Burke and in accordance with the recommendation in the Report of the Planning Board, as read to the meeting, the meeting voted to strike out in its entirety the item - I. CUSTOMARY HOME OCCUPATIONS as it appears in this article and reading: Any occupation conducted by a resident occupant in which all necessary functions shall be per- formed solely by said resident occupant in person, with no assistance except from his or her spouse, without any employees, assistants or substitutes, and not includ- ing occupations involving directly the physical persons of the patrons, as in barbering, cosmetic treatment, physiotherapy etc.

VOTED TO amend the Zoning By-Law adopted on March 4, 1958 in the following respects.
1. By adding to Section VII the following :
I. NEW AREAS. New areas, as the term is used in Section III, A-10, shall mean any area which has not been actively worked for at least twenty-five (25%) per cent of the two (2) year period immedi- ately prior to the effective date of this amendment. Any area which has been so actively worked shall also be considered new areas if extended beyond the property or lot line of the parcel or lot on which they are located subsequent to the effective date of this amendment.
J. LOT WIDTH. The distance between the side lot lines, measured at the street line of the lot, except that in case of lots fronting upon way the said measurements shall be made at points at least twen- ty (20) feet from the center line of the way.
2. By striking out of Section IXB the entire first para- graph and substituting therefor the following :
"Appeals may be taken to the Board of Appeals by any officer or board of the Town, or by any per- son aggrieved by any order or decision, made under this by-law, by the Building Inspector or other officer or board of the Town, by filing such appeal with the Town Clerk no later than fourteen days after noti- fication of the order or decision and by depositing therewith a filing fee of ten (10) dollars."
3. By striking out of Section X the entire second para- graph and substituting therefor the following :
"No provision of this by-law or amendment there- of shall affect any permit issued or any building or structure lawfully begun before the first notice of

hearing thereon before the Planning Board was given, except as provided in Chapter 40A of the Gen- eral Laws, and any amendment thereto."

ANNUAL TOWN ELECTION March 7, 1959
A Subsequent Meeting for the Election of Town Offi- cers, was held in the Senior High School Cafeteria, God- dard Avenue, on Saturday, March 7, 1959.
The Polls opened at 8:00 A. M. and they were closed at 8:00 P. M. as provided in the Warrant for the Meeting.

SPECIAL TOWN MEETING May 18, 1959
Pursuant to the foregoing Warrant a meeting was held in the Rockland High School Auditorium on May 18, 1959 beginning at 8:00 P.M. and the following votes were passed and action taken.
A total of 324 names of registered voters were check- ed on the voting lists as having appeared at the meeting during the evening.
The meeting was called to order at 8:00 P. M. by the Moderator James H. Kenney, Jr.
The Call for the meeting with the Constable's re- turn of service thereof was read by the Town Clerk.
Upon their need the following persons were appoint- ed by the Moderator to be Tellers for the meeting and they were sworn to the faithful performance of their duties by the Town Clerk, - James P. Fitzgerald, Robert W. Bowker and John V. Hoadley.

The Chairman of the Finance Committee, - Charles W. Damon, reported verbally to the meeting their recom- mendations previous to acting on each article and they were as follows: Article 1. approved; Article 2. approv- ed; Article 3. approved; Article 4. approved; Article 5. approved; Article 6. approved with motion that considera- tion be $350.00 ; Article 7. approved ; Article 8. disapprov- ed and recommend that Moderator appoint a committee of five to investigate the advisability of appointing a Town Accountant, said committee to make its report in town re- port for 1959 and that this same article with the added words "or take any action relative thereto" be inserted in the Warrant for the 1960 Annual Town Meeting; Article 9. approved; Article 10. approved ; Article 11. approved ; and that money be transferred from available funds; Article 12. approved; and recommend money be trans- ferred from available funds and further recommend that $1,216.00 be added to Park Dept. Labor appropriation and that $660.00 be added to the Playground Supervisors appropriation : Article 13. approved and further recom- mend that the Veterans Agent be instructed to investigate the feasibility of moving said Honor Roll to a permanent roll on the Memorial Stadium; Article 14. disapproved sums in the article and recommended that the following sums of money be transferred from available funds, $800.00 Cleaning Catch Basins, - $1,800.00 Sidewalk Re- pairs, - $1,000.00 Cleaning Streets, - $8,000.00 Highway Repairs; Article 15. disapproved the $600.00 and recom- mended that $150.00 be transferred from available funds for the removal of the stumps; Article 16. disapproved ; Article 17. refer to meeting; Article 18. disapproved ; Article 19. refer to next Annual Meeting; Article 20. dis- approved ; Article 21. approved and recommend money be transferred from available funds; Article 22. disap- proved; Article 23. disapproved; At recessed meeting on May 25th recommended that all remaining articles in Warrant (articles #24 thru #32 inclusive) be passed over and that the meeting be adjourned sine-die.

After the opening of the meeting the Moderator ruled it was evident that a quorum had not yet arrived at the meeting.
Voted to proceed with action on articles in the War- rant not calling for the raising and appropriating or trans- ferring of money.
Unanimous Vote
Article 1. Voted to rescind the appropriation of Two thousand dollars ($2,000.00) under Article No. 30 of the Annual Town Meeting of 1959 due to suspension of Chapter 90 Road Maintenance by the State and County.
Article 2. Voted to rescind the appropriation of Four thousand dollars ($4,000.00) from available funds under Article No. 31 of the Annual Town Meeting of 1959 due to suspension of Chapter 90 Road Maintenance by the State and County.
At 8:10 P. M. at the request of the Moderator the checkers at the Voting Lists reported that 205 names of registered voters had been checked as entering the Audi- torium.
The Moderator declared that a quorum was present and that action could be taken on any article in the Warrant.
Article 3. Voted to rescind the appropriation of Twelve thousand dollars ($12,000.00) from available funds under Article No. 33 of the Annual Town Meeting of 1959 for Chapter 90 Road Construction and authorize the Town Treasurer, with the approval of the Selectmen, to borrow the sum of Twelve thousand dollars ($12,000.00) in accordance with Section 6A of Chapter 44 of the Gener- al Laws, for said Chapter 90 Road Construction.
Article 4. Voted to rescind that part of the instruc- tion vote pertaining to "black-topping" of the Taunton Avenue Parking Lot under Article No. 64 of the Annual Town Meeting of 1959 and to transfer an amount of Four
