The Selectmen's Message


Organization


Organization of the Board of Selectmen: Walter Sil- veira, Chairman of the combined Boards of Selectmen and Public Welfare, with Charles W. Knowlton as Secretary. Albert E. Stanton was elected as Veterans' Agent.


Hurricane Repairs


The attention of the Board members was given to the rebuilding and repairs of town property which was dam- aged by the 1954 hurricane and to seeing to it that bills for the work were submitted to the State Hurricane Relief Board for reimbursement. We are gratified to report that due to the co-operation of the Department heads and the Town Accountant, the town received almost complete reim- bursement. An account of expenses incurred and reim- bursement received for these hurricane repairs is submit- ted herewith.

Abatements


The State paid the Town $23,576.30 to cover abate- ments made on 1954 Real Estate due to damage caused by the hurricane, in addition to money reported above.


Junior High School


A Junior High School - whether or not it should be built in this town - required several town meetings and a referendum vote, and was the chief topic discussed at numerous meetings and conferences during the year. At

the close of the year the matter was in exactly the same status as at the beginning and will again be brought up at the 1956 Annual Meeting.


Town Hall


Improvements and repairs were made at the town hall. The waterproofing of the exterior was completed this year with work on the east side. Painting in the basement, for which the contract was awarded, will be done next year.


Town Infirmary


Repairs were made to the Town Infirmary, as directed by the State, and a fire escape was installed; after which a license was granted by the Department of Public Health for a Boarding Home for the Aged.


Town Beach


The town bathing beach at West Island was used by the townspeople in increasing numbers and no special problems were presented, but we feel some restrictions may have to be placed on use of the parking lot by persons from out of town.


Town By-Laws


The need for revision of the town By-Laws, relating to the erection of billboards, is recommended due to ex- periences in the past year with the State's method of grant- ing permits. The erection of billboards on Sconticut Neck Road was protested by us and every means used to prevent the permit being granted by the Outdoor Advertising Au- thority, but our efforts were of no avail. We are advised by the attorney whom the Board consulted that the only remedy for the situation is revision of the section of the town By-Law, which is to be considered at the Annual Town Meeting in March, 1956.
