Recreational Committee


Unanimously voted to accept the report of the Recreational Committee with thanks, and that the Committee continue for another year to complete their work. (Report filed with the Town Clerk.)

Voted unanimously that the Committee con- tinue to study revision of the act establishing limited Town Meetings in Fairhaven, to place the report on file, and to adopt the following resolution :


Resolved, that the Selectmen be requested to petition the General Court to enact amend- ments to Chapter 285, of the Acts of 1930, as amended by Chapter 168 of the Acts of 1945, in accordance with the recommendations of the

Committee and in the substance of the draft sub- mitted with its report.


A motion was made for reconsideration of Ar- ticle 3, Section 14, Fire Department but was defeated by a unanimous vote.


Elementary School Survey Com.


Unanimously voted that the report of the Ele- mentary School Survey Committee be accepted, the Committee thanked and discharged. (Re- port filed with the Town Clerk.)


Tuberculosis


Unanimously voted to accept the report of the Committee studying tuberculosis facilities in Bris- tol County, and to place the report on file and that the Committee continue its work. (Re- port filed with the Town Clerk.)


Voted unanimously to recess the Adjourned Annual Town Meeting until the completion of the Special Town Meeting.

ARTICLE 56. After much discussion it was unanimously voted to amend the zoning map by extending the ex- isting Business District on the southerly side of Washington Street, east of Rivet Street to Grin- nell Street, to include Lots 62 and 63, Assessors' Plot 31A and Lots 64 and 65 on Grinnell Street.

ARTICLE 59. New Fire and Police Station


Voted to discharge all previous committees and appoint a new committee of nine ; three from the Board of Selectmen; one member from each of the five precincts, to be appointed by the Chair- man of each precinct; and the Chairman of the Finance Committee to either serve or appoint one member; and that the Chief of the Fire Department and the Chief of the Police De- partment serve in an advisory capacity only ; also that no money be appropriated.

The Special Town Meeting was called to order at 2:45 P. M.


One hundred Town Meeting members constitute a quorum.


It was moved and unanimously voted that all sums appropriated be placed in the tax levy of 1955.


It was voted unanimously that the reading of the full text of the articles and the reading of the preambles be waived.


CAUSEWAY ROAD, WEST ISLAND


ARTICLE


1. Tremendous vote (10 opposed) in favor of adopting Article 1 and appropriating $1.00 to buy of Fairhaven Estates, Inc., an easement over certain parts of Causeway Road that it owns, all its interest in the Causeway, between Jacob's Neck and Long Island and between Long Is- land and West Island subject to certain existing easements, together with such further interests in the land over which Causeway Road extends as Fairhaven Estates, Inc., elects to convey to the Town; appropriation of one dollar.

ACCEPTANCE OF CAUSEWAY ROAD


ARTICLE


2. Voted, a practically unanimous vote, to ac- cept as a town way Causeway Road, from the east line of Sarah H. McLane et ali land on Jacob's Neck easterly across the Causeway and across Long Island to the west line of Alder Street on West Island. No appropriation re- quired.


ARTICLE 3.


Unanimously voted that the Selectmen be au- thorized to apply to the Commonwealth for emergency funds to rehabilitate said Causeway Road and the two causeways between Jacob's Neck and Long Island and between Long Is- land and West Island.

WEST ISLAND TOWN BEACH


ARTICLE 4. Unanimously voted to appropriate the sum of $2,500.00 to build, improve and extend the facil- ities at the town beach at West Island, said money to be expended by the Board of Select- men and the special Recreation Committee ap- pointed in 1953 for said purposes.

GAS COMPANY EASEMENT


ARTICLE 5. Unanimously voted to grant to the New Bed- ford Gas & Edison Light Company a perpetual right and easement to erect and maintain a line with the necessary poles, wires and other fixtures for the transmission of electricity over and across land of the Town of Fairhaven, as described in Article 5.


JUNIOR HIGH SCHOOL BUILDING COMMITTEE


ARTICLE 6. After much discussion it was unanimously vot- ed to ratify, adopt and confirm all of the acts taken since the Special Town Meeting of July 15, 1954, of the Junior High School Building Committee appointed at the Adjourned An- nual Town Meeting held March 21, 1953.


EXPENSES OF COMMITTEE


ARTICLE 7. There was a very heavy vote in favor of this article, that the town reconstitute and reappoint the Junior High School Building Committee ap- pointed at the Adjourned Annual Town Meet- ing held March 21, 1953, and to transfer from the balance of the funds voted for the use of the Committee at the Adjourned Annual Town Meeting held March 27, 1954, the sum of $1,000.00 from the Junior High School Plans ac- count to pay the architect for the second set of preliminary plans, and $10.00 from the Junior High School Building Committee expense ac- count to pay miscellaneous expenses.

ARTICLE


1. It was practically a unanimous vote in favor of com- bining Article 1-5 inclusive for the purpose of a general discussion only.


After a lengthy discusion it was voted:


That the sum of $978,000.00 be raised and appropriated for the purpose of constructing and originally equipping and furnishing a Junior High School building, and that to meet said appropriation the sum of $8,000.00 be appro- priated from available revenue funds, and that the treas- urer, with the approval of the Selectmen be and hereby is authorized to borrow the sum of $500,000.00 under au- thority of Chapter 44 of the General Laws, and the sum of $470,000.00 under authority of Chapter 645 of the Acts of 1948 as amended, and to isue bonds or notes of the town therefor, payable in accordance with the provis- ions of Chapter 44 of the General Laws, so that the whole loan shall be paid not more than twenty years from the date of issue of the first bond or note .- $978,000.00. VOTE : 140 in favor of adoption - 58 opposed.

ARTICLE 2. Unanimously voted that the Junior High School Building Committee be and it hereby is authorized, empowered and directed in the name and on behalf of the town to enter into and carry out all agreements necessary to plan, con- struct and originally equip and furnish a Junior High School building, or to take any action relative thereto.

Unanimously voted that the Elementary School Building Committee be authorized to engage an architect and to secure plans and specifications for the necessary altera- tion and additional rooms and facilities at the Rogers School in general conformity with plans they have made and recommended for that school, and to present the plans at an Annual or Special Town Meeting for action thereon, and that the sum of $4,000.00 be appropriated for the forthcoming services, and that an additional appro- priation of $200.00 be made for the expenses of this Com- mittee and that these appropriations be placed in the Tax Lavy of 1955. - $4,200.00.

ARTICLE 6. Unanimously voted to transfer $6,000.00 from the Recon- struction of Main Street Account for the purpose of resurfacing Main Street from Elm Avenue north to Wood Street at this time. - Transfer $6,000.00.


ANNOTATED LAWS


ARTICLE 7. Unaimously voted to amend Article 43 of the Annual Town Meeting of March 20, 1954, which authorized the purchase of the "forthcoming issue" of Annotated Laws so that the "current" issue of the Annotated Laws may be purchased with funds voted at that time.

To amend the Zoning Map by extending an existing business district located on the northerly side of Washing- ton Street and the westerly side of Slocum Street to include a triangular lot of land on westerly side of Slocum Street northerly 200 feet; then westerly 10 feet; then south-westerly 225.67 feet; then easterly 115.21 feet to point of beginning, in accordance with a petition of Noel B. Couture and a plan filed with the Planning Board.

ARTICLE 3. Unanimous vote in favor of a postponement of this article until the next Special or Annual Town Meeting to change from a single residential district to a business dis- trict with 20-foot set-back on all ways land on the north- erly side of Washington Street as follows :


Beginning on the northerly side of Washington Street at the easterly boundary line of land owned by the Fairhaven Water Company, easterly 260 feet; then north- erly 140 feet; then westerly 300 feet; then southerly 137.91 feet to its point of beginning, in accordance with a plan filed with the Planning Board and petition of Emily Alden, dated August 1, 1955.

ARTICLE 6. Report of the Elementary School Building Committee was read by Mr. Cecil Whittier.


ARTICLE 7. Unanimous vote in favor of adoption of Article 7, as follows :


That the sum of $10,000.00 be raised and appropriated for the preparation of architects' final plans and preparation of specifications for bids for an addition to the Rogers School and that said sum be provided by a transfer from the Excess and Deficiency Account, and that the Elemen- tary School Building Committee be authorized to expend the same for the purpose, provided approval of the pre- liminary plans if first obtained from the Massachusetts School Building Assistance Commission. $10,000.00


ARTICLE 8. Unanimous vote in favor of the Elementary School Build- ing Committee being authorized to obtain bids for the

construction of an addition to the Rogers School, no bid to be accepted until an appropriation for this purpose has been made, and that the sum of $1,000.00 be appropriated for the expense of the Committee, and that said sum be provided by a transfer from the Excess and Deficiency Account. $1,000.00

ARTICLE


9. Vote to discontinue that portion of Union Street between the east line of Chestnut Street and the west line of Pleasant Street as a public way and to transfer it to the School Committee for school purposes, carried by a very heavy majority. 128 in favor; 26 opposed.
