In keeping with Junior Chamber of Commerce national policy of service to the local community, president Albert P. Silva appointed Norman B. Maynard chairman of a special committee to investigate the possibility of erecting a music shell in Fairhaven. With the help of Miss Elizabeth I. Hastings, director of the Fairhaven High School band, Cushman Park was selected as the best site for such a structure.


With the help of the Fairhaven Improvement Association members who donated the proceeds of their Annual Street Fair and money from the Anna B. Trowbridge Memorial fund, the Fairhaven Junior Chamber of Commerce started construction on the shell.


Mr. Maynard released the following statistics as the Jaycees neared completion of this "do-it-yourself" project for the people of Fairhaven. After considerable fill had been dumped at the site, twenty-six cubic yards of concrete was used to make a platform measuring twenty-eight by thirty- five feet. The severely slanting roof is supported by a thirty-five foot long steel I beam resting on only two steel pillars. The roof rafters measured twenty-six feet in length and are pitched at an angle of twenty degrees. In addition to a public address system and lighting the structure includes a storage room at the rear which will hold three hundred folding chairs. The front of the shell is attractively faced with California redwood.


As the Jaycees hammered away weekends and evenings, carried lumber, painted and did every possible type of construction work, they piled up over six hundred man hours during the pleasant Summer evenings. Among those who worked on this project were: Norman B. Maynard, Eli G. Braley, Jr., Albert Borges, George Barboza, Donald Evans, Lazarus Alexion, Harry Young, Allen Reed, Albert P. Silva, Rev. Alan G. Deale, Charles Maciel and Roland Despres.


Without the generous cooperation of the following civic-minded Fair- haven business men the project would have been impossible; Hathaway Machinery Company, Atlas Tack Co., Marine Radio and Electric Company, Armand Guilmette, Frank A. Taylor, Bourdon, Warren & Battistelli, The Fairhaven Lumber Company, Building Materials Company of New Bedford, Acushnet Metal Products of New Bedford, and L. & S. Concrete Co. Additional help was provided by the Fairhaven Highway Department, the Fire Department and the Water Department.


Individual donors to this significant project have included the Ladies Benevolent Society of Fairhaven, The Fairhaven Mothers Club, the Fair- haven Firefighters, and others.


The Fairhaven Jaycees are proud of their efforts and are grateful to everyone who helped make this dream a reality. Members feel that the music shell is an example of what civic-minded people can do if they are forward looking and possessed with strength of will.

Selectmen's Message for 1957


Organization of the Board of Selectmen: Walter J. Boro- wicz, Chairman of the combined boards of Selectmen and Public Welfare with Walter Silveira as Secretary and Albert E. Stanton continued as Veteran's Agent.


.At the close of the year we find a balance of $281,502.14 in the Excess and Deficiency account of which $219,362.30 has been certified as "Free Cash." This amount reflects an increase of $60,893.16 over the balance certified last year. This increase is due principally to the reimbursement re- ceived from the State and County for their share in Chapter 90 construction which had been carried over an additional year. The amount of cash on hand December 31, 1957 amounted to $1,410,097.22. The large balance is attributed to the fact that $1,480,000.00 had been borrowed for School Construction of which only $552,435.54 had been expended.


The Board had been confronted with various issues which have been of extreme importance to the welfare of the town. The court action instituted by a group of taxpayers to gain the additional funds denied by the town meeting in appropri- ating funds for Schools, necessitated considerable time and study for the presentation of the defense. The findings of the court have been made but as of the close of this year no decree had been entered.


In various other actions the Board has adopted a set of rules and regulations for the Police Department; made a complete revision of the Traffic Rules which have been ap- proved by the Dept. of Public Works; established a Council for the Aged in conjunction with the Towns of Acushnet and Dartmouth; and it was imperative that we issue a pro- clamation curtailing the use of water due to the drought con- ditions experienced in this area.


White Walk lines and large stop signs have been painted at various intersections in the town aiding in the prevention of accidents. At present plans are being formulated to insti- tute a general road reconditioning program, entailing the honing, sealing and reconstruction of the roads in town. There were plans and proposals submitted to the Board for

its consideration as regards the traffic problem at the inter- section of Huttleston Ave. and Main Street. These plans and proposals have been taken under advisement and fur- ther study is to be made prior to any recommendations being submitted for the Town Meeting's consideration.


Extensive repairs had been made to the town hall this past year, such as the installation of new gutters and neces- sary repairs around the tower, refinishing various office floors and many other items that needed immediate attention. We feel that the program initiated a number of years ago should be continued to allow the preservation of the town hall . At present lighting surveys are being conducted and considera- tion of improving the lighting in the auditorium and various offices are being deliberated upon.


In a united effort the various Improvement Associations constructed a float depicting the old whaling days which represented the Town of Fairhaven in the Mattapoisett Centennial Parade.


In conclusion we wish to thank the heads of the other town departments for their cooperation during this past year.
