Gentlemen :
I submit herewith my report of an audit of the books and accounts of the collector of the town of Fairhaven for the period from August 9, 1956 to October 16, 1956, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the collector of the town of Fairhaven for the period from August 9, 1956, the date of the previous audit, to October 16, 1956, preparatory to a recommitment of the tax, motor vehicle and trailer excise, assessment, departmental, and water accounts to a tempo- rary collector, the following report being submitted thereon :

The books and accounts of the town collector were examined and checked. The taxes, motor vehicle and trailer excise, and assessments outstanding at the time of the previous examination, as well as all subsequent commit- ment lists, were audited and checked with the warrants issued for their collection. The recorded collections were compared with the payments to the treasurer, the recorded abatements were proved with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the respective controls in the accounting officer's ledger.
The commitments of departmental and water accounts receivable were examined and checked. The recorded re- ceipts were checked with the payments to the treasurer, the abatements as entered were compared with the depart- mental records of abatements granted, and the outstanding accounts were listed, checked with the available depart- mental records, and proved with the accounting officer's ledger.
The outstanding tax, motor vehicle and trailer excise, assessment, departmental, and water accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The total amounts outstanding of each of the tax, excise, and assessment levies, as well as of the departmental and water accounts receiveable, were given to the assessors and the other departments concerned for use in preparing the recommitments for the temporary collector, and detailed lists of all the outstanding accounts were prepared for the collector's use.
The surety bond of the temporary collector for the faithful performance of her duties was examined and found to be in proper form.
While engaged in making the audit cooperation was received from all the officials of the town, for which, on behalf of my assistants, and for myself, I wish to express appreciation.
