FAIRHAVEN TOWN HALL Dedicated February 22, 1894


On Center Street, occupying, with its grounds, the width of an entire block from William to Walnut Streets, stands the Town Hall, a gift of Mrs. Abbie P. Rogers of New York. The building, designed by Architect Charles Brigham, is one of the finest specimens of civic architecture in New England. Built in the French Gothic style, the lower portion of the exterior is of granite, which is surmounted by a structure of Delmonico brick, so-called, adorned with elaborate terra- cotta ornamentation. This is said to be the second building in which this kind of brick was used. The external charm of this beautiful structure arises from the fact that the ar- chitect has been enabled to blend harmoniously what a novice would call "irregularities" in design, so as to form an exqui- sitely varied and tasteful whole. Balconies, towers, pin- nacles, Gothic windows, and quaint and grotesque Gothic ornaments in terra-cotta lend grace and beauty to the state- liness of the building. A prominent feature is the lofty clock tower which rises to a height of 150 feet. It is of granite, brick, and terra-cotta, and is richly ornamented. The building is surrounded by a beautiful lawn and sidewalks bordered by lawns on either side which are shaded by grace- ful elms. The main entrance is through a triple arched loggia. Passing into the building one finds himself in an entrance hall whose chief feature is a fine staircase leading to the hall above. Before ascending, however, one should pass through a richly decorated archway into a wide corridor directly in front of him, from either side of which open spacious and elegant rooms, appropriated, for the most part to the use of various town officers.


Proceeding from this floor to the hall above, one finds himself, upon entering, beneath a gambrel-shaped ceiling laid in panels formed by heavy oaken beams. Around the sides are a dado of oak and a heavy cornice of oak, while the gallery has a rail of quartered oak, elaborately decorated. There are three large stained-glass windows, one on either side and one at the rear. The windows are divided in trefoil, lozenge and diamond shapes, the upper portion being stained with varied tints; various scenes of local interest are illus- trated in medallions which contain paintings executed in sepia. Over the proscenium arch is the inscription "Fair- haven, incorporated Feb. 22, 1812." .

The Selectmen's Message


The organization of the Board of Selectmen for 1960 is as follows:


Walter Silveira, Chairman of the Board of Selectmen and Public Welfare, James B. Lanagan, clerk, and Walter J. Borowicz, Veterans' Agent.


At the close of the year, we find a balance of $262,283.33 in the Surplus Revenue Account of which $181,341.83 has been certified as "Free Cash".


The members of the Board have been actively associated with various committees, such as the Little League, the Fort Phoenix Restoration Committee, the new Dump Site Com- mittee, and the Trailer Committee.


Two new sources of revenue were brought into the Town. The Melmar Corporation purchased the property on which the Town Infirmary was located and built a new Recreation Center. The Little League field was moved to the extreme East end of the Town property by this move.


The New Bedford Seafood Cooperative Association, Inc. leased the south-west portion of the dock for the filleting of fish, and also built a new office on this property.


The Fort Phoenix Restoration Committee, in conjunc- tion with the Park Department have inserted an article in the Town Warrant to completely restore this historic site.


The Board has met on various occasions with the Dump Site Committee and several proposed locations have been suggested and visited for a new dump site to augment the present one.

Quarterly departmental meetings were continued and have proved to be very beneficial by keeping in close contact with the problems presented by the various departments.


We are exerting every effort to have the Coggeshall Street Bridge repaired by making a causeway over the river to keep the vital link with New Bedford. The Division of Waterways is working on this matter and we hope to have something definite to state in the next Town Report.


In conclusion, we wish to thank the other town depart- ments and the many citizens for their cooperation during the past year.
