Report of Selectmen For the Year Ending December 31, 1946


The Board of Selectmen respectfully submit the follow- ing report for 1946.


The Board organized on February 26, 1946, with Charles F. Maynard, Chairman and Ray M. Newell as Clerk. J. P. Kerin was quite ill at the Lowell General Hospital. On March 16, 1946, J. P. Kerin passed away, the town losing a very good citizen and also a very sincere and conscientious Town officer.


A special election was held on May 6, 1946 and Chester H. Waterous was elected to fill the unexpired term.


The Board continued to carry out all policies of fair and constructive town management, an impartial administra -. tion that reflects credit to our Board.


After reorganizing we found that the time had come when a Clerk was necessary, so after giving due notices we received a number of applications. After much consid- eration Mrs. Laura Saunders was engaged for this position on a part time basis. Due to increasing Selectmen's busi-

ness, telephone calls and request for clerical work from other Department heads we found it necessary on December 1, 1946 that this position be on a full time basis. The Clerk's hours now are as follows :


Mon,. Tues., Wed., Thurs., Fri. - 9 A. M. to 12 Noon 1:30 P. M. to 5 P. M.


Saturday 9 A. M. to 12 Noon.


Legal Holidays excepted,


During these hours all requests for information on Town business, complaints or emergency calls can be tele- phoned in to the Selectmen's Office, 433, and will be for- warded to the right Town Officer for action. Calls for the District Nurse can also be left with the Clerk.


During 1946 the following list gives a brief description of the work covered by this Clerk :

The Board of Selectmen wishes at this time to thank all other Boards and Departments for their willing coopera- tion and support in all matters where their services were requested and we also have endeavored to be of assistance to them in all instances.


We also hope that the voters will support all the De- partments in their requests for appropriations for the com- ing year so they may carry on the efficient and creditable work that they now have so well established so that in 1947, with the continued cooperation of all Departments and citi- zens, we can make Pepperell a better place to live in and a Town to be proud of.

Report of Playground Committee


The Playground Committee submit the following re- port for the year 1946.


The year 1946 showed a decided increase in the activi- ties at our playground.


With more interest now shown in Tennis and Outdoor Basketball it is hoped that arrangements can be made for competitive matches in these sports.


The ballfield was in continuous use from early spring to mid October. The installation of the wire fence along first and third base lines has insured greater safety for the spectators. It is now hoped that new bleachers can be purchased and erected at the field. Water was installed and drinking fountain made available.


The skating rink was in great demand during skating season. Spraying was done, with the assistance of the Fire Department, which helped to keep the rink usable. Flood lamps were installed which provided opportunity for night skating,


The Committee wish to thank all who assisted in any way to make the playground and its activities so successful.


We are of the opinion that additional improvements should be made if money is ever available and believe that the citizens of Pepperell should give thought to the possibil- ity of a swimming pool. This matter is vital to every child in the community and therefore every parent should be in- terested.

Report of the Pepperell District Nurse


I hereby submit the report of Pepperell District Nurse Association for the year ending December 31, 1946.


Mrs. W. W. Nagle, R. N. was on duty through July and Mrs. E. Shaughnessy carried on in August. I came on duty September 1st. In November Mrs. Mary Wells was secured to take over weekends.

Toxoid Clinic was held in May - 80 children were im- munized. In November because of the prevalence of diphtheria in this area Dr. Porter thought it advisable to hold another at which 110 children were immunized and 225 were given booster doses making a total of 335 children treated.


Well child conferences were held every two months with Drs. Porter and Graves alternating. These clinics were well attended. Miss Almeda King, State Nutritionist, has been most helpful both at the clinics and in making home visits to families requiring special help. Salvation Army Funds were used to purchase cod liver oil for several chil- dren.


Clinic service at Lowell General and St. John's hospi- tals have been used. Chief King and I took two patients to Gardner for observation.


Service through crippled children service was con- tinued and appointments were made for children to attend habit and speech defect clinics.

In September arrangements were made through Seal Sale funds to have the employees of Bemis Bro. Bag Co. and St. Regis Paper Company have chest X-rays which will be done in March. I also assisted Dr. Crocker give influenza vaccine to the employees of St. Regis Paper Mill.


The Ayer Diagnostic Clinic was reopened in September and eight patients have been X-rayed there and four at Wal- tham.


I attended ten lectures in Fitchburg and the Massa- chusetts Organization of Public Health Nurses meeting at Statler Hotel in Boston. During July the office was moved to the Town Hall. Mrs. Saunders takes nurse calls between 9-12 A. M. - 1:30-5 P. M. This has proved to be a great convenience. The Board members have been most coopera- tive in helping at clinics. I have enjoyed my work.

Report of Permanent Honor Roll and War Memorial Committee


To the Honorable Board of Selectmen


Town of Pepperell


The Permanent Honor Roll and War Memorial Commit- tee submits their report for the year ending December 31, 1946.


This Committee met on September 19, 1946 and elected Kenneth W. Marriner as Chairman and Paul R. Taylor as Secretary.


Several types of Memorials based on suggestions re- ceived are listed as follows :


1-Remodel existing Memorial Monument on Town Common.


2-Locate new Memorial Monument on new Rotary Traffic Island at junction of Main, Hollis and River Streets.


3-Construct swimming pool - Scheme 1 - Artificial pool. Scheme 2 - Natural pool in Nissitissit River.


4-Children's Reading Room in Library Building.


5-Community Center for the young people.


6-Prescott Hall Renovation - as a Memorial Hall. 7-Entire Town Hall Renovation - new Town Offices - rooms for different groups - larger hall for din- ners, etc. Prescott Hall Renovated.


8-Playground development as a Memorial Playground.


9-Railroad Square development.


10-Electrically operated carillonic bells (chimes)


It is the understanding of this Committee that their duty consists of bringing before a future Town Meeting as many different types of projects as may be deemed neces- sary with plans and estimates of costs so that the citizens may pick from the group the type of permanent Honor Roll and War Memorial desired.


The Selectmen were requested to set up an account on the Town Books to be called "Permanent Honor Roll and War Memorial Fund" so that any contributions received by

the Town may be earmarked for this purpose. This has been done and the account has a balance of $80.75.


The citizens of Pepperell were requested, through the local papers, to submit any suggestions they may have to this Committee, care of the Selectmen's Office.


The Committee met again on December 27, 1946 and we submit the following report of progress :


Plans for a Permanent Honor Roll were discussed and it was decided that it would be impractical to settle on this part of the project until a definite ruling was received as to the proper date for closing the list of names for World War II.


Plans for a War Memorial were discussed and it was decided that because of high construction costs and scarcity of materials it would be impractical to submit any plans at the Annual Town Meeting in 1947 or until these conditions improve.
