Report of the Finance Committee


To the Voters of the Town of Pepperell:


The Finance Committee submits, herewith, its recom- mendations for the year 1948.


It has been the aim of this Committee, to endeavor to keep the 1948 Tax Rate as low as possible without lowering the present standards of operating the various Depart- ments of the Town.


Any increase in the appropriations over what we re- commend will increase the Tax Rate approximately 33c for every $1,000.00 raised and appropriated.

Article. 1 To choose a Moderator.


Article 2. To hear and act upon all reports of Town Officers and Committees.


Article 3. To choose all Town Officers and Committees for the ensuing year not required to be elected by ballot, or act in relation thereto.


Article 4. To determine whether the Town will vote to authorize the Treasurer with the consent of the Se- lectmen to borrow money in anticipation of revenue for the current year.


Article. 5. To see if the Town will voted to fix the salary and compensation of all elective officers of the town as provided by Section 108 of Chapter 41, General Laws, as amended.


Article 6. To determine what sums of money the Town will vote to raise and appropriate, or transfer, to de- fray the expenses of the Public Schools, Department of Public Welfare, and various other departments and special accounts.


Article 7. To determine what method the Town will adopt for the Collection of Taxes for 1948.


Article 8. To see if Town will vote to authorize the Board of Welfare to appoint one of its own members to act as Agent and to fix his salary, and to raise and appropriate the same; in accordance with the provisions of Section 4A of Chapter 41 of the General Laws, or act in relation thereto.


Article 9. To determine if the Town will vote to trans- fer the sum of $2500.00 from Overlay Surplus Reserve to a fund to be known as the "Reserve Fund" in accordance with Section 6 of Chapter 40 of the General Laws, or take any other action in relation thereto.

Article 10. To determine if the Town will vote to ap propriate the sum of $13,000.00 from Water Department receipts, to pay operating and maintenance cost of the de- partment for the current year.


Article 11. To determine what sum of money the Town will vote to raise and appropiate for removal of snow and ice, or take any action in relation thereto.


Article 12. To determine whether the Town will vote to raise and appropriate the sum of $6900.00 for repairs and improvements on outlying roads under the provisions of Section 26 through 29, Chapter 81 of General Laws, as amended, or take any action in relation thereto.


Article 13. To determine whether the Town will raise and appropriate $2000.00 for maintenance of Chapter 90 Roads: money to be used in conjunction with any money which may be allotted by State or County, or take any ac- tion in relation thereto.


Article 14. To determine whether the Town will vote to transfer from Surplus Revenue the sum of $4000.00 for construction on Chapter 90 Roads or other Town Roads; money to be used in conjunction with any money which may be allotted by the State or County, or take any action in rela- tion thereto.


Article. 15. To determine whether the Town will vote to transfer from Surplus Revenue the sum of $834.65 to pay snow and ice bills contracted in 1947 under emergency de- clared by the Selectmen December 26, 1947 and December 28, 1947.


Article 16. To determine whether the Town will vote to transfer from Surplus Revenue the sum of $6000.00 for a special project to remove dead trees and dangerous limbs in accordance with survey prepared by the Selectmen, this work to be done under the supervision of the Selectmen and the Tree Warden.


Acticle 17. To determine whether the Town will vote to transfer from Surplus Revenue the sum of $1000.00 for re-roofing the Foster Street Fire Station.

Article 18. To determine whether the Town will vote to transfer from Surplus Revenue the sum of $475.00 to purchase new Police Cruiser and trade in present Police Cruiser.


Article 19. To determine if the Town will vote to transfer from Surplus Revenue a sum not exceeding $3,000.00 to add A PERMANENT HONOR ROLL in the form of a bronze plaque, containing the names of all the World War II Veterans, on the side of the existing monument located on Town Common; this sum also in- cludes the reconditioning of the existing monument, or take any other action in relation thereto.


Article 20. To determine what sum of money the Town will vote to instruct the Assessors to take from Sur- plus Revenues, with the consent of the Tax Commissioner, to reduce the Tax Rate for the current year.


Article 21. To see if the Town will vote that the Town Treasurer be elected for a three year term.


Article 22. To see if the Town will vote to raise and appropriate a sum of money for remodeling and recon- structing the Clara M. Shattuck elementary school and de- termine how the money shall be raised; by borrowing, by taxation, or transfer from available funds including the Post War Rehabilitation Fund or otherwise, or take any action in relation thereto.


Article 23. To determine if the Town will vote to rescind the action taken on Article 20 at the annual town meeting of February 17, 1947 which read as follows: "Voted that the town authorize the Water Commissioners to expend a sum of money not to exceed $2950.00 from the Water Department Surplus, or from the Water Department receipts to extend the water main from the end of the water main on Townsend Street to corner of Jewett and Willow Streets, thence up Willow Street to the residences of Roger Lawrence and Mattie Nye, a distance of 1120 feet."

Article 24. (By Petition) To determine if the Town will vote to authorize the Water Commissioners to expend a sum of money not to exceed $2950.00 from the Water Department Surplus to extend the water main from the main on Heald Street up Willow Street to the properties of Roger Lawrence and Mattie Nye, a distance of approxi- mately 850 feet, or take any action in relation thereto.


Article 25. (By Petition) To determine if the Town will vote to authorize the Water Commissioners to extend the water main approximately 300 feet from its present terminus on Hollis Street to a point adjacent to the premises of Richard Munn and to expend from the Water Depart- ment Surplus or raise and appropriate a sum not to exceed $1200.00 or take any action in relation thereto.


Article 26. (By Petition) To determine if the Town will vote to instruct the Water Commissioners to ex- tend the water main from the junction of Oak Hill and Maple Streets up Maple Street approximately 1,000 feet. To expend from the Water Department Surplus a sum not to exceed $3,750.00 or take any action in relation thereto.


Article 27. (By Petition) To see if the Town will raise and appropriate a sum of money not to exceed $5,900 or take any action in relation thereto; to extend the water main from a point at the corner of Tucker Ave., and Hollis St., running down Hollis St., and up Chase Ave., to the resi- dence of Cecil Dennault.

The following is a report of the activities of the Vet- erans' Agent for the year 1948.


There were a number of cases requiring financial assist- ance, and it is felt that if this necessary work is to be car- ried on, that a great deal more money will be needed for 1949. All of the cases requiring financial assistance oc- curred during the last two months of 1948, and these cases alone consumed the better part of the year's appropriation.

Patients were taken to Lowell, Groton and Children's Hospital.


Well child conferences were held every month and well attended, with Drs. Porter and Graves alternating. Miss King, State Nutritionist, instructed mothers about diet. Board members transported patients and helped with cleri- cal work.


Pre-school clinic May 25 and June 1. Board members assisted.


Conferences held with Welfare Agent, State Nurse, Chief King and Mr. Kirby from S. P. C. C. regarding neglected children. Also Miss Foster from Crippled Chil- dren's Clinic.


Appointments were made for children to attend habit and speech defect clinics.
