The Mayor and Selectmen shall annually appoint one or more dog officers. Such officers may also be appointed by the County Commissioners.


The Mayor and Selectmen shall between June 1 and 10 issue a warrant to such dog officers directing them to seek out, catch and confine all unlicensed dogs and prosecute complaints against the owners or keepers, and shall kill all such dogs after being confined for six days. Dog officers failing to comply with the warrant shall be removed.


Cropping or cutting the whole or any part of the ears of a dog is forbidden.


KENNEL LICENSE


Any owner or keeper of a kennel may apply for a license in the town where the kennel is located. Such license shall be in lieu of any other license while said dog is kept in such kennel. Such owner or keeper shall cause each dog so kept to wear, while it is at large, a collar or harness of leather or some suitable material to which shall be attached a tag showing the number of the kennel license, the name of the town and year. These tags are to be fur-

nished by the town clerk where the kennel is licensed. The fee for each kennel license shall be $25.00 if not more than ten dogs are kept and $50 if more than ten. Dogs under six months of age shall not be included in the num- ber of dogs kept. Holders of kennel licenses may operate a boarding kennel. The name and address of every owner of such dog shall be kept available for inspection.


Every holder of a kennel license, on delivery of an unlicensed dog shall attach to such dog a collar or harness which shall carry a tag marked with the name and address of the kennel licensee, and a number to be recorded; and shall also furnish to the owner or keeper of the dog a certificate, bearing the same number and description, date of purchase, which, with the tag, shall be a legal substitute for a license for two weeks only. The purchaser shall within two weeks, either return the dog to the kennel with the collar, harness, tag and certificate or return to the kennel said tag with a certificate from the city or town clerk certifying that the dog has been licensed. If a pur- chaser of a dog fails to comply with the foregoing the owner of the kennel shall notify the city or town clerk. Kennels are liable to inspection to see if they are maintained in a sanitary and humane condition.

It has been the aim of this Committee, to endeavor to keep the 1949 Tax Rate as low as possible without lowering the present standards of operating the various Depart- ments of the Town.


Any increase in the appropriations over what we rec- ommend will increase the Tax Rate approximately 33c for every $1,000.00 raised and appropriated.

Supplementary Report of the Finance Committee on items not ready for final consideration when the Town Re- port went to press.


Article 6. Part 4, Line 1, Public Schools


We recommend that the sum of $88,955.00 be appropriated. In accordance with Chapter 70, Section 10, with the information we have; we estimate that of this $88,955.00 appropriation, the sum of $33,671.17 will be received as School Aid or reimburse- ment from the Commonwealth and other estimated receipts; and that the balance of $55,283.83 will be raised by local taxation. Article 17. Repairs to Clara M. Shattuck School


We recommend that the sum of $8,300.00 be re-appropriated and that the sum of $18,700.00 be borrowed for this work as re- quested by the School Committee.


Article 19. New Granite Steps - High School.


We recommend that a sum not exceeding $1,800.00 be appro- priated to replace the present concrete steps with new concrete steps.


Article 20. Water Department Survey.


We recommend $5,000.00 be appropriated for this survey.

Article 1. To choose a moderator.


Article 2. To hear and act upon all reports of Town Officers and Committees.


Article 3. To choose all Town Officers and Commit- tees for the ensuing year not required to be elected by bal- lot, or act in relation thereto.


Article 4. To determine whether the Town will vote to authorize the Treasurer with the consent of the Select- men to borrow money in anticipation of revenue for the current year.


Article 5. To see if the Town will vote to fix the salary and compensation of all elective officers of the town as provided by Section 108 of Chapter 41, General Laws, as amended.


Article 6. To determine what sums of money the Town will vote to raise and appropriate, or transfer, to de- fray the expenses of the Public Schools, Department of Public Welfare, and various other departments and special accounts.


Article 7. To determine what method the Town will - adopt for the collection of Taxes for 1949.


Article 8. To see if the Town will vote to authorize the Board of Welfare to appoint one of its own members to act as Agent and to fix his salary, and to raise and appro- priate the same; in accordance with the provisions of Sec- tion 4A of Chapter 41 of the General Laws, or act in rela- tion thereto.


Article 9. To determine if the Town will vote to transfer the sum of $2,500.00 from Overlay Surplus Re-

serve to a fund to be known as the "Reserve Fund" in ac- cordance with Section 6 of Chapter 40 of the General Laws, or take any other action in relation thereto.


Article 10. To determine if the Town will vote to ap- propriate the sum of $13,859.00 from Water Department receipts, to pay operating and maintenance cost of the de- partment for the current year.


Article 10A. To determine if the Town will vote to raise and appropriate or transfer from Surplus Revenue the sum of $3,000.00 to pay note due this year on Water De- partment Notes for water extensions made in 1948 and that the Water Department reimburse the Town from any surplus they have in the future.


Article 11. To determine what sum of money the Town will vote to raise and appropriate for removal of snow and ice, or take any action in relation thereto.


Article 12. To determine whether the Town will vote to raise and appropriate the sum of $6,900.00 for repairs and improvements on outlying roads under the provisions of Section 26 through 29, Chapter 81 of General Laws, as amended, or take any action in relation thereto.


Article 13. To determine whether the Town will raise and appropriate $3,000.00 for maintenance of Chapter 90 Roads, money to be used in conjunction with any money which may be allotted by State or County, or take any ac- tion in relation thereto.


Article 14. To determine whether the Town will vote to raise and appropriate the sum of $3,000.00 for construc- tion on Chapter 90 Roads or other Town Roads; money. to be used in conjunction with any money which may be al- lotted by the State or County, or take any action in relation thereto.


Article 15. To determine if the Town will vote to transfer from Surplus Revenue the sum of $30,000.00 to meet the State's and County's Shares of the Chapter 81 and 90 Maintenance and Construction Highway work and that

the reimbursements from the State and County to be re- stored, upon their receipt, to Surplus Revenue.


Article 16. To determine whether the Town will vote to raise and appropriate the sum of $3,000.00 for a special project to remove dead trees and dangerous limbs, this work to be done under the supervision of the Selectmen and the Tree Warden.


Article 17. To see if the Town will vote to raise and appropriate a sum of money for the purpose of remodelling of and for making extraordinary repairs to the Clara M. Shattuck Elementary School, determine how the money shall be provided for, by borrowing, by taxation, or by transfer from available funds in the treasury; or take any action relative thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the construction and equipping of an additional class-room in the basement of the Clara M. Shattuck School, or take any action in relation thereto.


Article 19. To see if the Town will vote to raise and appropriate the sum of $2,800.00 to construct granite steps to the front doors of the High School, or take any action in relation thereto.


Article 20. (By Petition) To determine if the Town will vote to instruct the Water Commissioners to have pre- pared, a survey or report, comprehensive enough to deter- mine the overall condition and capacity of the Water Sys- tem in the Town of Pepperell in relation to several proposed extensions, (including installation costs of same), and to determine what sum the Town will vote to raise and appro- priate to pay for this work. This report to be completed not later than June 1, 1949.


Article 21. (By Petition) To determine if the Town will vote to raise and appropriate the sum of $126.00 to in- stall and maintain 7 street lights on Lowell Road between the junction of Lowell Road and Tarbell Streets and the

residence of Charles O'Malley, or take any other action in relation thereto.


Article 22. (By Petition) To determine if the Town will vote to raise and appropriate the sum of $54.00 to in- stall and maintain 3 street lights on Hollis Street between the residence of Miss Lucy Spring and the junction of Hol- lis and Elliott Streets, or take any other action in relation thereto.


Article 23. (By Petition) To determine if the Town will vote to raise and appropriate the sum of $144.00 to in- stall and maintain 8 street lights on Townsend Street be- tween Mount Lebanon Street and Bancroft Street, or take any other action in relation thereto.


Article 24. To determine if the Town will vote to become associated with the Nashoba Associated Boards of Health and to raise and appropriate the sum of $935.70 to pay the cost of this service from April 1, 1949 to December 31, 1949.


Article 25. To determine if the Town will vote to ac- cept the sum of $150.00, the income therefrom to be ex- pended for the perpetual care of the Frank C. Woodward lot No. 453 in Woodlawn Cemetery.


Article 26. To determine if the Town will vote to accept the sum of $200.00, the income therefrom to be ex- pended for the perpetual care of the John R. Clarke lot No. 403 in Woodlawn Cemetery.


Article 27. To determine if the town will vote to accept the sum of $150.00, the income therefrom to be ex- pended for the perpetual care of the Jasper Shattuck lot No. 232-B in Woodlawn Cemetery.


Article 28. (By Petition) To see if the Town will vote that the Town Clerk be elected for a three year term.


Article 29. To determine if the Boy Scouts and Cubs, Girl Scouts and Brownies, 4-H Groups and similiar organ- izations, be given permission to use the lower hall in Town Hall Building for their meetings, without charge.

Article 30. (By Petition) To determine if the Town will vote to abolish the Caucus by rescinding the action taken previously for Caucuses.


Article 31. To see if the town will vote to address the following Resolution to each of our United States Senators from Massachusetts and to our Representative in Congress :


Whereas it is our belief that the United Nations should be so strengthened that it shall become adequate for the preservation of world peace; we therefore earnestly recom- mend your support for all measures tending toward this end; and whereas we have the deepest confidence in the Federal System of Government, devised by our fathers, un- der which the United States has prospered for one hundred and sixty years; we specifically recommend your support for such changes in the United Nations Charter as shall make it a limited World Federal Government, with full power over all matters vital to the preservation of peace; or take any action thereon.


Article 32. To determine what action the Town will take on the Substitute Motion made under Article 12 of the Special Town Meeting dated Oct. 8, 1948 which reads as follows :


"That the matter of amending the existing Town By- Laws, by inserting a new section, under the heading of Zoning Laws, be brought before the Annual Town Meeting in 1949 for further consideration." (Copy of proposed Zoning Laws appears under Town Clerk's report on page 47)


- Article 33. To determine if the Town will vote to transfer from Machinery Fund Reserve the sum of $1,325.00 to be used as follows : $300.00 to remain in a workable fund; $350.00 for purchase of a sand spreader; $675.00 for purchase of a tar kettle.

Article 2. Voted that the reports of all Town Officers and Committees be accepted as printed in the Annual Town Report.


Article 3. Voted that all Town Officers and Com- mittees for the ensuing year not required to be elected by ballot, be appointed by the Selectmen.

Voted that all taxes shall be collected in accordance with the provisions of General Laws in re- lation thereto and that the collector be paid one percent on the principal of all taxes collected up to and including De- cember 31, in the year they are due and three-fourths of one percent on the principal collected after that date.


Article 8. Voted that in accordance with Chapter 41, Section 4-A that authorization be given to the Board of Public Welfare to appoint a member of said Board to act as Agent for a period of one year at a salary of $1,200.00 this to become effective March 1st, 1949, and that this sum to be raised and appropriated.


Article 9. Voted that the sum of $2,500.00 be trans- ferred from the Overlay Surplus Reserve to a special ac- count to be known as the "Reserve Fund" to be used in accordance with Section 6 of Chapter 40 of the General Laws.

Shattuck School and to meet said appropriation that the sum of $8,300.00 be re-appropriated and that the Treasurer, with the approval of the Selectmen be, and hereby is authorized to borrow the sum of $18,- 700.00 under the authority of Chapter 275 of the Acts of 1948 and to issue notes of the Town therefore, payable in not more than five years from the date of issue of the first note or at such earlier time as the Treasurer and Selectmen may determine. The School Committee, together with its Building Committee are authorized to enter into all neces- sary contracts for said installations.


Article 18. Voted that the Town shall raise and ap- propriate the sum of $1,500.00 for the construction and equipping of an additional classroom in the basement of the Clara M. Shattuck School.


Article 19. Voted that the Town shall raise and ap- propriate the sum of $2,800.00 to construct granite steps to the front doors of the High School.
